Objetivos de aprendizagem (conhecimentos, aptidões e competências a desenvolver pelos estudantes)
· Aprofundar o conhecimento sobre a diversidade de situações de subúrbios habitacionais
semi-urbanizados (autoproduzidos e de promoção pública);
· Aprofundar a visão de diferentes teorias urbanísticas sobre estes territórios, tendo como
referência o Direito à Cidade (Lefebvre 1968);
paradigmas de intervenção, os programas, projetos e metodologias relativos a diferentes contextos, em especial cidades da ‘lusotopia’ (Portugal, Brasil, PALOPs).
Ao nível empírico:
· Identificar metodologias mais apropriadas para conhecimento e qualificação destes
territórios e para identificação e avaliação de políticas públicas;
· Aplicar os conhecimentos desenvolvidos na reflexão sobre uma situação concreta numa
cidade da ‘lusotopia’.
Conteúdos Programáticos / Programa
1. Apresentação de docentes, participantes, tema e programa da disciplina.
2. Aprofundamento da suburbanização acelerada: (i) explosão demográfica e (sub)urbana;
(ii) consequências territoriais, sociais e ambientais; (iii) diversidade de situações de subúrbios habitacionais; (iv) diversidade de designações; (v) impacto e desafios do COVID-19.
3. Reflexão sobre diferentes perspetivas das teorias urbanísticas e habitacionais sobre
subúrbios semi-urbanizados. O direito à cidade e outras noções para a construção de alternativas de intervenção mais inclusivas e sustentáveis.
4. Reflexão sobre paradigmas de intervenção (hegemónicos e alternativos) em subúrbios
habitacionais semi-urbanizados da lusotopia. Pressupostos, princípios, metodologias, processos, projetos e soluções técnicas, subjacentes às melhores intervenções habitacionais e urbanísticas, promotoras de melhor qualidade de vida urbana.
5. Exemplos de intervenção em subúrbios habitacionais semi-urbanizados.
6. Visita de estudo (I) a diversas situações e projetos de intervenção em subúrbios
habitacionais na Área Metropolitana de Lisboa.
7. Reflexão sobre política e programas habitacionais em Portugal e Lisboa: ensinamento
sobre experiências passadas, situação atual e programas recentes.
8. Discussão coletiva de textos selecionados.
9. Visita de estudo (II) a uma situação específica na AML.
10. Ensaio reflexivo sobre soluções possíveis.
11. Paradigmas de intervenção nas margens urbanas brasileiras.
12. Projeto África Habitat e paradigmas de intervenção nas margens urbanas de Luanda e
Maputo.
13. Apresentações de pesquisas individuais e debate
Demonstração da coerência dos conteúdos programáticos com os objectivos de aprendizagem da unidade curricular
Metodologias de ensino (avaliação incluída) Parte teórica:
· Aulas teóricas interativas de exposição por docente (com powerpoint, excertos de
vídeos e textos) e debates coletivos.
· Fóruns abertos com convidados
· Visitas de estudo a situações e intervenções em subúrbios habitacionais na AML.
Parte empírica
· 1 oficina prática em grupo
· Reflexão crítica individual, fundamentada teoricamente, sobre uma situação e
intervenção específica Avaliação
A avaliação do conhecimento desenvolvido terá em conta:
· (Des)empenho nas aulas e discussões
· Capacidade reflexiva e operativa de procura de soluções para uma situação específica
· Texto individual em forma de artigo para ser publicado

Learning objectives (knowledge, skills and competences to be developed by students) At the theoretical level:
· To deepen the knowledge on the diversity of semi-urbanized housing suburbs
(self-produced and publicly promoted) situations;
· To deepen the perspective of different urban theories on these territories, refering to the
Right to the City (Lefebvre 1968);
paradigms, programs, projects and methodologies promoted in different contexts, especially in ‘Lusotopia' cities (Portugal, Brazil and PALOPs)
At the empirical level:
· To identify more appropriated methodologies for knowledge and intervention on these
territories and for the identification and evaluation of public policies;
· To know participatory diagnostic methodologies and techniques as well as action plans and
intervention projects in these territories with a view to their qualification, having as main guideline the Right to the City;
· To apply developed knowledge in the reflection of a concrete situation in a ‘Lusotopia’ city
Syllabus
1. Presenting teachers, students, subject and Unit Program
2. To deepen the knowledge on the rapidly suburbanization: (i) demographic and (sub)urban
explosion; (ii) Territorial, social and environmental consequences ; (iii) diversity of housing suburbs situations; (iv) diversity of designations; (v) impact and challenges with COVID-19.
3. Reflection on different perspectives of urban and housing theories on the the
semi-urbanized suburbs. The right to the city and other notions to build more just, inclusive and sustainable alternative interventions.
4. Reflection on the paradigms of intervention (hegemonic and alternatives) in
semi-urbanized housing suburbs of ‘lusotopia’. Assumptions, guidelines, methodologies, procedures, design and technical solutions underlying the best housing and urban interventions promoting a better quality of urban life.
5. Examples of intervention in semi-urbanized housing suburbs.
6. Study visit (I) to various situations and interventions on housing suburbs in the Lisbon
Metropolitan Area.
7. Refelection on housing policy and programs in Portugal and Lisbon: learning from passed
experiences, current situation and programs.
8. Collective discussion on selected papers.
9. Study visit (II) to a specific situation on the AML.
10. Reflective essay on possible solutions.
11. Intervention paradigms in Brazilian urban margins.
12. Africa Habitat Project and intervention paradigms in the urban margins of Maputo and
Luanda.
13. Presentation of individual research and debate (2 classes).
Demonstration of the syllabus coherence with the curricular unit´s learning objectives
Teaching methodologies (including evaluation) Theoretical part:
· Theoretical and interactive lectures with presentation by professor (powerpoint, videos
and text excerpts) and collective debate.
· Open forums with invited specialists
· Study visits to situations and interventions in AML housing suburbs.
Empirical part:
· One practical workshop (group).
· Individual critical reflection, theoretical reasoned, on a specific situation and
intervention
Evaluation will be supported on:
· Commitment in classes and debates
· Reflective and practica capacity to find solutions for a specific situation
· Individual text (paper to be published)
