Topic 23: BUILDING RESERVE FUND

The Directing Council, at its VIII Meeting, adopted a resolution establishing a Building Reserve Fund and authorizing the Director to utilize as much of the amount of that Fund as may be required in the event that additional funds should be necessary for the intensification of the malaria eradication program.

The Executive Committee, at its 28th Meeting, considered the recommendation of the External Auditor and the Permanent Subcommittee

on Buildings and Installations regarding the elimination of the above qualification.

It was the consensus of the Executive Committee that, in view of the importance of the malaria eradication program in the Americas, the original qualification should be retained and, accordingly, it adopted Resolution VIII, which reads:

The Executive Committee,

RESOLVES:

To recommend that the Directing Council authorize the Director to utilize as much of the Building Reserve Fund as may be required in the event that additional funds should be necessary for the intensification of the malaria eradication program.

In view of the foregoing, the Directing Council may wish to consider the following proposed reBslutiont

Having considered the recommendation of the 28th Meeting of the Executive Committee (Resolution VIII) that the Director be authorized

Being aware that the External Auditor and the Permanent Subcommittee

on Buildings and Installations recommended the elimination of such a quali-fication; and

Noting Article VI, paragraph 6.8 of the Financial Regulations, which stipulates that the purpose and limits of each Trust, Reserve and Special Fund shall be clearly defined by the appropriate authority,
