Topic 4z RULES OF PROCEDURE OF THE DIRECTING COUNCIL

Under the present Rules of Procedure the Secretary General of the Pan American Sanitary Bureau is designated to act as Secretary of the Directing Council. On the basis of accumulated experience, the Director proposes that the Rules of Procedure be amended to assign this function

to the Director of the Pan American Sanitary Bureau.

The entire process of preparing program, budget and other documents introducing agenda items, assisting the Chairman in the day-to-day conduct of meetings, and implementing decisions taken, is one which requires the services of the entire staff of the Bureau, In practice, no one subor-dinate officer can perform all these responsibilities in view of the ever-increasing number and complexity of technical, administrative, and financial questions presented to the governing bodies.

Since the Director, as chief technical and administrative officer, is responsible to the governing bodies for all activities of the Bureau, he must assume over-all responsibility for its work in connection with organizational meetings and be in position to delegate this function effectively. Experience has shown this to be the most effective and efficient means for preparing meetings and carrying out the decisions of the governing bodies of international organizations.

A decision to make the proposed change would entail amendments to Articles 6, 24, and 44 of the Rules of Procedure of the Directing Council,

"Article 6. The Director of the Pan American Sanitary Bureau shall be ex officio Secretary of the Directing Council and of all commit-tees, subcommitcommit-tees, and working parties established by it. He may delegate these functions.

Article 24. The General Committee shall consist of the Chairman of the Directing Council, who shall serve as the Chairman of the

General Committee, the two Vice-Chairmen of the Directing Council

four additional representatives who are not already serving on the General Committee, and the Director serving in an ex officio capacity without the right to vote.
