A MOUNT WHICH MAY BE BID FOR BY EACH P RIMARY B IDDER
A leading bidder will be deemed to have a sufficient track record if it can provide evidence that it has. The lead bidder must also confirm that they have knowledge of standing legislation such as the Human Rights Act, Data Protection and Freedom of Information Acts.
F UNDING A LLOCATION
In addition, the program administrator will require confirmation in the plan submission phase that where customer contributions are sought in the priority group section, the tenderer has taken due account of the ability to pay within the target group. Note: 50% of the capped funding in these categories will be allocated to non-customer contribution schemes.

Full details of branding, NISEP logo etc can be found at the NIAUR link;. Guidance on the expected contribution from customers benefiting from both priority and non-priority schemes is given in section 3.6;.
A DDITIONALITY
The program manager may ask the applicant to inform the other stakeholders of their partnership in order to avoid double counting of energy savings. A signed letter must be provided by the appropriate scheme partner confirming that the applicant's actions have exceeded those of the government program and that the measures to be accredited to the applicant could not have been.
E LIGIBLE COSTS
The letter should also confirm that the measures and, if applicable, the marketing activities were subsidized by the applicant and that no funds for these measures have been received from any other party. If the applicant partially funds measures in connection with another government program, the energy savings accredited by the applicant will be in proportion to the funding they have provided.
F UNDING A VAILABLE
However, at least 25% of the funding above will be made available for bids made on an annual basis. This will be confirmed based on the RPI indexation as referred to in Section 2.4.1 below.
P AYMENT OF NISEP F UNDING
F OCUS ON V ULNERABILITY
Each scheme must state how it intends to address this and how the criteria will be assessed for each individual scheme. The scheme-specific vulnerability criteria to be used must be included in the scheme submission at the tender stage and will be subject to approval by the Utilities Regulator.
NISEP P RIORITY G ROUP S CHEMES
Eligible households will be those with a SAP rating of E or below as assessed within an Energy Performance Certificate (EPC) and have electric or solid fuel central heating, no central heating or an old (over 15 years) or broken oil or LPG -kettle. Consideration will be given to other microgeneration technologies in future stages of the program.

Note: The Utilities Regulator and the Program Administrator will continually review the technologies permitted within non-priority group schemes. Different target levels of cost-effectiveness for non-priority group schemes are presented in Table 3.5.

The fuel standardization factors are derived by dividing the carbon factor of each fuel by the carbon factor for electricity. The example in Table 3.2 below shows how this methodology would work when comparing the installation of cavity wall insulation in an electrically heated semi-detached house to one with oil heating.

NISEP T ARGETS AND I NCENTIVE TO E XCEED T ARGETS
Applicants will be given a target based on the amount of funding requested and the target level of cost-effectiveness for the type of scheme proposed. If a priority scheme requires a personal contribution for the calculation of the premiums, the energy savings are divided pro rata on the basis of the amount of the personal contribution.
C USTOMER F INANCIAL S AVINGS
The time scale of the scheme and the envisaged time plan for the implementation of the scheme i.e. Applicants must submit the technical details of the scheme using the submission software, which will be provided by the Program Administrator. Any other significant changes to the delivery of the scheme will require a Scheme Variation form to be completed by the applicant.
These energy saving values must be entered in the 'other insulation' section of the form submission spreadsheet. These lamps have been tested in accordance with the requirements of the Energy Saving Trust's lamp specification. The Energy Savings Fund has recently expanded the scope of the ESR scheme to also include LEDs.
The Energy Savings Trust has analyzed a number of scenarios taking into account the two elements of saving. Under the terms of the Northern Ireland Electricity (NIE) plc licence, the Northern Ireland Authority for Utility Regulation (the Utility Regulator) may appoint a Program Administrator to oversee the detailed operation of the Northern Ireland Sustainable Energy Program (NISEP). The role of the Program Administrator and the relationship with the Utility Regulator is currently formalized through a 'Heads of Agreement' contract.

A profile of expected expenses for the scheme broken down by monthly expected expenses should also be presented. An explanation of how the scheme will meet the requirements for monitoring customer satisfaction specified in section 5. An explanation of how the scheme will target the most vulnerable homes, cf. section 2.6 of the framework document.
An indication of how the program will be promoted and marketed (attach a sample marketing material/application form to be submitted for review) A description of the terms and conditions under which the program is offered. An indication of what commitments, if any, are required from customers covered by the plan.

To ensure that program participants are informed that support has been obtained from NISEP, the scheme must incorporate the NISEP logo in accordance with branding guidelines, in conjunction with the scheme participant's logo, if necessary, on scheme documentation, publications and other promotional materials. .

The scheme costs and the client/third party/applicant contributions to the scheme will be determined and compared with those shown in the scheme completion report. The key objective will be to establish the amount of NISEP funds that the applicant has spent on the approved scheme. Energy savings will be calculated according to the methodology used by the program administrator.
The audit will check whether there is evidence to support the claim of additionality of the scheme in the scheme submission. Sustainable energy measures - materials and technologies used in homes to improve energy efficiency.

SCHEME VARIATION FORM
Further information on the assumptions behind the energy savings for tank insulation is given in the BRE report, which is contained in Appendix 1 to this document. The energy saving values and the total area of the installed panel must be entered in the "other insulation" section of the schedule submission spreadsheet. The lifetime of the lamps (in hours) must also be entered in the spreadsheet.
NOTE: Energy savings attributed to the scheme should only be attributed to the increased sales rather than the total sales during the period of the offer. The savings will be the difference between the sales weighted average consumption and the consumption of the promoted product. If the energy consumption of the appliance supplied by the scheme is known, this figure can be used in place of the average 'A' rated consumption.
