The committee is asked to approve the minutes of the committee's meeting on 1 July 2019 (cream paper). Items not on the agenda that the conductor believes should be treated as urgent due to special circumstances. The Committee will encourage members of the public with more complex questions to submit their questions prior to the meeting so that a concrete answer can be provided.

The committee is asked to approve the Authority's school board appointments as set out in the report. The next meeting of the committee will take place on Thursday, March 5, 2020 at 7 p.m. at a location to be determined. The committee agreed to accept Microfund applications in accordance with the criteria set out in the decision.

It was therefore agreed that the CIF 2019/20 budget will be temporarily reduced to £140,000, subject to the outcome of the CLCs Governance Committee review on 25 November 2019. When considering campaigns at the preparatory stage, decisions are subject to the applicant receiving full vetting from the locality and commencing fundraising by the end of the financial year.

All pledges for unsuccessful projects will therefore be returned to the CIF CIF grant and detailed in Appendix B. 406/A - Smart Dog Education CIC, The Firsts Club, £750.00 (total project cost) - towards the cost of space hire and refreshments for wellbeing sessions (one every two months) for young people with special needs who are preparing for their 'firsts' in life. 407/A - Surf Solace, £538.64 (total project cost) - towards the cost of purchasing 10 wetsuits to enable disadvantaged children and young people to get involved in activities at sea and improve their confidence, self-esteem and motivation.

We hope you find this update useful in informing you about the work we are doing in Adur & Worthing. The next meeting will Focus Community Works the Adur & Worthing Infrastructure organization with an update from Emma Baars Development Manager. The role of the Partnerships and Communities team is primarily to provide a link to WSCC services and functions for voluntary organisations, and to be a liaison of services.

We are in contact with many organizations in Adur & Worthing, and this term have worked in depth with several organisations, particularly around support to Spacehive and the promotion of the new Micro Grants. The Partnership and Community Team attends all Adur & Worthing CVS forums where possible, providing an opportunity for networking and information sharing. IPEH Advisory Partnership in both Adur & Worthing Local Community Networks in both Adur & Worthing Children & Young Peoples Network.

Beat The Streets- Beat the Street is a real-life walking, cycling and running game for a whole community working with 11 schools in Arun, Adur and Worthing. Sue has worked closely with The Project Lead in Adur & Worthing Council to support the launch of this project which is now live, find details here https://beatthestreet.me/coastalwestsussex.

This work is ongoing and we are looking to develop and produce a local information pack that can be given to people to help them connect with services and support in their local community. This project led by a core team of partners from Adur & Worthing Councils, Adur & Worthing Partnership & Communities Team WSCC, Health and the Voluntary Sector. We have worked with partners to explore what enables communities to connect more to tackle loneliness.

A worthy area, so these projects sought to help fill this unmet need, designed to support local BAME individuals to work better with each other, to help build a sense of community and to start working better with local agencies. The creative writing finished with Debbie Kennard's presentation and the evaluation report, once completed by Euromernet, will be presented at the next BAME Forum, which Sue has now been invited to, so this was a good result of this work. A further development of this project is that some of the creative writing course participants are now looking to start their own board games group in the library when it reopens next year.

The relationship with Worthing BAME Forum has been strengthened and we hope they will support and lead future film and creative writing groups. It will create a large natural community space with opportunities for local community involvement. This is a county wide project but we are working with St Marys Care Home in Worthing.

This site-based approach to developing community connections in a nursing home setting is part of the wider UPOC programme. Following the success of the launch, interest was high and more cards are needed. We are supporting Jolene, community liaison from The Pines Day Service, to raise additional funds.

A staff member at Worthing Library has come up with an idea for an art design/sculpture to be installed outside the entrance to the new Worthing Community Hub. Tracey & Sue are exploring this concept and are looking for a community organization to take this project forward. A meeting has been arranged for August with an organization called Creative waves, who are currently designing the new exhibition for Worthing Pier, which has been sponsored by 12 local businesses.

In most care facilities, services such as catering, hairdressing, doctors and so on are provided 'in-house' - and this has the effect of reducing the need to reach out to the wider community. However, creating better links with organizations and services in the local area provides many benefits for a care home, assisted living facility or day care centre. It also links to the West Sussex Wellbeing and Resilience Framework as adopted by the West Sussex Health and Wellbeing Board and the New Economics Foundation's evidence-based 5 Ways to Wellbeing.

The launch of the Our Town Worthing project, supported by the Partnerships and Communities team, has been a huge success. The duty of the District Local Committee (CLC) in relation to school management is to encourage interest and commitment to the management of maintained schools and academies in the area and to identify and appoint suitable persons to serve as school principals on behalf of the District Council. This report calls on the committee to nominate local authority governors as described below.

That nomination(s) for appointment/reappointment(s) of local governor(s) listed in Appendix A be approved. The CLC can nominate any eligible person as a local authority governor, but it is up to the governing body to decide whether their nominee has the skills to contribute to the effective management and success of the school and meets any other eligibility criteria they have set. The duty of the CLC is therefore to identify and nominate suitable persons to act as head teachers of maintained schools and academies on behalf of the county council.

The CLC, as a representative of the local authority, should make every effort to understand the requirements of the governing body and to identify and nominate suitable candidates. District Councilors should endeavor to familiarize themselves with schools in their local area and are advised to consult the Chair of Governors and/or Headteacher regarding any vacancies in local authority governing bodies. This could include specific skills such as the ability to understand data or finance, as well as general skills such as the ability and willingness to learn.

A county councilor who resigns from his/her seat on the Council shall, within 4 months of his/her resignation, cease to be a local authority governor. In either case, he/she is, of course, entitled to re-appointment if nominated by a county councillor. Any discussion of the respective merits of the candidates will be discussed in Part II of an agenda, in the absence of the press and the public.

This should therefore not deter potential candidates from applying, knowing that any discussion of their application will take place in a private session. These nominations are automatically carried over to the next CLC meeting for decision, unless the member receives an objection by the given closing date. The administrative body would be asked for comments on the appointment, and an objection due to weakness is also possible.

That the Board appoint the Governor as set out in the above recommendation and in Appendix A. This decision does not affect resources as it is an appointment to a governing body. Local district councillors, headteachers and chairmen of governors were consulted on all applications received.

There is a risk that current vacancies on a school board above a level of 25% will weaken its effectiveness. They can defer an application if they need further information or consultation to reach a decision. The duty of equality does not need to be dealt with as it is a decision making an appointment or appointment to a governing body.
