At the 115th Meeting of the Executive Committee in October 1994, the Secretariat reported on the status of a lawsuit pending before the courts regarding zoning issues in connection with the proposed new Headquarters site at Connecticut Avenue and Jones Bridge Road in Chevy Chase, Maryland (Document CE115/2).
The Fourth Circuit Court in Richmond, Virginia, held a hearing on the case on 26 September 1994. On 31 October 1994 the three-judge Federal Court ordered the Maryland Court of Special Appeals, the supreme court of that state, to determine whether or not Montgomery County had the legal authority to enact zoning legislation which in effect prohibited PAHO from building its Headquarters on the Chevy Chase site. The Federal Court retained jurisdiction over the case, but postponed a decision on the federal issues until the Maryland Court has rendered an opinion.
