It was established that the property is used as a banquet hall, for which the municipality has no information on the issuance of a building permit. In September 2018 and December 2018, the council refused retrospective planning applications 18/02189/FUL and 18/04670/FUL to change the use of the property. Unauthorized use of the property's banquet hall continues and on 6 February 2019 the Head of Planning (Enforcement and Trees) approved the issue of an enforcement notice.

It is considered appropriate to initiate enforcement (legal) action as the unauthorized use of function rooms is detrimental to residential amenity and highway safety, contrary to policies DS4, DS5, EN8 and TR2 in the Core Strategy Development Plan Document and the policies contained in the National Planning Policy Framework . Despite requests, no positive action has been taken by the owner of the premises to address the breach of planning control. An inspection found that two externally mounted roller shutters had been installed at the front of the property, for which the council had no evidence that planning permission had been granted.

The owner/occupier of the property was requested to remedy the breach of planning control, but no action was taken. It is considered effective in prompting Enforcement (legal) action, as the unauthorized shutters are detrimental to visual amenity by virtue of their design and appearance, contrary to Policies DS1, DS3 and SC9 of the Council's adopted Core Strategy Development Plan document, the Council's adopted Shopfront Design Guide, the Council's adopted A. In June 2017, the Council received an inquiry regarding the installation of a condenser unit at the property.

The inspection revealed that the condenser unit and fenced cage were located at the rear of the property, for which the Council had no planning permission information.

In August 2017, an inquiry was received regarding the installation of new signs on the property, which is a listed building. An inspection revealed that a replacement fascia sign and a protruding sign had been erected at the front of the property, which the council had no record of listed planning permission having been granted. The owner and occupant of the property have been requested to rectify the breach of the planning control, however nothing has been done.

It is considered appropriate to take enforcement (legal) action as the unauthorized signs are inappropriate for the listed building, contrary to policy EN3 of the Council's adopted Core Strategy Development Plan and the policies contained in the National Planning Policy Framework.

In November 2017 the Council received an inquiry regarding the installation of shutters on a property which is within a town center conservation area. The inspection revealed that externally mounted blinds were installed at the front and rear of the property, for which the Council had no planning records. In May 2018 the council refused a retrospective planning application for three shutters, reference 18/00614/FUL.

No action was taken to rectify the breach of planning control and on 16 January 2019 the Planning Manager (Enforcement & Trees) authorized the issuance of an enforcement notice. It is considered appropriate to take enforcement action. (Legal) measures. The unauthorized externally mounted roller shutters are harmful to the visual experience due to their design.

Construction of a two-storey side extension with a dormer extension to the rear roof surface and construction of a front boundary wall, balustrades and gates without planning permission. Following investigation, a site visit carried out revealed that the two-storey side extension and dormer extension, which were the subject of planning permission 16/09046/HOU, had not been occupied. The owner of the property retrospectively submitted application 18/0526/HOU which was refused planning permission on 7 February 2019 due to its adverse impact on the visual experience, in particular the poor roof design and excessive height/prominence of the front wall .

The rear dormer extension is clad in white upvc and the front dormer extension was not constructed in accordance with planning permission 17/05495/HOU.

The property owner has been given an opportunity to remedy the alleged breaches of planning control.
