*Obs: O estabelecimento rural proprietário de brincos que estavam irregularmente no ERAS visitado não é certificada e, como se trata de propriedade produtora de bezerros – e não engorda de bovinos – não demostrando pretensão de exportar animais para U.E.
N° Recommendation Action Proposed by the Competent Authority
1 To carry out a thorough review of controls (both official and by
certificadora) on ERAS holdings (livestock holdings approved for export to the European Union and included in the TRACES list) to determine the extent to which the shortcomings found at one holding visited during this audit are prevalent and to enhance the control systems in order to ensure that all ERAS holdings have effective traceability.
The visit of the E.U. mission in one ERAS holding indicated the possibility of loss of controls regarding the number of animals on the holding and the presence of eartags of another holding on its stock.
Once there was the possibility of loss of controls regarding the number of animals on the ERAS holding, an official audit was carried out on the holding between 3rd and 4th December 2014 for a full evaluation of the situation. On this audit, the findings of the E.U. visit that indicated the possibility of loss of controls regarding the number of animal on the holding were not confirmed, but, on the contrary, it verified the compliance of the ERAS holding to SISBOV rules and procedures.
Therefore, the findings of E.U. visit can be assigned to the fact diagnosed during the visit that new data regarding animal movements of the holding were entered on the National Database – BND at the time of the visit. Due to the short time of evaluation during the visit, there was not enough time to organize all the information and restart the counts.
We remind, also, that the official audit and vistoria reports and the evaluation procedures in place includes, among others, specific evaluation regarding the number of animal of the holdings and animal movements which allows the identification of failures of the animal movement controls, so we did not identify the need of reviewing these procedures due to this occurrence.
Regarding the incident of the presence of eartags of another ERAS on the holding’s physical inventory of eartags, we’d like to inform that although it was not a desirable situation (justified by the rural producer during the E.U. visit due to theft problems on his other holding) and that can be confusing on a quick evaluation, the computerized system used in SISBOV, the National Database – BND, restricts the inclusion of animal data to the owner of the holdings eartags request in the system.
Thus, even if eartags of another holding were eventually applied, the rural producer would not be able to include the animal data on the database and, on a later conference, a difference in the quantity of animals would be found, whether on the animal checking or on the specific controls for the use of eartags. We also emphasize that on the 381 audits carried out by the official service in 2014, and carried out in recent years, there had been no record of a similar situation on any ERAS holding.
Based on these, CSR belives that the current system, including the official audit and monitoring procedures, give effective guarantees on the control of traceability in ERAS holdings certified and qualified to export for E.U., and that the findings of the visits were specific situations.
On the other hand, we identified the need to improve the verification of corrective or preventive actions taken by the ERAS holdings when non compliances or indication of irregularities are found on official audits or on the vistorias carried out by the certificadoras. Thus, CSR stated the Official Letters nº 01 and 02/2015, a copy of which is attached, establishing the obligation to describe in the subsequent audit or vistoria
reports, how each non compliance or occurrence related on the previous report were treated.
A visita da União Européia em um dos ERAS apontava a possibilidade de perda do controle do quantitativo de animais e a presença de elementos de identificação estranhos àquela propriedade no estoque de brincos.
Frente à possibilidade de perda do controle do quantitativo de animais no ERAS, foi realizada nova auditoria oficial na propriedade entre os dias 03 e 04/12/2014 para avaliação completa da situação. Nesta auditoria não se confirmaram os indícios de falhas referentes à movimentação ou saldo de animais, mas, ao contrário, foi constatada a conformidade do ERAS às regras estabelecidas no SISBOV. Pode-se, portanto, atribuir os achados da visita ao fato já diagnosticado durante a visita, de que ocorreu o lançamento de movimentações de entrada e saída de animais na BND durante a checagem deste quantitativo. Devido ao curto espaço de tempo da avaliação realizada durante a visita não houve tempo hábil para organização das informações e realização de uma nova contagem. Lembramos, ainda, que os relatórios de auditoria oficial e de vistorias e procedimentos de avaliação utilizados incluem, entre outros, avaliações específicas sobre o saldo e movimentação de animais, os quais permitem a identificação de falhas referentes à movimentação de animais, de modo que não identificamos a necessidade de revisão dos procedimentos em razão desta ocorrência.
Em relação à ocorrência referente à presença de elementos de identificação estranhos à propriedade no estoque físico de brincos, informamos que embora se trate de situação não desejável (justificada
pelo produtor rural devido a problemas de roubo em sua outra propriedade) e que pode gerar confusão durante uma avaliação rápida, o sistema informatizado utilizado no SISBOV, a Base Nacional de Dados – BND, restringe a inserção de dados de animais à propriedade detentora da solicitação de elementos de identificação no sistema.
Assim, mesmo que eventualmente aplicados os brincos nos animais, o produtor não conseguiria inseri-los na base de dados e, numa posterior conferência, seria constatada uma divergência no quantitativo de animais, seja na checagem do rebanho ou no controle do uso de elementos de identificação. Ressaltamos, ainda, que nas 381 auditorias realizadas pelo serviço oficial no ano de 2014, assim como nas realizadas ao longo dos últimos anos, não houve registro, em nenhuma propriedade, de situação semelhante.
Frente ao exposto, a CSR entende que o sistema vigente, incluindo as ferramentas de auditoria e monitoramento estabelecidas, dá garantias efetivas sobre o controle da rastreabilidade nos ERAS certificados e habilitados para exportação, e que os achados das visitas foram situações pontuais.
Por outro lado, nós identificamos a necessidade de aprimorar a verificação sobre as ações corretivas ou preventivas adotadas pelos estabelecimentos rurais quando encontradas não conformidades ou indícios de irregularidades em auditorias oficiais ou vistorias. Assim, foram expedidos os Ofícios Circulares CSR nº 01 e 02/2015, cuja cópia segue em anexo, que estabelecem a obrigatoriedade de se descrever, no relatório de auditoria ou vistoria subsequente, a forma como cada item não conforme ou apontamento do relatório anterior foram tratados.
2 Regarding animal welfare requirements at the time of killing; to ensure that a procedure is developed to approve programmes of training courses for personnel involved in killing and related operations, with independent final examinations and delivering relevant certificates of competence, as required by Articles 7 and 21 of Regulation (EC) No 1099/2009.
Since 2007, DIPOA and World Animal Protection (WPA) has trained a total of 7,263 people between agricultural inspectors and quality control teams including those responsible for animal welfare in Brazilian slaughterhouses. It must be observed that those responsible for animal welfare in slaughterhouses enabled European Union have been properly trained and certified by WPA / MAPA. Still, DIPOA provides for the year 2014/2015 updating the Instruction No. 03/2000 which deals with the Regulation Stunning Methods for Animal Welfare, which will be more comprehensive, including pre-slaughter management requirements and animal welfare slaughter with appropriate technical and scientific basis. Its implementation has been discussed with the meat sector involved and it is estimated the publication of the new rules in the first half of 2015. In addition, there is, as well, another draft of Instruction being finalized by DEPROS / SDC / MAPA to regulate the accreditation institutions that provide the training for training in responsible animal welfare to work in Brazilian slaughter.
Desde 2007, o DIPOA juntamente com a World Animal Protection (WPA) já capacitou um total de 7.263 pessoas entre fiscais agropecuários e equipes de controle de qualidade incluindo os responsáveis de bem-estar animal nos estabelecimentos de abate brasileiros. Ressalta-se que os responsáveis pelo bem-estar animal nos estabelecimentos de abate habilitados para União Europeia foram devidamente capacitados e certificados pela WPA/MAPA. Ainda, o DIPOA prevê para o ano 2014/2015 a atualização da Instrução Normativa nº 03/2000 que trata do Regulamento Técnico de Métodos de Insensibilização para o Abate Humanitário de Animais de Açougue.
Que ficará mais abrangente, incluindo os requisitos de manejo pré-abate e abate humanitário com a devida fundamentação técnico-científica. A
sua implementação já foi discutida com o setor cárneo envolvido e estima-se a publicação da nova normativa no primeiro semestre de 2015.
Adicionalmente, ainda há uma outra minuta de Instrução Normativa que está sendo finalizada pelo DEPROS/SDC/MAPA para regulamentar o credenciamento de instituições que fornecerão as capacitações para formação de responsáveis em bem-estar animal para atuarem nos abates brasileiros.
