COLLEGE OF RADIOLOGY, THE LATIN AMERICAN CONFEDERATION OF CLINICAL

BI0-CHEMISTRY, AND THE PAN AMERICAN FEDERATION OF NURSING PROFESSIONALS TO ESTABLISH OFFICIAL RELATIONS WITH PAH0

The Director submits for the consideration of the 101st Meeting of the Executive Committee the requests of the Inter-American College of Radiology, the Latin American Confederation of Clinical Biochemistry, and the Pan American Federation of Nursing Professionals to establish official relations with PAH0.

Pursuant to Resolution XX of the XX Pan American Sanitary Conference, the Standing Subcommittee on Nongovernmental Organizations

(NG0s) must examine the supporting documentation of these three inter-American NG0s and make the appropriate recommendations to the Executive

Committee.

The supporting documentation is at the disposal of the Subcommit-tee and the Committee.

Mechanisms for the Establishment of Oifkial Relations between PAHO and Inter-American Nongovernmental Organizations

The XX Pan Amerzcan Sanitary Conference,

Recalling that the XIV Pan American Sanitary Conference adopted Resolution XXVIII setting forth the criteria that the Pan American Health Organizauon was to observe when estabhshing official relations with inter-American nongovernmental organizations;

Considering that it is necessary to establish procedures for applying the criteria set forth in the above-mentioned Resolution XXVIII;

Recognizing the need to establtsh the privileges that an official relation-ship wtth PAHO confers on nongovernmental organizations;

Having considered the proposed procedures and privileges contained in Document CE80/14 presented by the Director to the Executive Committee at Its 80th Meeting; and

Having taken note of Resolution XX of the 80th Meeting of the Executive Committee,

Resolves.

1 To adopt the following procedures for the establishment by the Pan

American Health Organizauon of official relations with inter-American nongovernmental organizations:

11 An inter-American nongovernmental organization may, of its own accord

or hy invitation, request official recogniuon and the establishment of working relauons m areas of mutual Interest.

In certain cases, the standing subcommittee may recommend that considerauon

of an application be postponed and that the Director be requested to contact the applying orgamzauon in order to determine the areas of common interest and the mutual benefits that would accrue from cooperation between the two orgamzauons

When matters of particular interest to the organizatton are discussed at these meetings, its observer may, at the request of the Chairman of the meeting or

Nonetheless, we request that these absences be excused, as we are in

constant communication with those Societies, and have been promised

that they will re-enter the Confederation as soon as it becomes possible for them to do so.

The designation of our Confederation as a nongovernmental organization in official relations with PAH0 will hasten the reintegratlon of some

countries, as the regional Societies will be supported by their respective governmental authorities, which will lead to an improved relationship and exchange.

Dear Doctor Carlyle:

Since 1976 the Latin American Confederation of Clinical Biochemistry

has been undertaking to enter into official relations with the Pan American Health Organization (PAH0).

Mr. Luls Jose Tortes, president of the Confederation in 1976, initiated the contacts. Later Dr. Jos4 Abol Correa in 1981 sent a letter to Dr.

Hector Acu_a, then-director of PAHO. And when I assumed the presidency of the Confederation in 1984 I again renewed this effort, seeking to fulfill the requirements for achieving this objective.

I have had the opportunity to work on some WHO advisory groups in

Geneva with Dr. Dolores V_zquez R. Olaz_bal, and I have read some publications produced both at that office and in the regional office for the Americas; these publications and the work done in the groups has motivated me to renew our efforts, because I see the need for

cooperation to benefit all.

Joint work among organizations that promote health in Latin America, and amor_ individuals who dedicate their lives to this task is not only desirable, it is necessary.

Although I am no longer president of the Confederation, I was authorized by the regular annual assembly meeting in Cartagena, Colombia, in October 1986 to see this effort through to its successful culmination, which I hope will be very soon.

I refer to your letter of May 22, 1987, reiterating the request of the Latin American Confederation of Clinical Biochemistry (COLABIOCLI) to enter into official relations with the Pan American Health Organization (PAHO).

As you will recall, on February i, 1982, the Governments of the Member

Countries oi: PAHO were sent the mentioned request, which was sent to us by Dr. Jos4 Abel Correa, at that time President of COLABIOCLI.

Responses were received from several Governments indicating that they

had no objection; yet one Government reserved its opinion until such time as it was able to study the report of the Permanent Subcommittee of the PAH0 Executive Committee, and two others asked for copies of the documentation supporting the request, which at that time was incomplete, and which you were so kind as to send In November 1986. We have reviewed the documentation, and find it to be in order. We shall be pleased to send said documents to the Governments that have so requested, and we shall present the request to the PAH0 Executive Committee at its next meeting, in June 1988.

We are requesting of you, on behalf of the Pan American Federation of Nursing Professionals (FEPPEN), that working relations be established between our organization and the Pan American Health Organization,

Regional Office of the World Health Organization (PAHO/WHO).

In 1984 when we first made this request of the then-R.P. Dr. Pedro Acha kindly sent us the information on the conditions for formulating

it. We thus enclose authenticated copies from: Argentina, Brazil,

Colombia, Chile, Ecuador, Guatemala, Panama, Puerto Rico, and Uruguay. These nine associations account for half plus one of the member

countries. This documentation includes, in accordance with the provisions of Resolution XX of the 80th Meeting of the Executive

Committee:

i) Copy of the Minutes in which the FEPPEN Council approved the request for establishing relations with PAHO/WHO;

2) Certified copy of the Record of Establishment of FEPPEN;

3) Authenticated copy of the Certificate of election of the current authorities;

-We are trying to obtain from our remaining member organizations, which number eight, the relevant documentation, which we will send to you as

soon as possible. These organizations are from Bolivia, El Salvador, Honduras, Nicaragua, Panama, Paraguay, Peru, and Venezuela.

Page 24 of said Minutes, in the second paragraph, contains the reference to the will to establish relations of cooperation between FEPPEN and the Pan American Health Organization, Regional Office of the World Health Organization (PAHO/WH0). The comments of the President,

reiterating what was expressed in the Report of the Executive Committee presented at that meeting, are recorded thereln_ a copy of that Report

is also attached.

As you can see, here we refer specifically to the actions carried out so as to establish the relations of cooperation with PAH0/WH0 mentioned on page 4 in the next-to-last paragraph of the Report of the above-mentioned Committee under the point RELATIONS WITH INTERNATIONAL ORGANIZATIONS. Likewise APPENDIX I is the table that was sent twice to the Member Organlzationsj indicating that the responses have continued

to come in.

I also attach here a copy of the notes sent by some Member Associations expressing their agreement and will to establish relations of

-The Minutes corresponding to the General Board meeting at Rio de Janeiro June 3 and 4, 1983, were sent specifically to certify the election of current authorities, as is stipulated in the requirements

The Subcommittee designated as its Chairman Mr. Cornelious Lubin.

The Subcommittee was informed by the Secretariat on each of the

applications of the nongovernmental organizations mentioned above, and on the supporting documents send by each of them, as required by Resolution XX of the XX Pan American Sanitary Conference.

I. INTER-AMERICAN COLLEGE OF RADIOLOGY

The Inter-American College of radiology is a nongovernmental inter-American organization established in 1984, whose purpose is indicated in its Bylaws and Statutes. PAHO Secretariat noted that many of the goals of the Inter-American College of Radiology (ICR) concide with those of PAHO/AMRO. Article 11.2 of the bylaws states that "the

facilitating knowledge among the Members as well as scientific

interaction to improve patient health care".

The scientific activities of the ICR are reflected in its

congresses and publications. The educational projects include training of young physicians and technology transfer. From a professional point of view, the organization helps Latin American countries to create and

recognize the specialty of radiology and encourages the formation of radiological or imaging societies in the countries of the New World that do not have them.

Such organized structure provides PAHO/_RO with an excellent vehicle for its programs. For example, the ICR was instrumental in

diss_ulnating the 3 volumes of the Basic Radiological System through our Member States.

Cooperative efforts of this nature aimed mainly to promote local health systems in the area of radiology are expected to continue and can only be improved with formal relations between the two organizations.

It was also noted that the supporting documents are in order. The letter of application was sent to the Member Governments by the Director of PAHO, and 16 Governments responded with affirmative letters of support. The Subcommittee agreed to recommend to the 101st Meeting of the Executive Committee to approve the establishment of official relations with the Inter-American College of Radiology.

II. LATIN AMERICAN CONFEDERATION OF CLINICAL BIOCHEMISTRY

The Subcommittee noted that the Latin American Federation of Clinical Biochemistry and its national affiliates are legally established NGOs. They represent professionals mainly in clinical biochemistry devoted to laboratory service and also in teaching and research. Members of this Federation are active in community and health activities.

It was commented that the acceptance of the Latin American Federation of Clinical Biochemistry as a non-governmental organization by PAHO might be useful to PAHO because it includes societies of clinical biochemists in all Latin American countries and they are involved in professional activities of health and medical service. However, upon accepting them as an NGO with official relations with PAHO it will be important to maintain a good relationship with other professional groups devoted to work in clinical pathology.

The Subcommittee agreed to recommend to the lOlst Meeting of the Executive Committee to approve the establishment of official relations with the Latin American Confederation of Clinical Biochemistry.

III. PAN AMERICAN FEDERATION OF NURSING PROFESSIONALS

The Pan American Federation of Nursing Professionals (FEPPEN) has submitted the required documentary support for its request to enter into a working relationship with PAHO. The interest of the member national nursing associations in attaining recognition as an NGO within the Pan American System was first demonstrated in 1981 during the Executive Committee Meeting (FEPPEN) and approval for submission was obtained at the General Council Meeting of the year.

Since its founding in 1970, FEPPEN has worked closely with its Latin American Member Associations in the development and implementation of Nationai Plans of Action in support of the goals of the National Health policies and Plans. Each of the 19 Member Associations has maintained its national identity within a Pan American frame of reference based on the priorities and strategies that have been agreed upon by the PAHO Governing Bodies.

The Federation has provided its member Associations with

opportunities to establish unified criteria related to the types and categories of nursing personnel, their basic preparation and the organization of continuing education programs.

FEPPEN represents not only the technical interests of professional nurses but also those of nursing auxiliary groups that share the concern of providing the best care possible to the population in each country. A working relationship with PAHO would be mutually beneficial since it would promote a systematic exchange of information, knowledge and methodological approaches related to nursing service organization, education and research.

It was also noted that the supporting documents are in order. The letter of application was sent to the Member Governments by the Director of PAHO, and 9 Governments responded with affirmative letters of support.

The Subcommittee agreed to recommend to the lOlst Meeting of the Executive Committee to approve the establishment of official relations with the Pan American Federation of Nursing Professionals.

REQUESTS OF THE INTER-AMERICAN COLLEGE OF RADIOLOGY, THE LATIN AMERICAN CONFEDERATION OF BIOCHEMISTRY, AND THE PAN AMERICAN FEDERATION OF NURSING PROFESSIONALS FOR ADMISSION INTO OFFICIAL

RELATIONS WITH THE PAN AMERICAN HEALTH ORGANIZATION

THE lOlst MEETING OF THE EXECUTIVE COMMITTEE,

Having seen the report presented by the Standing Subcommittee of the Executive Committee charged with reviewing the working relations of inter-&merican nongovernmental organizations with the Pan American Health Organization, and particularly the applications presented by the Inter-American College of Radiology, the Latin American Confederation of Biochemistry, and the Pan American Federation of Nursing Professionals; and

Mindful of the provisions of Resolution XX of the XX Pan American Sanitary Conference,

RESOLVES:

i. To authorize the establishment of official working relations between PAHO and the Inter-American College of Radiology, the Latin American Confederation of Biochemistry, and the Pan American Federation of Nursing Professionals.

2. To request the Director to convey this decision to the Inter-American College of Radiology, the Latin American Confederation of Biochemistry, and the Pan American Federation of Nursing Professionals and to inform them of the rights and obligations attached to these relations.
