Regardless of the level of economic development, the borderlands of any state are at the periphery of its economic priorities. Ukrainian-Polish cross-border cooperation in the field of preserving and restoring Ukrainian, Polish and Jewish cultural heritage and supporting cross-border business activities will contribute to overcoming the existing problems of the border regions. The development of cross-border cooperation is an effective factor for overcoming socio-economic problems caused by the existence of the border.

The legal provisions defined in these documents became the basis of the subsequent treaties, statutes and agreements on the main principles of cross-border cooperation between territorial communities or local authorities. The general budget of the European Neighborhood Instrument for seven years is EUR 15.4 billion (measured in Euro 2014)16. In 1952, Belz was populated by persons who had moved mainly from the east of the Ukrainian SSR18.

The main objective of the regional state policy in the field of cross-border cooperation is to eliminate drastic social and economic disparities between the border regions. The largest population group affected by the visa regime with Poland were the inhabitants of the border area involved in the so-called "shuttle trade". There are significant differences in official estimates of bilateral trade between Poland and Ukraine.

The main problem is to overcome the deformed economic structure of the border regions of Ukraine and Poland.

Cross-border cooperation requires the involvement of local actors, with regional and local authorities playing a leading role. In 1980, the European Framework Convention on Transfrontier Cooperation between Territorial Communities or Authorities was adopted. The purpose of this article is to present the concept of research on cross-border cooperation between local authorities of Polish communities and Ukrainian partners.

Cross-border cooperation of Polish local governments with Ukrainian partners in the light of research. The possibilities of cross-border cooperation between local authorities of Polish communities with Ukrainian partners opened in the early 1990s. A Euroregion is an institutionalized form of cross-border cooperation between territorial communities and local authorities in border regions of neighboring countries.

Cross-border cooperation is one of the main goals of two Euroregions along the border of Poland and Ukraine: the Bug Euroregion and the Carpathian Euroregion. The question of funding for cross-border cooperation occupies an important place in the analysis of the functioning of Euroregions. When analyzing cross-border cooperation (understood as an exchange of tangible and intangible goods and information between interactive actors), it seems useful to analyze the factors that M.

Cross-border cooperation is becoming increasingly important in the process of European integration of Ukraine. The goal of the article is to analyze institutional problems of cross-border cooperation in Ukraine through the prism of transformation of social institutions and new forms of interaction with them. Institutional approach focuses on consideration of cross-border cooperation from the point of view of place and role in integrity.

In addition, they all promote the development of cross-border cooperation between local executive authorities and self-government bodies. And the lower level management bodies - urban village councils, are actually not included in the system of cross-border cooperation agreements. Five stages of the development of the Euroregion can be outlined to prove the institutional status of cross-border cooperation: 1) informal contacts;.

Educational ensures the development of territorial management, the inclusion of promising and highly educated experts in the field of cross-border cooperation. One of the organizational components of cross-border cooperation is the development of mobility and the activation of migration processes in the field of employment and education. Another direction that determines the operation of cross-border cooperation is the improved level of information.

At the same time, the level of activity of the Ukrainian authorities of regional, regional and local levels in the field of cross-border cooperation is very low.

In the next part of the paper, we will present the developments in the Polish-Ukrainian border area since Ukrainian independence. In fact, one of the main Greek population centers in Poland was Zgorzelec, located right next to the border with Germany. Most of the schools on the Polish side offer classes in German, while 7 of the 12 elementary schools on the German side offer Polish.

German-Polish bilingual classes are offered in one of the high schools on the German side. Most of the park's structures, including its main residence, the Neues Schloss (New Castle), are located on the German side, but most of its area is on the Polish side. Since Poland's accession to the European Union, the number of residents with Polish citizenship has steadily increased in the cities on the German side of the border.

This is especially true for cities near the Szczecin agglomeration on the German side of the border. In the following years, new Euroregions were created along the Polish-German border: Spree-Neisse-Bober, Pro Europa Viadrina and Pomerania. Most of the Polish-Ukrainian border is land, except for the part in the Volyn region and Lubelskie province, which runs entirely along the Bug River.

It should also be noted that most border checkpoints - in contrast to the situation known in the Polish-German border area - operate as "double".

The first of them concerns the main partner of a given umbrella project and the organization that participated in the implementation of the project. The general objective of the project was to develop cross-border cooperation in the health tourism industry in the Polish-Ukrainian border country. Specific objectives of the project entitled "Cross-border cooperation for health tourism of Polish-Ukrainian borderland" implemented within a framework of specific micro-projects.

The traditional factors of cross-border mobility are the geographical and cultural proximity of the Ukrainian and Polish peoples. It should be noted that it is much cheaper to have a holiday in Poland than in other European Union countries. According to the data of the Polish statistical agencies, Ukrainians occupy one of the first places in terms of the amount of money spent during their stay in Poland.

It will be a response of the national education systems to the challenges of the global education space, fierce competition in the market for education services. And two-thirds of the growth is accounted for by Ukrainians studying at Polish universities. The share of migrants without proper status according to data from mass surveys of the State Statistics Service.

But, as studies show, the number of Ukrainians is increasing in the Polish labor market with the appearance of a new group. According to the results of the study, this group represents up to 41.3% of migrants from Ukraine148. One of the differences is a significant increase in the number of men - 32.9% in the group of experienced migrants who came to Poland before 2014, compared to 57.9% among newcomers.
