If you can only mobilize some of the resources needed to carry out planned activities, evaluate whether this will have any impact on the quality of the final product. If the answer is yes, ask yourself if it is worth starting the process, because it may not be strong enough to achieve the expected results nor have the necessary legitimacy.

ENGAGING INTERESTED STAKEHOLDERS

The development of REDD+ social and environmental safeguards in Brazil was based on a highly participatory process that involved wide consultation with various civil society representatives in many places. Additionally, identify and include other organizations in your stakeholder list, such as higher education institutions and research institutes that may have technical information useful to the process.

MAPPING OUT THE SECTORS AFFECTED BY OR RELATED TO REDD+

Since the goal of the process was to prepare a document that expresses the opinion of civil society regarding REDD+, we decided not to include any government representative in the committee. Government agencies involved in this topic were informed about the progress of the safeguards development process.

BUILDING A MULTISTAKEHOLDER COMMITTEE

The Committee reached the consensus that no specific organization should play the role of a convener. Moreover, all documents made publicly available did not bear any logo or institutional markings – only the list of organizations represented on the Committee. The members of the Committee decided to work as an open group and welcome new organizations that wanted to participate in the process, but always keeping in mind the balance of sectors they represent.

These conditions promoted greater empowerment of these organizations regarding the entire process and the final product.

TAKING PART IN THE MULTISTAKEHOLDER COMMITTEE

This document is particularly important because of the universal nature of its guidelines that make it possible to apply them on a case-by-case basis. Furthermore, this document is in line with the Indigenous REDD Document agreed with the Brazilian Government. MULTISTAKEHOLDER COMMITTEE MEETING

This agenda should include the time and place of the meeting, its objective, the topics to be discussed and how the meeting will be conducted. With this draft agenda, committee members will know in advance what to expect from the meeting and prepare accordingly. Katoomba Conference Declaration (April 2009, signed by various civil society organisations, including environmental organisations, social movements, rural producers, etc.);

ORGANIZING THE MEETING

Arrange the tables in a U-shape so that members face each other directly, neutralizing any sense of hierarchy;. Make sure all support materials - projector, whiteboard, colored magic markers, ballpoint pens, notepads, etc. are available to the group. A large Excel spreadsheet was prepared that included the content of each document listed above according to broad themes.

PLACE WHERE THE MEETING WILL BE HELD

RUNNING THE MEETING

The geographical scope defined in the first meeting was the Brazilian Amazon region, the reason being that the members of the multi-stakeholder Committee had more experience in this region. Is there an issue relevant to REDD+ that has been left out of the document. Submit the document for consultation Moderator + committee members Discussion of the first draft of the document.

FOLLOW-UP TO THE FIRST MEETING

PUBLIC CONSULTATION

The aim of the public consultation is to encourage the participation of all interested parties. A well-designed public consultation will allow the document to become the product of a collective civil society process developed through a transparent and inclusive process. Public consultations can be carried out in different ways, but in this case it is important that the public.

BUILDING + DISCUSSION OF SAFEGUARDS

CAPACITY BUILDING

The following presentation focused on payment for environmental services and REDD+, including conceptual aspects, elements of REDD+ projects and programs, monitoring and governance. The Forest People's Alliance was assisted by IPAM in conducting a capacity building workshop. In addition, participants will be able to visualize the risks and opportunities associated with this type of project.

DISCUSSION OF DRAFT 1.0 OF THE DOCUMENT REDD+

This support was extremely positive as IPAM has extensive experience in conceptual aspects of climate change and REDD+ and has already conducted a number of training and capacity building events for social movement organisations. Keep the focus on basic information so participants will have sufficient knowledge to make AWARE and INFORMED contributions during the consultation. The simpler your explanations are, the more likely participants are to understand and absorb the information.

SOCIAL AND ENVIRONMENTAL SAFEGUARDS

It started with a very informative presentation on topics related to climate change, greenhouse effect, global warming, the impact of climate change on people's lives and the relationship between deforestation and climate change. Finally, participants were asked to identify what the risks and opportunities associated with REDD+ activities would be for their families and communities. This is a good way to give the audience an opportunity to learn about real situations, to understand the complexity that characterizes REDD+ projects and how they are being developed.

WORKSHOP DYNAMICS

PROCESSING COMMENTS

The facilitating organization should be prepared to receive a large number of comments that need to be organized and processed before being brought to the final meeting of the Multilateral Committee. Organize comments into a spreadsheet that is self-explanatory so that this material can be made available not only to members of the Multilateral Committee, but also to the general public. The spreadsheet containing all comments received during the period of the public consultation, which were also processed as explained earlier, was delivered to the Committee members in digital and printed form;. Comments that did not receive this classification, but were of interest to some member of the Committee, could also be brought into the discussions and processed by the Committee. To ensure the transparency of the process, the spreadsheet with all comments and their respective answers was sent to all the people who participated in the public consultation and was made available on the website www.reddsocioambiental.org.br.

SUBSIDES TO REDD+ PUBLIC POLICIES

A process like this, a collective development of REDD+ Socio and Environmental Safeguards, if carried out in a way that ensures the possibility of participation of the various sectors of civil society interested in the subject, will result in a document that reflects the risks of . REDD+ activities and promotes ways to minimize such risks. Many countries are now preparing their legislation and regulatory mechanisms related to climate change and REDD+. In Brazil, public policies related to REDD+ are still being debated by federal and state governments, but already there are clear signs that REDD+ social and environmental safeguards will be part of any piece of legislation approved on this topic.

This is just a reference that may or may not be used as an example. Each country, based on its

ADOPTION OF SOCIAL AND ENVIRONMENTAL SAFEGUARDS IN REDD+ PROJECTS

Once social and environmental safeguards have been developed, it is important that the various REDD+ initiatives implemented in the country, whether private sector projects or government programmes, include these safeguards in their planning so that social and environmental risks are reduced. Even before social and environmental safeguards become part of our legislation, the Multistakeholder Committee can take stock of the various REDD+ initiatives being developed or under implementation in the country and submit social and environmental safeguards to them. In this way, REDD+ social and environmental safeguards developed here become a reference for all REDD+ initiatives now being developed in the country.

REDDNESS: getting prepared for REDD+

MAIN LESSONS LEARNED

Discussions on REDD+ social and environmental safeguards must be held at the national or subnational level. The discussion on REDD+ social and environmental safeguards carried out in a multi-stakeholder process, where the different sectors of civil society affected by and/or interested in REDD+ are effectively involved, is extremely positive. This process, carried out in a participatory and inclusive manner, is of fundamental importance to ensure the credibility of the REDD+ Socio and Environmental Safeguards document and for it to be recognized as a legitimate expression of civil society.
