RECOMMENDATION
Adopt a Resolution approving and authorizing the City Manager or designee to execute a Video Monitor Hardware and Installation Services Agreement for the Police CAD/RMS System, CIP Project No. 337-37233 with EKC Enterprises in the amount of $144,500, plus a 10% contingency of $14,450, for a total amount of $158,950.

This staff report is in reference to the police department’s CAD/RMS strategic initiative. PREVIOUS ACTION
On November 12, 2014 options were presented to City Council to improve police dispatch services. City Council selected the option of Brentwood establishing the City’s own police dispatch center. City Council directed staff to report back with the costs to build and staff the dispatch center and identify funding sources.
On May 12, 2015 City Council led a discussion and provided staff direction regarding the Police Dispatch Center Analysis Report including police operations and the inclusion of the Police Department Dispatch Center and Police CAD/RMS System projects in the FY2015/16 – FY2019/20 Capital Improvement Program (CIP).

On March 18, 2016, the City broadly released the Request for Quotation for an integrated Video Monitor Hardware and Services solution.
On March 28, 2016, the closing date to receive Vendor Quotations for an integrated Video Monitor Hardware and Services solution, the City received four (4) written responses and carefully evaluated all the quotations.

After review of the quotations and the Project budget, staff recommends that the Council approve and authorize the City Manager to enter into an agreement for the purchase and installation of a Video Monitor Hardware and Installation Services for the Police CAD/RMS Project, CIP Project No. 337-37233, with EKC Enterprises for submitting the lowest responsible and responsive quotation. Additionally, in the past, EKC Enterprises has successfully provided a video solution for the Police Department’s Emergency Operations Center (EOC).
FISCAL IMPACT
Funding for this project is included in the City Council adopted 2015/16-2019/20 Capital Improvement Program (CIP), which includes the Police CAD/RMS Project, CIP Project No. 337-37233.

A RESOLUTION APPROVING AND AUTHORIZING THE CITY MANAGER OR DESIGNEE TO EXECUTE A VIDEO MONITOR HARDWARE AND INSTALLATION SERVICES AGREEMENT WITH EKC ENTERPRISES IN THE AMOUNT OF $145,500 PLUS A 10% CONTINGENCY OF $14,450, FOR A TOTAL AMOUNT OF $158,950 FOR THE POLICE CAD/RMS PROJECT, CIP PROJECT NO. 337-37233.
WHEREAS, On May 12, 2015, the City Council directed staff to include the Police CAD/RMS project in the 2015/16 – 2019/20 Capital Improvement Program (CIP); and
WHEREAS, On May 26, 2015, by Resolution No. 2015-79, City Council adopted the City’s 2015/16 – 2019/20 CIP, which includes the Police CAD/RMS Project (CIP Project No. 337-37233); and
WHEREAS, On March 18, 2016, the City broadly released the Request for Quotation for an integrated Video Monitor Hardware and Services solution; and

NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Brentwood approves and authorizes the City Manager or designee to execute a Video Monitor Hardware and Services Agreement with EKC Enterprises in the amount of $144,500, plus a 10% contingency of $14,450, for a total amount of $158,950, for the Police CAD/RMS Project, CIP Project No. 337-37233.
PASSED, APPROVED, AND ADOPTED by the City Council of the City of Brentwood at a regular meeting held on April 26, 2016, by the following vote:
