Reasons for the success of the integration policies in PT
• 1. Migration history of the country: reciprocity as principle in a country with 4.5M emigrants.
• 2. Strong political consensus: benefits of immigration are clearly perceived;
• 3. Interministerial co-ordination with a clear leadership of the “integration agenda”; • 4. Public opinion – Eurobarometer, in 2011, only 3% consider immigration as a problem; • 5. Partnerships and multi-level governance – immigrant associations are part of the
