Decisions of the Children’s Services Overview and Scrutiny Committee held on Thursday 16 December 2010

These decisions are published for information in advance of the publication of the Minutes

DECISIONS:

1. EDUCATION SERVICES REVIEW – MONTHLY UPDATE No resolution was passed on this item.

2. BIG PLAN II / CHILDREN AND YOUNG PEOPLE’S PLAN 2011-14 Resolved –

(1) That clarification on Outcomes Based Accountability methodology be provided to Members in order for them to understand what a positive outcome would be on the priorities within Big Plan II and the Children and Young People’s Plan 2011-2014.

(2) That Members be provided with a clear explanation of how they will be involved in the process (as detailed in (1) above).

(3) That the Children’s Needs Analysis and questionnaire be re-circulated to Members for their comments in relation to Big Plan II and the Children and Young People’s Plan 2011-2014 and that a prompt reply be required by 24 December 2010.

3. CHILD POVERTY Resolved –

(1) That the Committee welcomes the report and notes the progress made against the recommendations.

(2) That a progress report be provided in February 2011 so that support for the strategy be maintained.

(3) That the Strategic Director, Services to Children and Young People be requested to explore the suggestion of developing a ‘Child Poverty Impact Assessment’ for all policies and strategies and consider how this can be implemented.

4. TRANSFER OF BRADFORD AND AIREDALE COMMUNITY HEALTH SERVICES (BACHS) AND TRANSFORMING CHILD HEALTH COMMUNITY SERVICES

Resolved –

(1) That the Committee notes:

(i) the establishment of an Integrated Care Management Board to shape the future of integration across Health and Children’s Services.

(ii) the transfer of the employment arrangements for all BACHS staff to preferred providers by 31st March 2011

(2) That this Committee continues to exercise its Overview and Scrutiny role with regard to Children’s health issues.

(3) That officers be requested to explore the options to allow a joint discussion on a future report between this Committee and the Health Overview and Scrutiny Committee prior to consideration by the Council’s Executive.
