Regional innovation performances of firms in Portugal

Fagerberg, 1987, proved that a long lasting technology gap could explain why growth rates differ among countries and regions. Notwithstanding the theoretical justification, most of the detected empirical problems have remained, so far, unsolved. In general, the causes for this heterogeneous behaviours and cyclic nature of disadvantage in the European southern peripheries has attracted many scholars (Hall and Wee, 1995), also calling for the attention of interested policy makers (Landabaso, 1997). One reason to be considered is the fact that the role of firms and in particular of the smallest ones, in the dynamics of regional growth has not yet been duly investigated. Despite those significant efforts made by the Italian School founded by the GREMI group (Camagni, 1991, 1995a, 1995b, 1999) or, later on, by many other northern European researchers, as for example Asheim, 2003 still not much is certain in what concerns the direct contribution of individual firms or even industrial clusters to foster regional growth, the analyses of spill-over effects being crucial to in this regard (Kaiser, 2002 or Fischer, 2006).

Modelling innovation performance of European regions using multi-output neural networks

S1 Appendix presents the input and output data. In conformity with regional innovation scoreboard, we noticed considerable diversity in regional innovation performance within countries. Most innovative regions were typically located in NISs’ leaders (Germany, United Kingdom, Sweden, etc.), whereas Eastern and Southern European regions performed worst (Bulgaria, Romania, Poland, Portugal, etc.). In fact, regions performing well in terms of GDP per capita and competitiveness index [55] were also performing well with respect to innovation activity. In particular, more competitive and innovative regions were observed in Northern Europe. This can be partly attributed to high institutional quality, macroeconomic stability, the quality of education and labor market efficiency. Generally, capital regions performed bet- ter than non-capital regions. However, imbalanced levels of innovation performance indica- tors were observed for a significant amount of regions. Also note that, on one hand, the European regions lagged behind those in United States, Japan and South Korea in overall R&D intensity in the reference period. On the other hand, growing R&D investment promoted competitiveness and economic growth in many NUTS 2 regions. As others NUTS 2 regions faced efficiency problems related to the inadequate impact of R&D expenditure, the European Union launched ambitious research and innovation policy reforms during the reference period. However, it is difficult to predict the effects of these reforms due to the complexity of the interrelated components of RISs. The multilayer architecture of ANNs enables to represent various combinations of these components. In other words, the connectivity of the ANN simu- lates the effects of various regional research and innovation policies. In addition, the number of neurons in ANN layers control for the complexity of these combinations. In fact, a highly complex system can be theoretically designed to model all specifications of the regions in the dataset. However, such a model would be overfitted to the regions in the training dataset, per- forming poorly on out-of-sample regions. Therefore, we believe that the NUTS 2 regional level represents a natural context to use the ANN approach for innovation performance modelling.

Innovation and regional development: constructing regional advantage

What kind of regional policy should be implemented to construct regional advantage? Research carried out in the SMEPOL project - SME policy and the regional dimension of innovation (Asheim et al. 2003) - demonstrated the need for a more system-oriented as well as a more pro-active innovation based regional policy. In the project, SME innovation policy tools were classified in two dimensions, resulting in a four quadrants table (Figure 3). The figure distinguishes between two main aims of the support tools. Some tools aim at giving firms access to resources that they lack to carry out innovation projects, i.e. to increase the innovation capacity of firms by making the necessary resource inputs available, such as financial support for product development, help to contact relevant knowledge organisations or assistance in solving specific technological problems, where the absorptive capacity of the firm is critical. The other type of instruments have a larger focus on learning, trying to change behavioural aspects, such as the innovation strategy, management, mentality or the level of awareness in firms, where the skill levels of the workforce are a major determining factor of the outcome (e.g. in the context of learning work organisations).

THE ROLE OF INNOVATION FOR LEVERAGING REGIONAL DEVELOPMENT

Innovation performance of firms increases with a balance between high internal R&D investment, highly educated human resources and an active collaboration with different types of partners, e.g., suppliers, competitors, clients, universities and the government (PAULA; SILVA, 2017). The combination of all these factors promotes knowledge creation and economic growth not only for the focal firm but for all the actors, many of them located close to each other and forming a complex regional innovation network – RIN (RUTTEN; BOEKEMA, 2007). According to Rutten and Boekema, RINs organize the innovation development inside the region and stimulates the conversion of innovation developed by local firms into regional development. This relationship is observed because innovation developed inside RINs influence the emergence of new industries in the region (GJELSVIK, 2018), which brings new businesses, new jobs and new sources of tax collection for the local government (AHLSTROM, 2010). Besides, innovative efforts made by firms embedded in the regional social network and through intense collaboration improve innovation performance of the network as a whole and foment the emergence of a more trained and well-paid labor force, stimulating regional growth (ETZKOWITZ; KLOFSTEN, 2005).

Priorities in the State Policy of Unshadowing the National Economy of Ukraine at the Present Stage of Development

The aim of the article is to justify the priorities of the state policy of unshadowing the national economy in the system of basic characteristics of the state economic security at the present stage of development. There made a conclusion about the perspectiveness of aligning the policy of economy unshadowing with forming a viable system of economic security of Ukraine, which allows to achieve a synergistic effect oriented both towards counteraction to the shadowing of economic relations and comprehensive enhancement of key parameters of the state economic security, including through the economy unshadowing. Consequently, the strategic priorities are defined in the following areas: (1) self-sufficiency of economic development and provision of the policy of economy unshadowing (forming the environment of perception of the shadow economy, resource support and an information and analytical system of economy unshadowing; introducing effective foreign technologies; increasing the efficiency in the regulatory sphere); (2) stability of the economic system and high capacity of the policy of economy unshadowing (legalization of the national economy in the branch-sectoral as well as spatial and structural aspects by structural elements of the state security, in the financial system and the internal market); (3) ability of the economy to develop and realize the potential of the policy of economy unshadowing (building the infrastructure; introducing «fuses» of control, human and intellectual, investment and innovation support of the economy unshadowing).

The Conceptual Framework for Ensuring Economic Safety of Corporate Integration Processes

The objecive growth of the number of displays and inluence of negaive factors of threats from the environment actualizes the issue of ensuring eco- nomic safety of naional economic eniies. The aricle notes that simultane- ously with counteracing threats enterprises are working for development, one form of which is the establishment of corporate structures and imple- mentaion of integraion processes. It is proposed to ensure achieving the desired level of the corporate structure economic safety through opimiz- ing the correlaion of resources and competencies, skills and technologies for their use within the integrated logisics value chain. In this case it is the implementaion of the integraion process that serves as an instrument for achieving this opimal correlaion, and the level of economic safety is consid- ered as one of the opimizaion criteria. The system of authors’ hypotheses is taken as the basis for ensuring economic safety of the corporate integra- ion process. Each of the hypotheses corresponds to a set of conceptual principles aimed at pracical implementaion of the proposed approaches. Within these conceptual principles the relaionship between incenives and beneits of integraion and the basis for ensuring their safety is presented, the diferences between safety of funcioning and safety of development are studied, the use of the methodology of logisics to harmonize the interests of paricipants of the corporate structure is jusiied, the relevance of applying the resource approach to manage the integraion and development safety is proved. The graphical representaion of causal relaionships between the proposed conceptual principles allowed formalizing the subject area of studying corporate integraion safety.

Evaluation of Enterprise Financial Safety

The aim of the aricle is to develop a methodological approach to evaluaion of the level of economic enity inancial safety. It has been found that the enterprise acivity is constantly subjected to internal and external threats, therefore under volaile market economic condiions it is important to form an efecive system of management of its inancial safety to avoid the bank- ruptcy and liquidaion of the enterprise. The aricle presents a generalizaion of exising approaches to evaluaing the level of inancial safety of economic eniies and their criical analysis. The methodical approach to evaluaing the level of inancial safety of economic eniies is proposed. It is suggested to evaluate the level of inancial safety qualitaively and quanitaively with the consequent comparing and contrasing of their results. It is proposed to carry out the quanitaive evaluaion by the method of fuzzy logic and the qualitaive one by the method of hierarchy analysis. The evaluaion of the level of inancial safety was carried out at ten economic eniies. It is determined that the qualitaive evaluaion of the level of business enity i- nancial safety, unlike the quanitaive one allows to determine not only the enterprise inancial stability but also to assess its inancial.

Features and Basic Directions of Social Protection of Disabled People: International Experience and Possibilities of its Application in Ukraine

The aim of the article is to study foreign experience in the functioning of social protection of disabled people and determine the possibilities of its use in Ukraine. As a result of the study there identified the features and main directions of social protection of disabled people in foreign countries, including assistance in daily life; provision of support of income, living standards, and employment. The basic model of social protection in countries of the European Union is considered and the distribution of expenditure on social protection in the EU is analyzed. It is found that social protection of disabled people should be directed at social support of this category of citizens because the degree of state social protection of the disabled is a clear indicator of the level of development and civilization of a particular society, the level of its responsibility. Based on the analysis of foreign experience in social protection of people with disabilities, there made conclusions about the need to direct today’s Ukraine policy at strengthening social, economic, and legal status of people with disabilities; improving the conditions of their life; providing for their self-realization, achievement of their financial independence and full social integration, taking into account the best international experience.

The State Policy on Modernization of the Aggregate Financial Potential of Ukraine

The aim of the aricle is to give a deiniion of “modernizaion of the aggre- gate inancial potenial of the country”, substaniate the direcions and ways of the state policy on modernizaion of the aggregate inancial potenial of Ukraine. On the basis of the analysis, systemaizaion and generalizaion of approaches to diferent kinds and types of modernizaion in the inancial and economic sphere and its applicaion to the consituents of the aggregate inancial capacity of the country, it has been determined that the essence of the modernizaion of the country’s aggregate inancial potenial is in its renewal due to the disclosure of its structure, funcions and mechanisms of implementaion aimed at ensuring stable development of the naional economy. According to the study results there have been proposed govern- ment measures to modernize the aggregate inancial potenial of Ukraine, including a complex system for stabilizaion of the naional economy. The modernizaion paradigm implies an interconnected role of the system con- situents that form the resource environment for ensuring the funcioning of the naional inancial and economic sphere. Direcions and ways of the state policy on modernizaion of the aggregate inancial potenial of Ukraine have a complex character both as a means of combaing the exising inancial and economic imbalances and from the standpoint of the requirements and expectaions of society and of each economic enity. Prospects for further research in this direcion are measures of the state policy on the expanded reproducion of the aggregate inancial potenial of Ukraine.

Fiscal Equalization in the System of Financial Support of Ukraine’s Regions: the Current State and Vector of Development

The peculiariies in the funcioning of the current system of inter-budget re- laions in Ukraine from the perspecive of its impact on the regional devel- opment have been disclosed. The instruments of implemening iscal equal- izaion are analyzed, the funcioning structure of inter-budget transfers in Ukraine is presented, its characterisics are given. The study demonstrates that the domesic inancial equalizaion system is unable to perform its func- ions. The conducted analysis of the dynamics and structure of inter-budget transfers made it possible to idenify a number of shortcomings in the sphere of inter-budget relaions: the excessive centralizaion of inancial resources of regions and their transfer dependence; the imbalances and low revenue capacity of local budgets; the imperfect mechanisms for calculaing transfers and terms of transferring, etc. It is noted that in the process of implemening the budgetary policy of the regions, it is advisable to pay more atenion to forms of budget support and methods of budgetary regulaion.

The aim of the article is to study features of the normative and legal support of accounting and tax accounting at providing operations with warranty repairs comprising the secured in legislation right of consumers to obtain from the companies-producers (sellers) products (goods and services) of proper quality and cases of occurrence of warranty obligations to customers. To achieve the goal, the following tasks have been solved: the regulatory framework for the organization of warranty service (repair) from the point of view of the company-seller and reflection of operations associated with warranty repairs in accounting and tax accounting was studied. The article describes the features of the organization of accounting and tax accounting at warranty repairs based on the legislative and normative documents regulating relations that arise in the organization and implementation of economic activity between business entities and between the entities and other participants of relations in the sphere of economic activity.

Monitoring the Efficiency of Budget Management of Trade Enterprises in Ukraine

The aricle jusiies the actuality of carrying out the monitoring of budget management eiciency at trade enterprises in Ukraine. It has been found that the eiciency of each trade enterprise management system, in paricu- lar the eiciency of budget management system, is determined by several factors, among which there considered the enterprise business proile, the compeiive situaion in the market and the standard of living of the popula- ion. The eiciency of budget management and, as a result, the eiciency of trade enterprises’ acivity is relected in the results of the efeciveness of the main indicators of the inancial budgets of enterprises. Therefore, using the method of fuzzy sets, there carried out an integral evaluaion of the ef- iciency of budget management based on the eiciency of inancial budgets: the budget revenues and expenditures, cash low budget and budgeted bal- ance sheet. The study is carried out for Ukraine as a whole, and its most developed regions.

Justification of Causal Relationships in Managing Economic Processes at Wholesale Enterprises

The purpose of this article is to study causal relationships between economic processes occurring at wholesale enterprises and develop a methodological approach to their evaluation. Studying the nature of the causal relationships resulted in determining the evolution of business processes in the wholesale trade of Ukraine. It is proven that wholesale trade has its own development life cycle, which causes a need to improve business processes under modern conditions of implementing the processes of purchase and sale, and interaction of economic entities. Key problems in managing business processes at the wholesale enterprise, their consequences and possibility of eliminating the «bottlenecks» arising in the activities of wholesale enterprises are determined. A mathematical model of causal relationships in managing business processes at the wholesale enterprise that can be unified for all domestic enterprises of Ukraine is suggested. Prospects for further research in this direction are identifying parameters for evaluation of the resource potential of wholesale enterprises that affect the results of their operations. Further development of the methodological approach to evaluating causal relationships in economic processes occurring at wholesale enterprises can significantly improve the system for managing business processes at such enterprises.

The Logical-Semantic Basis for Formation of Main Components of Enterprise Strategy

The modern interpretation of the essence of enterprise strategy implies transformation of internal characteristics of the enterprise into key success factors in accordance with conditions of the functioning of external environment in order to ensure its sustainable leadership position in the long term and is one of the main elements of the system of enterprise strategic management in today’s business environment. The result of the conducted research is the improvement of the logical-semantic structure of main components of enterprise strategy through the implementation of research by the inductive method, which allowed to determine the logical sequence of stages of forming key success factors, reveal the conditions for transformation of main elements of each stage and conduct a semantic evaluation of the structure of main components of enterprise strategy at each individual stage to implement the processes of goal setting and evaluate results of the implementation of the chosen business strategy. Evaluating β-convergence of the Socio-Economic Development of Ukraine’s Regions

Evaluating β-convergence of the Socio-Economic Development of Ukraine’s Regions The article is devoted to evaluating β-convergence of the socio-economic development of Ukraine’s regions. The essence and theoretical basis of evaluation of σ- and β-convergence is studied. The neoclassical theory of growth of R. Solow that serves as a basis for models of β-convergence is considered. The essence and features of evaluation of the absolute (unconditional) and conditional β-convergence is examined. The existing empirical researches of the economic development of countries and their regions with the use of convergence models are analyzed and it is found that: the theory of convergent-divergent development of countries and their regions is sufficiently developed; there are certain studies aimed at evaluation and analysis of the convergence of regional development in Ukraine, but there is no comprehensive study that comprises the building of all the above types of β-convergence models for the period covering the years before and after the crisis of 2008–2009. A scheme of the investigation of the convergence process in regions of Ukraine is proposed, and on this basis the evaluation of β-convergence for Ukraine’s regions is conducted with the use of four types of models: the Barro and Sala-i-Martin model, the Baumol model, the Solow-Swan model, the Cuadrado-Roura model. On the basis of the study it has been found that for the peripheral regions the presence of convergence of their social and economic development is determined by the share of services in the gross regional product to a greater extent and availability of mineral resources to a less extent, but the given result is obtained only with the use of the Barro Sala-i-Martin model, for the other models the condition of β-convergence is not met.
