REPORT OF THE WORKING PARTY ON RULES FOR TECHNICAL DISCUSSIONS AT DIRECTING COUNCIL MEETINGS

The Working Party on this topic, composed of the
Repre-sentatives of Ecuador, Dr. Juan Montalv6an Cornejo; Guatemala,
Mr. Humberto Olivero; Panama, Dr. Alberto Bissot, Jr.; and the
Dominican Republic, Dr. Ram6n Berg6s Santana, met twice on 12
and 13 September 1955.
In accordance with the directives indicated in the
course of the plenary session discussion of the Rules for
Tech-nical Discussions, the Working Party considered as approved
Ar-ticles 1 to 14 of the draft Rules (CE25/32, Corrigendum) and
Article 15 in the form adopted by the Directing Council.
The following changes in the remaining articles of the
Rules are proposed:
Article 16 - The documents pertaining to the technical
dis-cussions shall be issued by the Pan American Sanitary
Organiza-tion separately from the other documents of the Directing
CD8/42 (Eng.) Page 2
Article 17 - No change
Article 18 - No change
Article 19 - In view of the character of the technical
dis-cussions the statements and opinions expressed therein shall
be considered purely personal.
Article 20 - No change
Article 21 - While the technical discussions are being held,
no other activity of the Directing Council shall take place.
Article 22 - No change
Article 23 - The Rapporteur shall present his report at a
special session of the Directing Council, which shall be held
sufficiently in advance of the closing session of the Directing
Council.
Article 24 - The Report of the Rapporteur shall contain the
opinions expressed in the course of technical discussions and
any conclusions reached.
Article 25 - Deleted
