Abstract: Traditional peer review (TPR) has several limitations and weaknesses. Post- publication peer review is one practical way to repair the ills of TPR and reinforce it. A literature that is marked by errors is unhealthy and should, if given the opportunity, be corrected or further improved. The anonymous voice is one source of critique and differs from the blind peer review in TPR in which the reviewer remains anonymous to the authors and/or vice versa, but the identity is known to the editor. If unregulated, the anonymous voice can pose a threat to established editorial norms in TPR, to one of the most important criteria of science publishing, i.e., transparency, and to worthwhile discussion. Yet, if the anonymous voice is not heard, then a vast and potentially valuable pool of untapped opinions may be lost, opinions that may provide valuable solutions to improving TPR.

Teleconference versus face-to-face scientific peer review of grant application: effects on review outcomes.

Although it is common for standing review panels to develop a corporate memory (particularly with regard to funding level cut- offs) and potentially ‘‘chase the pay line’’ through their scoring, PrX had no standing panels over this timeframe, roughly 50% of reviewers were new from one year to the next [11]. Moreover, PrX had no score cut-off to determine funding because of the wide array of topic areas. Thus, score creep in the AOS for PrX applications over this period is unlikely to play a role in the outcome measures in this analysis. Moreover, as there is no formal resubmission process and the vast majority of applications are first- time submissions, there is a low likelihood of an annual application quality improvement due to resubmission. However, one question we sought to address was whether shifts occurred as a result of the meeting setting (teleconference versus face-to-face). When the AOSs from the 2011 and 2012 teleconference reviews (2.360.03 for both years) were compared to those of the 2009 and 2010 face- to-face reviews (2.460.02 and 2.560.04 respectively), there was only a very slight improvement in scores (Figure 1). Some statistically significant difference was found between groups (F[3,1600] = 7.5; p,0.001), specifically between 2010 and 2011 (mean difference = 0.2; p = 0.002, CI: 0.05, 0.33) and between 2010 and 2012 (mean difference = 0.2; p = 0.001, CI: 0.06, 0.35). Neither 2011 nor 2012 data were found to be significantly different from 2009 data (p = 0.12 and 0.07, respectively). The total numbers of applications reviewed were 669, 291, 347, and 297 for 2009, 2010, 2011, and 2012, respectively. It should be noted that a pre-application cull was used in 2010 and 2012 (as mentioned above), which prompted a comparison of AOSs within the same setting to measure the influence of the cull on application quality. The post-hoc Scheffe tests from the ANOVA above yielded no statistical difference between 2009 and 2010 (p = 0.21) or between 2011 and 2012 (p = 0.99). Overall, although there is a rather small improvement in teleconference application scores compared to 2010 face-to-face scores, these data suggest that the teleconference setting does not unduly affect the assessment scoring of applications.

Before submission, publication and acceptance, the article had already been available in bioRxiv, which provides a platform for open distribution of preprints and is currently maintained by the Cold Spring Harbor Laboratory, with support from institutions such as the Chan-Zuckerberg Initiative. The postprint version has also been archived in the author’s page at ResearchGate – a commercial website which provides access to scientific articles as a business model, as opposed to restricting it. The actual peer review process was likely not paid for, and could have happened easily and more quickly on bioRxiv itself, or in post-publication peer review forums such as PubPeer. The role played by Elsevier in the process was merely that of an inefficient and ludicrously expensive middleman, as the scientific content it charges for would still be available without its participation.

Forum participation plugin for Moodle: development and discussion

At present, a large amount of software has been created to analyze social networks, such as libraries to access online social networking APIs, software to draw graphs and tools to use and analyze networks. In fact, and because of the use of Moodle as standard Learning Management System at the University of Las Palmas de Gran Canaria, in 2009 was born the idea of creating a plugin for Moodle capable of analyzing forums in which students participate and of identifying the major players within the student network. This work is about the present state of such plugin, which provides useful information to teachers so that, through the use of social network analysis, allows them to make decisions to improve and promote participatory education. Here, we show the application of the plugin to three case studies, in two different universities, which allowed to evaluate its usefulness and to compare the information according to the variables that influenced each case study.

Introduc¸ão: A Doenc ¸a de Ménière (DM) é uma doenc ¸a da orelha interna caracterizada por vertigem episódica, zumbido, plenitude aural, e audic ¸ão flutuante. Seu diagnóstico pode ser especialmente difícil nos casos em que os sintomas vestibulares estão presentes isoladamente (DM vestibular). O diagnóstico de certeza é histológico e somente pode ser realizado no post mortem, após análise do osso temporal. A hidropisia endolinfática é um achado histopatológico da doenc ¸a e ocorre mais frequentemente na cóclea e sáculo, seguidos pelo utrículo e canais semicirculares. Os potenciais evocados miogênicos vestibulares (VEMP) surgiram como método de avaliac ¸ão da func ¸ão vestibular desde 1994. Até então não havia uma maneira exclusiva de avaliac ¸ão da func ¸ão sacular e do nervo vestibular inferior e sendo o sáculo responsável por grande parte dos casos de hidropisia severa, o VEMP aparece como uma nova ferramenta para auxiliar no diagnóstico da DM.

The application of optical measurements for the determination of accuracy of gear wheels casts manufactured in the RT/RP process

The article discusses the possibilities of using optical measurements for defining the geometric accuracy of gear wheels casts manufactured in the rapid prototyping process. The tested gear wheel prototype was cast using an aluminum alloy. The casting mould was made by means of the three-dimensional print method (3DP) with the use of a Z510 Spectrum device. The aim of the tests was to determine the geometric accuracy of the cast made by the ZCast technology in the rapid prototyping process. The tests were conducted with the use of the coordinate optical measuring method and a GOM measuring device. The prototype measurements were made in the scanning mode. The results of the measurements, saved in the STL format with the use of the scanning device software, were compared with the gear wheel 3D-CAD nominal model. The measurements enabled the determination of the real accuracy of prototypes manufactured in casting moulds by means of the ZCast technology. The selection of the measuring method was also analyzed in terms of measurement accuracy and the RP technology precision.

In this work, the sensing data are limited to those available in the smartphone. This has the advantage of not increasing the intrusiveness of the system in each end-user, but makes the application more challenging due to data scarcity and due to the lack of usability of the smartphone. Additionally, in order to increase energy savings and reduce the amount of data collected, the sampling frequency is relatively low. This can limit the classification accuracy for specific activity patterns, however the challenge of the solution is to find activity levels that could be used to infer that user are performing their usual activity.

This tutorial will emphasize the treatment/ prevention reviews that use RCTs. In this type of study, the participants have been randomized to one of two (or more) treatment groups. An example of this type of review is the assessment of the effectiveness of an exercise program (i.e., strengthening exercises) and other treatments (i.e., thermotherapy, electrical stimulation, taping etc.) for patients submitted to arthroscopic partial meniscectomy. The search was conducted for studies published between 1950 and 2013, and 18 RCTs were included in the review, but only six were selected for statistical analysis, i.e. meta-analysis. The authors concluded that the abovementioned outpatient physical therapy procedures combined with instructions for exercise at home improved knee function, according to patient reports, and knee lexion and extension range of motion compared to outpatient physical therapy alone 11 .

A comparison of cybersecurity risk analysis tools

which are based on the formula in which factors such as likelihood of compromise, impact of commitment, and asset importance are calculated. Each formula produces a different range of numeric values. Many of the available risk strategies use the same factors in assessing risk, each strategy evaluating and aggregating the relevant factors in different ways. The common risk factors are grouped into three categories: vulnerability impact, initial exploit difficulty, and threat exposure. The factors that comprise vulnerability impact and initial exploit difficulty are the six- base metrics employed in the Common Vulnerability Scoring System (CVSS). Threat exposure data come from of three variables: Vulnerability age which is a measure of how long the security community has known about the vulnerability, Exploit exposure is the rank of the highest-ranked exploit for a vulnerability that measures how easily and consistently a known exploit can compromise a vulnerable asset and Malware exposure which is a measure of the prevalence of any malware kits, also known as exploit kits, associated with a vulnerability. The risk assessment strategies are: real risk, temporal plus risk, temporal risk, weighted risk and PCI ASV risk 16,17 .

Finally, it should be noted that the arguments that give a more stated defence of impact factor focus, above all, on 1) a kind of tacit acceptance of metrics by researchers and academics, and 2) the defence of initial reductionist thinking of Eugene Garfield who conceived the impact factor as a way to evaluate science and scientific journals per se. Some authors, such as Oppenheim (2008), recognising the importance of metrics, consider that impact factor is strongly correlated with other scientific quality criteria, such as peer-review. Oppenheim (2008) cannot foresee, for example, that impact factor can easily replace the criterion of the peer-review in the structures that validate the knowledge produced. Essentially, because the second is mostly a closed and silent criterion, it is restricted to the author-mediator-reviewer relationship and not available for consultation, which makes it vulnerable to the easy accessibility and enormous reach of the impact factor as a validation criterion of knowledge produced, as considered by most of the academic structure. For authors who celebrate the existence of metrics and impact factors as legitimators of knowledge produced, articles of proven quality are necessarily the most cited, since citations and other metrics correlate strongly with the most subjective side of the peer-review.

PERSPECTIVAS PARADIGMÁTICAS NOS PROCEDIMENTOS DA COMUNICAÇÃO CIENTÍFICA :: Brapci ::

A pesquisa aborda a percepção de uma comunidade científica sobre o sistema de revisão por pares, frente ao impacto que as tecnologias eletrônicas trazem ao sistema tradicional, visto que elas imprimem rapidez à comunicação, publicação e disseminação da informação científica. Nas últimas décadas, registra- se uma tendência em direção à chamada “revisão por pares aberta” (open peer review), fortemente impulsionada pela facilidade e pelo poder das tecnologias e pelos anseios da sociedade científica e em geral por sistemas mais transparentes e mais justos. Neste percurso, têm destaque os atores envolvidos no sistema e sua importância para a credibilidade dos periódicos científicos e para o desenvolvimento da ciência, agora com novas feições, que se denomina de ciência aberta. O objetivo da tese é analisar e compreender a percepção da comunidade científica sobre o sistema de revisão por pares de periódicos científicos. A estratégia metodológica epistêmica utilizada fundamenta-se nos pressupostos da sociologia da ciência e quanto à tipologia da pesquisa, é classificada como um estudo exploratório-descritivo, numa abordagem combinada de natureza qualitativa e quantitativa. Quanto aos aspectos quantitativos, a coleta de dados empíricos envolve o método survey e para os qualitativos adota a análise de conteúdo para tratamento dos dados das questões de natureza aberta, por meio de técnica infométrica (infometrics). A população foi composta por nove universidades brasileiras, da esfera federal, que mantém programa de pós-graduação na área de medicina. Para seleção dos programas utilizou se como ponto de corte aqueles avaliados pela CAPES com nota maior ou igual a 5, totalizando 14 programas As unidades de pesquisas são representadas por 365 professores. My personal belief is that given the exodus from labor forms of work to those of networked and commons-creating peer producers of the new precarious working class, that a reconstruction of social and political institutions is necessary, based no longer of the declining form of the salariat (which is itself a legal form of subordination), but on the 'commons'. I have elsewhere proposed to create at the local level, Assemblies of the Commons for civic actors and Chambers of the Commons for the new economic actors, to reconstitute institutions of 'commonfare' that can recreate a powerful social force that will in turn reconfigure politics to create powerful 'coalitions for the common(s)', such as En Comu in Barcelona. The Barcelona victory was indeed preceded by precisely such a civic reconstruction by the post-15M activists, which created new participatory forms in the social movements and commons-creating productive communities.

自 2004 年 5 月開始 ,淡江大學資訊與圖書館學系藉由國科會產學合作案「提升 產業技術及人才培育研究計畫─學術期刊資料庫編輯整合平台之規範與模式」之契 機 ,在華藝數位股份有限公司的經費補助與技術開發下 ,共同籌劃 、開發出一套結 合電子期刊出版之線上投稿 、評閱及管理功能之「華藝線上投稿暨評閱系統」(全名 為 The Airiti online Submission and Peer Review System,簡稱 ASPERS)第 1.0 版。經 過一年持續地測試與修正系統功能 ,ASPERS 系統平台於 2005 年 3 月份正式推出 , 並分別於 3 月初及 4 月初在淡江大學舉辦兩場系統發表會 ,於 2005 年 4 月正式試用於 教育資料與圖書館學季刊 ,從此真正邁入「原生電子期刊」與紙本形式平行出版管理 的時代 ,同時也是國內學術出版界數位化期刊管理模式 ,以及商業化產品的創舉。 對教育資料與圖書館學季刊編輯室而言 ,由於係首家期刊出版單位採行 ASPERS 系 統架構者 ,因此為區別其兼具協助開發與合作實驗平台之使命 ,故另將此專屬性 之任務平台稱為:「教資圖季刊線上投稿暨評閱系統」(ASPERS-JoEMLS,網址為 http://research.dils.tku.edu.tw/joemls/)

Os três fólios (figg.1, 2, 3) mostram um teatro de corte de reduzidas dimensões. Apresenta -se como um edifício independente e anexo, no lado direito, a outro palácio ao nível do camarote régio. O acesso à sala teatral é feito também pelo sumptuoso átrio no piso térreo que permite a entrada das carruagens até à escadaria nobre de grande elegância e articulação espacial, através do jogo das aberturas arquitectónicas e da luz filtrada. A harmonia das proporções e a fluidez das nervuras das abóbadas, espelhadas graficamente em planta, remetem ao estilo de Juvarra visível na escadaria do palácio Madama de Turim. A planta do átrio evoca as geometrias do projecto do arquitecto piemontês Guarino Guarini para a igreja teatina da Divina Providência de Lisboa. A sala teatral adopta o esquema de arco em ferradura, os camarotes estão delimitados por varandins fechados, e não balaustrados como no teatro romano do cardeal Ottoboni e na reconstrução do velho teatro régio de Turim, embora este primeiro projecto recupere o perfil sinuoso das divisórias em pilastras da citada sala romana. O camarote régio recorda a descrição de Juvarra deixada nas Istruzioni para o do velho teatro régio de Turim, onde previa unir “tre spazij [de camarotes] per fare un palchettone il quale co’ l’istessa simmetria sporgerà alquanto in fuori” 42 .
