REPORT ON THE COLLECTION OF QUOTA CONTRIBUTIONS
The Director has the honor to present a report on the status of quota contributions as of 31 July 1978.
In the Financial Report of the Director for the year 1977 (Official Document 153) there is presented a table showing the status of quota con-tributions as of 31 December 1977. To provide the Pan American Sanitary Conference with the latest information the corresponding updated table is attached.
The Executive Committee at its 80th Meeting considered the status of quota contributions and approved Resolution IIZ, which reads as follows:
THE EXECUTIVE COMMITTEE,
Having considered the report of the Director on the
col-lection of quota contributions (Document CE80/15 and ADD. Z);
Noting that, of the three countries with approved payment plans for liquidating their arrears, only one had made a payment by the time of the Executive Committee meeting;
Considering the importance of prompt and full payment of quota contributions to assure the financing of the authorized program and budget and to maintain the Organization in a sound cash position; and
Bearing in mind the provisions of Article 6.B of the Con-stitution of PAHO relating to the suspension of voting

RESOLVES :
I. To take note of the report of the Director on the collection of quota contributions (Document CE80/15, and ADD. I).
2. To thank the Governments that have already made payments in 1978 and to urge the other Governments whose legal circumstances so permit to pay their current quotas as early as possible in the year they are due so that the work of the Organization can continue and the financial burden of its program can be spread
fairly among all Members.
3. To direct the attention of Governments once again to the provisions of Article V, paragraph 5.4, of the Financial
Regu-lations of PAHO, which reads: "Contributions shall be
con-sidered as due and payable in full as of the first day of the financial year to which they relate .... As of I January of the following financial year, the unpaid balance of such Lmpaid contributions shall be considered to be one year in arrears."
4. To request the Director to continue to inform the Govern-ments of any balances due and to report to the XX Pan American Sanitary Conference on the status of the collection of quota contributions.
In view of the Resolution of the Executive Committee, the XX Pan
American Sanitary Conference may wish to adopt a similar resolution.
