The EU and regional initiatives -international involvement vs. regional ownership

A dynamic, open and external approach must be promoted, connecting the region with the EU and the world economic system. The region is supposed to become an articulated entity that imposes the principle of dialogue on developed Europe to narrow the gap between the interests and expectations of the Balkans on the one hand and Brussels on the other.

One is the strong political will of the governments in the region to strive for broad mutual cooperation without conditioning and yielding to various barriers - by loosening the visa regime, speedy resolution of border and other disputes, completion of the succession process, creation of conditions for the return or expulsion of refugees and the remission of other ramifications of war, the establishment of multilateral and bilateral foundations for intensive economic and other cooperation and, last but not least and not least, by consistent respect for the undertaken international obligations, above all through full cooperation with The Hague Tribunal. The conference is expected to adopt conclusions and recommendations on the further development of multilateral cooperation in South-Eastern Europe, bearing in mind the announced reforms of the Stability Pact, the stabilization process and the association of potential candidates for EU membership. and broader debate about future forms of cooperation in the region.

Since the October changes in 2000, the Federal Republic of Yugoslavia has included integration into the European Union and strengthening regional cooperation among its foreign policy priorities. From a strategic point of view, the SP is an EU project, closely intertwined with the prospect of EU candidacy, which is offered to five countries for the first time within the framework of the pact. It is only in the final stages of the accession process that regional incentives are reintroduced.

Process of Stabilization and Association as a Pivotal Initiative in the Region of See

The stabilization and association process with the EU is a fundamental component of the EU's regional policy towards the Western Balkans, which also consists of some other activities (e.g. humanitarian aid, unilateral measures, etc.). Development of Stabilization and Association Agreements as a new type of EU agreement with individual Balkan countries.

In that sense, the existence of the small administration of the Stability Pact "Special Coordinator" is not even sufficient for the adequate coordination of existing projects. A discussion began on the future of the Stability Pact at a meeting of the EU Council of Ministers in Brussels on 29 October 2001 on the basis.

Can the See Cooperation Process Become a “Key Initiative”

In the coming period, the process of multilateral cooperation in SEE should nevertheless be more clearly defined. This goal will not be achieved unless there is full involvement of the EU and its Member States in the process.

Figuratively speaking, regionalism gives the global electronic silhouette of the world's economic and communication processes its missing geographical and ethno-cultural face. Regarding the most essential cross-border cooperation between Bulgaria, the Republic of Macedonia and the FRY, we have to speak, unfortunately, of the opposite.

This was the main reason for the EU to introduce a more positive policy towards SEE countries in 1999 in the form of the Stabilization and Association Process (SAP). each of the SEE countries. However, the EU changed its attitude towards CEE countries positively with the introduction of the SA process in 1999.

The CEI is defined as a sub-regional cooperation initiative covering the area of Central, Eastern and South-Eastern Europe. Avoiding new dividing lines in the Europe of tomorrow is one of the strategic objectives of the CEI. The establishment of the Stability Pact working structures created a completely new situation for sub-regional initiatives.
