SEAT OF THE NEXT CONFERENCE

It waa unanimously agreed that the Twelfth Pan Ameritan Sanitary Con- ference be held in the city of Caracas in 1946, the exact data to be designated by the Government of Venezuela.

Signed in the City of Rio de Janeiro on the eighteenth day of September 1942, authenticated copies being delivered to each one of the delegations of the Con- ference. Copies shall be forwarded through diplomatic channels to the Ministry of Foreign Relations of Brazil and to the Pan Ameritan Sanitary Bureau for transmission by the latter to the nations concerned.

Summary.-World War 1 (1914-1918) bequeathed to humanity an army of invalids, ruins, generations of men born under the anguish of restrictions and unending hate among nations which have again renewed a fatidical contest. But from its ruin and desolation arose an initiative which attenuated the cruel consequences of war. The Red Cross, a peace-time institution, revealed new horizons, offering nations a fountain of spiritual wealth, strengthening human bonds, and giving birth to a feeling, hitherto unknown, by virtue of which uni- versal cooperation towards social welfare and hygiene became a powerful forte. In the field of social welfare the Red Cross has been an inexhaustible source of initiative. In many nations of this Hemisphere nursing services, oftentimes

with training schools, were begun; otherwise the role of the nurse in the field of hygiene and social welfare would perhaps still be unknown. The Red Cross was the pioneer of rural hygiene. Before its advent, isolated voices would cry out against the miserable living conditions of peasants throughout the world. It was the Red Cross which formulated the universal consciente which compelled nations to incorporate in their sanitation laws healthful living quarters and medical assistance, previously unknown to peasants and country folk. Later the Health Committee of the League of Nations made a universal and touching appeal in this regard. One of the greatest achievements of the Red Cross has been the organiaation of its junior chapters, which sow the seed of fraternity toward suffering ones in fertile young hearts. Thus does the Red Cross insure its future. Prenatal clinics, homes, wards and restaurants for mothers, children’s wards, homes and institutions for orphans, and vacation camps for school-age children, are, among many others, institutions inspired or born under the banner of the Red Cross. The Red Cross drive against tuberculosis has at times excelled the efforts of the State, and first aid services and stations may be found along highways in many countries. Lectures, pamphlets, posters, stamps, films, and instructive visiting nurses, are among the contributions of the Red Cross to hygienic progress. Such, in synthesis, is the universal crusade of the Red Cross of Peace, born under the League of Societies of the Red Cross, to be perennial instigator of fraternization, and fountain of life and unity for humanity.
