The Danish Foreign Policy Yearbook 2005 is the ninth volume of the yearbook in its current form. The Danish government continued to pursue our objectives in the negotiations on the basis of the mandate agreed by the Folketing in October 2003.

UNITED NATIONS – DENMARK AS A MEMBER OF THE UN SECURITY COUNCIL

In the Security Council, Denmark will assume the chairmanships of the Committee against Terrorism (described in the next chapter) and the Sanctions Committee on Liberia. The seminar resulted in a number of specific recommendations and therefore provided useful input to the work of the High Level Panel.

THE FIGHT AGAINST TERRORISM

One of the ways in which this objective has been made concrete is the expansion of the Situation Center (under the Council Secretariat). This issue also constitutes one of the new strategic objectives set by the EU and a priority shared with the US.

THE MIDDLE EAST – DEVELOPMENTS AND GLOBAL IMPLICATIONS

In 2004, cooperation between the EU and the 10 countries east and south of the Mediterranean, including Israel and its immediate neighbours, was marked by tangible progress. A gradual reduction ending in extinction is one of the most critical factors to ensure stability and security in the country.

THE TRANSATLANTIC PARTNERSHIP

In 2004, this was true – among other things – of the US steel tariffs, the. Denmark has given high priority to all the main segments of the Doha Round and worked in close cooperation with its allies in the EU to arrive at the EU's correct positions in the WTO negotiations.

ASIA – AN EVOLVING PARTNERSHIP

Not least "the Rise of China" is changing the political and economic patterns in Asia as well as globally. Denmark actively supports the strengthening of the political dialogue and cooperation between the EU and Asia.

CHALLENGES IN THE COMING YEAR(S)

In 2005 and 2006, Denmark's membership of the UN Security Council will give us additional leverage in dealing with many of these challenges. The double enlargement of the European Union and NATO in 2004 heralded stability far across the European continent.

TEN LESSONS FROM TRANSATLANTIC-NORDIC-BALTIC COOPERATION

The first and most important lesson is that closer association with the West begins at home. For most nations of greater Europe, full accession to the EU is a distant prospect at best.

REFOCUSING ON SOUTH EASTERN EUROPE

They expect the international community to fulfill its promise to address final status issues in 2005. Instead, the international community must chart a new course that simultaneously accelerates progress on a key standard—the protection of minority rights—and on final status.

CONCLUSION

Without active international engagement, the prospect of renewed conflict and regional instability is high8 Concerned about human rights issues, the international community has imposed a policy of 'standard before status' on Kosovars - but it is doubtful that this will continue . While different models can be envisaged for Kosovo's future, a largely independent Kosovo is likely to emerge with some elements of its policies, such as human rights issues, under wider EU or international oversight. for an indefinite period of time – underlining once again the need for the EU. to consider more creative and tailored approaches to.

The Camp Eden debate followed a broad political agreement on the Danish defense budget and organization for the period 2005-9. In terms of argumentative value, the participants in the Camp Eden debate brought a very heated discussion of the cultural foundations of Danish society into the defense sphere.

THE 2004 DEFENCE AGREEMENT

Therefore, "the task of the Danish armed forces has changed in nature," the White Paper noted, "from being an element in a reactive, prevention-based security guarantee to also being an active and constructive instrument of security policy trust". .7 Bertel Heurlin has described the result as the 'militarization' of Danish foreign policy.8 During the 1990s, Danish forces were increasingly used in peacekeeping and, eventually, peace enforcement operations, mainly in the Balkans.9 'Future history books', observed journalist Christian Brøndum, 'will describe the 1990s as a decisive period in which Denmark engaged internationally and shed its skeptical and reluctant security and foreign policy.' 10. The question is how the civilian and military leadership of the armed forces will implement it.

TORTURE IN CAMP EDEN?

Nevertheless, the label "torture" stuck, probably because it associated the Danish mission in Iraq with the general conduct of the war by US forces. In this sense, the discussion did not only refer to the mission of the Danish battalion, but also to the mission of the Danish company.

DANISH VALUES

Military necessity will change 'Danish values', argues Pundik, and therefore it will be a social necessity to withdraw Danish troops. Danish values are not the values of the war, this also puts Danish society at risk of being 'contaminated' by the 'values of the war'.

DANISH POLITICS

These people make up a large part of Krarup's constituency, and his solution is to rediscover the true 'Danish values' of old. If the Danish values do not arise from the conditions in Denmark, but are defined by Danish soldiers acting abroad, then perhaps the analysis of the Danish values that support or undermine an expeditionary capability should focus on the values of the armed forces themselves.

MILITARY VALUES AND POLITICS

In a certain sense they are the heroes of our time,' argues Nørgaard; 'they are the ones who reestablish ambiguity in times of confusion, who create order out of chaos.'34 According to Nørgaard, this is why reactions to the slightest indiscretion of the soldiers in Iraq are so strong: if they are not good guys, then there are none good guys don't. Lieutenant Colonel Poul Dahl argued that 'the current situation calls into question whether we can participate in the Iraqi operation at all.'39.

CONCLUSIONS

Nevertheless, the first mission in the period 2005-9 is a long-term, low-intensity operation in Iraq. Passing into History: Nazism and the Holocaust beyond Memory, Indiana University Press 1997, Studies in the Representation of the Past, Vol.

TASK FORCE FOR INTERNATIONAL COOPERATION ON HOLOCAUST EDUCATION, REMEMBRANCE AND RESEARCH

To do this is the raison d'être of the Task Force for International Cooperation on Holocaust Education, Remembrance and Research. The mission of the organization is as follows: “The Task Force for International Cooperation on Holocaust Education, Remembrance, and Research”.

AUSCHWITZ DAY IN DENMARK

With Auschwitz Day we want to commemorate the victims of the Holocaust and other cases of genocide. From 2003, Denmark will also commemorate January 27 as a day of remembrance dedicated to the victims of the Holocaust and other genocides in countries such as Cambodia, Rwanda and Bosnia.

THE STOCKHOLM PROCESS

Together we must uphold the terrible truth of the Holocaust against those who deny it. We share a commitment to remembering the victims of the Holocaust and honoring those who resisted it.

THE SECOND MEETING OF THE STOCKHOLM FORUM AND THE DANISH POLICY OF FREE SPEECH

As the declaration adopted at the Stockholm Forum says, the unprecedented character of the Holocaust will always have universal significance. 32 Speech by the Prime Minister Anders Fogh Rasmussen at the inauguration of the New Museum at Yad Vashem, Jerusalem, 16 March 2005.

UN CONVENTIONS ON GENOCIDE AND HUMAN RIGHTS

Although they were more aware, the winners' perception of the conflict remained the basis for the judgments. The result was a near paralysis of the world organization from which it appears to have recovered only in the 1990s.

THE HOLOCAUST AND THE REHABILITATION OF EUROPEAN VALUES

The feeling of helplessness spread across Europe only in the 1950s and the related defeats in the colonial wars. In the West, growth and optimism led to a somewhat naïve but well-intentioned youth rebellion in the late 1960s.

MAKING ENLARGEMENT A SUCCES

MEETING THE CHALLENGES

Personally, I am more convinced than ever that we must – in the end – find a political solution for the future. Our goal should be an enlarged Union at the forefront of the global economy in the 21st century.

CHINA AND EUROPE – GLOBAL PARTNERS Speech by Prime Minister Anders Fogh

Without them, Europe cannot remain at the forefront of the global economy in the 21st century. The eradication of poverty is essential for the good of the people and the world.

WORKING TOGETHER POST 9/11

NEW GLOBAL CHALLENGES FOR AMERICA AND EUROPE

Effective multilateralism and strengthening the UN will be at the heart of our efforts. Denmark is a candidate for election to the Security Council at this session of the General Assembly.

WHY VALUES ARE CRUCIAL IN THE EU Speech by Minister of Foreign Affairs

One is the need to change the public perception of the EU and make it a more relevant body for the European citizen. One of the significant challenges in relations between the EU and Russia remains the creation of mutual trust.

THE DANISH DEFENCE POLICY

AND NEW SECURITY CHALLENGES IN THE MIDDLE EAST

INTRODUCTION

IRAQ

I believe that the upcoming elections will prove to be an important milestone in the reconstruction of Iraq. This is the only way to break the spirit of terror and make them give up their hope of preventing the Iraqi people from enjoying their freedom.

CIVIL/MILITARY COOPERATION AND HUMANITARIAN ASSISTANCE

Hopefully, the improved coordination of the total national contribution will help to shorten the military operation and thus ensure the maximum effect of the Danish resources.

NATO

To assist Denmark's participation in this process and in support of the results of the Istanbul Initiative, Denmark will find strategic partners to optimize its involvement. This also includes the road map for peace, which should be an important factor in the way forward for conflict resolution.

MEMBERSHIP OF THE SECURITY COUNCIL

Even if you could say that Sudan is on the periphery of the wider Middle East, it was still a main venue for the Al-Qaeda network in the 1990s. When the peace initiatives in the country succeed, Denmark will be ready to contribute peacekeepers to a UN mission.

THE NEW DANISH DEFENCE AGREEMENT 2005-09

THE NEW DEFENCE AGREEMENT

With the new defense agreement, we emphasize the importance of the armed forces in the supply of basic military products. If a disaster were to strike Denmark - whether it is caused by terrorism or a natural disaster - society's ability to deal with such a disaster is what we call total defence.

Opinion Polls

THE EU

THE NEW EU TREATY

To safeguard decision-making in an enlarged EU, the treaty proposal suggests that more decisions are taken by majority vote and that individual member states cannot veto. Under the treaty proposal, all Member States will continue to appoint an EU Commissioner, but to ensure the efficiency of the Commission, only half of them will have the right to vote on important decisions.

THE DANISH EU OPT-OUTS

Question: Are you for or against maintaining the Danish opt-out in the field of justice and immigration policy? Question: What do you think is most important: self-determination in immigration policy or full membership of the European Union.

ENLARGEMENT OF THE EU

Question: Do you agree that the Danish explanation for the war against Iraq was weakened by the fact that no weapons of mass destruction were found in Iraq. Question: Do you agree with the solution that Denmark actively participates in the war against Iraq with soldiers and material.
