On the contrary, after the adoption of the Kyoto Protocol in 1997 and especially since 2001, hybrid networks such as public-private partnerships have become a dominant transnational arrangement for climate change. Subnational authorities, including community organizations and municipal and regional governments, have also led many of these initiatives, providing an additional public dimension to the multi-scalar nature of transnational climate change governance.

IN INTERNATIONAL GOVERNANCE
Visits were undertaken to NGOs and international organizations in Europe, North America and Southeast Asia to collect campaign-related materials and conduct interviews with people directly involved in the campaigns and norm negotiations. Research findings show the importance of scientific research in defining an issue in the early stages of a campaign, which has traceable implications on the type of norm that eventually emerges and the actors that govern it. For example, in the campaign to stop the marketing of breast milk substitutes, lively debates took place among pediatricians about the link between the use of infant formula and infant malnutrition, in the years immediately following.

L'Institut de hautes études internationales et du développement a voulu offrir une plateforme « neutre » qui permettrait à chacun de contribuer à l'évaluation et à la réflexion sur les moyens d'une plus grande efficacité.

The 2011 Global South Workshop, which was held for the first time outside of Geneva, was one of the most successful to date. The aim of the workshop was to give PhD students from universities in developing countries the opportunity to present their research to professors and PhD candidates from the department to benefit from their expertise. Overall, the level of preparation and the quality of the participants and their presentations were excellent.
GLOBAL SOUTH WORKSHOP
Organized by the Graduate Institute and Gadjah Mada University in Yogyakarta, Indonesia from November 26 to December 2, it brought together 20 PhD students from universities in the South and was conducted under the supervision of Institute Professors Balachandran, Bocco, Biersteker and myself as well as Professor Hartono, Director from the Gadjah Mada University Graduate School. The two conferences focused on a comparison of Indonesian and Indian democratic experiences and the international dimension of the "Arab Spring". The organization of the workshop, largely conducted by Gadjah Mada, was remarkable.

It was also intended to develop a network of graduates from higher education institutions in the north and south. The experience was also a real pleasure for me because I am from the "Indonesian" academic tribe and did most of my own PhD work in the early 70s around Yogyakarta under the sponsorship of Gadjah Mada. In short, the 2011 edition benefited greatly from being held away from Geneva and with a partner school from the Global South.

Les nouveaux cours fourniront une base théorique solide et multidisciplinaire pour mieux comprendre les problèmes et les dilemmes humanitaires contemporains, ainsi que des spécialisations dans les domaines clés de l'action humanitaire afin d'améliorer les stratégies d'intervention. Le Master of Advanced Studies in Humanitarian Action est un cursus à temps plein de dix à douze mois (60 crédits ECTS).
