Statement of Dr. Enrique Saladrigas y Zayas,
Minister of Public Health and Social Welfare and Repre-sentative of Cuba on the Directing Council, on the Oc-casion of the Signing of the Additional Protocol to the
Pan American Sanitary Code Havana, Cuba
Wednesday, 24 September 1952, at 3:45 p.m,
It is a high honor for Cuba that at this moment the Additional Protocol to the Pan American Sanitary Code should be signed by the Envoys Extraordinary of the Republics of the Americas, thus strengthening the constitutional foundations of the Pan American Sanitary Organization, and ratifying that legislation, originally discussed and promulgated in this same city on 14 November 1924 at the VII Pan American Sanitary
Conference.
The birth of the Pan American Sanitary Code, in Cuba represented a supreme conquest for the Americas; Cuba is the depository of the treaty; and it is in Cuba that we are
solemnly signing today the changes introduced into it to adapt it to present conditions, to the advance of science, and to the new techniques of international public health.
With the signing of the Additional Protocol, we ratify the validity of the Pan American Sanitary Code, which is without question the basis of inter-American cooperation in
