Background
The Directing Council, at its First Meeting (Buenos Aires, 1947), resolved:
"4° To direct that unexpended amounts of the budget and the surplus from the additional quotas be used, to: establish two funds.
(a) an emergency fund, to be used in the immediate solu-tion of unforeseen health and sanitary problems; and
(b) ...
On the recommendation of the Director, the Directing Council at its Third Meeting (Lima<, 194.9) decided to create the Emergency Fund by setting aside $50,000o00 from surplus existing at the end of the fiscal year of 1949o The Director of the Pan American Sanitary Bureau was instructed to
submit reports to the Executive Committee and the Directing Council on the use of these fundso

(a) fondo de emergencia, utilizable en la soluci6n inme-diata de problemas sanitarios imprevistos; y

Proposed Resolution
In view of the expenditures made out of the fund in connection with the recent earthquake in Cuzco, Peru, the Director respectfully
recommends that the following resolution be adopted:
"WHEREAS:
Under authority of the Resolution of the Directing Council,* the Director of the Pan American Sanitary Bureau was instructed to set aside and administer $50,000 as of 1
January 1950 as an Emergency Procurement Revolving Fund;
On authority of the Resolution cited above the Director of the Pan American Sanitary Bureau made purchases of medical supplies costing $1,744o91 to be shipped to Cuzco, Peru, on the occasion of the recent disaster, as an emergency measure;
It will be necessary to provide funds in the amount of $1,744.91 to bring the total of the Emergency Procurement Revolving Fund back to the authorized level of $50,000; and
No general unallocated funds of the Bureau exist from which the sum of $19744-91 can be transferred to return the Fund to its authorized level°
THE DIRECTING COUNCIL
RESOLVES-That the budget for 1951 be increased in the amount of
$1,744o91 as a special assessment for the purpose of maintain-ing the Fund at a level of $50,0000"

En vista de los gastos sufragados de este fondo en relaci6n con el reciente terremoto de Cuzco, Perui, el Director respetuosamente recomienda que se adopte la siguiente resolucion:
EL CONSEJO DIRECTIVO, CONSIDERANDO:
Que basandose en las facultades conferidas por la Resoluci6n del Consejo Directivo,.jee encomend6 al Director de la. Oficina Sanitaria Panamericana que a partir del 12 de enero de 1950 separara y adminis-trara $50,000 como un Fondo Rotatorio para Compras de Emergencia;
Que basandose en las facultades conferidas por la Resolucio6n
anterior, el Director de la Oficina Sanitaria Panamericana compro materi-ales medicos que costaron $1744o91, para ser enviados a Cuzco, Peru, en ocasi6n del reciente desastre, como una medida de emergen:ia;.
Que sera necesario proporcionar fondos que ascienden a $1,744o91 para que el Fondo Rotatorio para Compras de Emergencia vuelva a su nivel autorizado de $50,000; y
Que no existen fondos generales no comprometidos de la Oicina, de los cuales se pueda transferir la suma de $1,744o91 para que el Fondo vuelva a su nivel autorizado,
RESUELVE:
Que, se aumente en la suma de $1,744091 el presupuesto para 1951 como una contribuci6n especial a fin de mantener el 'Fondo.,a u nivel de $50,000,
