STATES TRANSMITTING THE FINAL ACT OF THE EIGHTH MEETING OF CONSULTATION
OF MINISTERS OF FOREIGN AFFAIRS, ,,StaVING AS ORGAN OF CONSULTATION IN
APPLICATION OF THE INTER-AMERICAN TREATY OF RECIPROCAL ASSISTANCE
At its 46th Meeting the Executive Committee, on examining Document CE46/2 "Preliminary Draft Agenda for the XVI Pan American Sanitary
Conference, XIV Meeting of the Regional Committee of the World Health
Organization for the Americas", unanimously approved the following resolution XVI :
';The Executive Committee,
Having examined the preliminary draft agenda (Document CSP16/1), prepared by the Director for the XVI Pan American _anitary Conference; and
Considering that Article 7-E of the Constitution provides that "the provisional agenda of the Conference shall be prepared by the Director of the Bureau and submitted to the Executive
Committee for approval" and that, in accordance with existing regulations, the Governments may propose items which they wish the Conference to consider_

Page 22. To authorize the Director to incorporate into the above-mentioned draft agenda any additional items proposed by the Governments and by organizations that have the right to propose agenda items."
In view of that decision, the Executive Committee unanimously
decided not to examine Document CE46/9, Rev. l, entitled "Letter from the Secretary General of the Organization of American States transmitting the Final Act of the Eighth Meeting of Consultation of Ministers of Foreign Affairs, 8erring as Organ of Consultation in Application of the Inter-American Treaty of Reciprocal Assistance." That document is annexed hereto.

In conformity with the Agreement between the Council of the Organization of American States and the Directing Council of the
Pan American Health Organization I dated 23 May 1950, I am transmitting a letter dated 16 February 1962 which I received on 23 February 1962 from Dr. Jos_ A. Mora I Secretary General of the @rganizatio_ _£ _ricaz
States. TT_e full text of that letter is as follews:
"In conformity with the decision taken by the Council
of the Organization at its meeting held on the 14th of this month, I am transmitting for the information of the Pan American Health Organization and for relevant purposes, the Final Act of the Eighth Meeting of Consultation of the Ministers of Foreign
Affairs Zerving as Organ of Consultation in Application of the Inter-American Treaty of Reciprocal Assistance.
I take the liberty of drawing your attention to Resolution VI, the operative part of which reads as follows:
1. That adherence by any member of the Organization of American States to Marxism-Leninism is incompatible with the inter-American system and the alignment of such a government
with the communist bloc breaks the unity and solidarity of the hemisphere.
