Factors for implementation of development projects with an emphasis on
preliminary estimates project
(Case Study flagship project of Ilam)

ABSTRACT
Without a doubt optimum performance is possible in the context of a planned development project organized failure to comply with a standard patterndoes not guarantee when a project based on financial forecasts and with the required quality. in this study, based on the standards of project management enumerating the factors for implementation of a project the study is the flagship project of Ilam and finally the implementation of the project as stated in the standard are investigated. in this research project emphasizing the preliminary estimates (estimates and time and workload) has been considered and compared to the existing. according to the research findings in 83 percent of projects, project was not according to preliminary financial estimates. 100% of projects have been wrong to predict the time and projects have progressed according to preliminary forecast and in 66 percent of projects supporting private sector investment and hinder the progress of the project is appropriate and the project framework was unchanged.

1. INTRODUCTION
Management planning country of unfinished projects in the country has four categories: description of errorand inaccuracy in preliminary estimatesadded volume or work items,defects on
the runProblems and proceduresother
problems(The employer and the weakness of project managers, etc.)in this study Underlying this division has been the flagship project of Ilam provinceas follows:Central library Ilam, Olefin petrochemical, Dehloran petrochemical, Dehloran cement, Kabirkuh tunnel And fifteen thousand Ilam StadiumAnd the reasons for the unfinished projects has been examined.Initial estimates in
this study included the following
Projects:financial estimates and when the project as well as the volume of work that must be done (Change in framework of the project)and
compared the situations under consideration was real project.
Based on project management body of knowledge ,of the nine project management processes three project framework management, project time
management, project cost management is
studied.in casethe project framework management processes needed to ensure the successful completion of the project is studied essentially defining and controlling what is and what is not in the project have been analyzed.
Second, the Project Time Management includes the processes timely completion of the project is studied,in the field of definition and sequencing activities, estimating resources and time activities,

management that includes processes associated with estimating and budgeting, and controlling costs so that the project can be completed with the approved budget.the flagship project of the study have been evaluated in three areas mentioned.
2. DESCRIPTION OF PROBLEM
Various aspects of the project in terms of project management body of knowledge studied and the matching funds with the implementation of project management processes are nine and pathology of the project and provide solutions to fix these damages action.in this research project unfinished index Ilam province simply by taking three processes of project framework management, time management and project cost management were discussed.
2.1 Project Cost Management
including that construction Today, the country faces and delays in projects and construction isit can be noted in several cases, such asthe lack of accurate knowledge of the volumes and values of project activities ,incorrect estimates of the amount of resources needed,weaknesses in project cost planning and budgeting activities,poor control of project cost performancein general weakness in project cost management system.it is obvious that move with time and use of science and modern techniques to guarantee success in financial management projects.one of the most important issues in construction project management is project cost management.today, the problem of
accurate and comprehensive project cost
management including resource planning, cost estimating, budgeting and cost control has become to one of the main concerns of the custodians and practitioners project given that the majority of construction projects of the state's annual budget account for,, perhaps one of the most important parts are the fourth five-year planwhich should sound management fees in accordance to be completed with the approved budget and scheduled.Obviously, the correct pattern for cost
management on construction projects, the
demands and needs of project managers in the
country and it seems important more than ever.. cost estimation process is usually done before and during project implementation,while the project cost control process doneexecution timethese two processes can have two different organizing andis done by different people,the software used for these two processes is different.therefore, the data is available cost estimation and cost controlusually the tables, surfaces and different details which may complicate cost control process for the incompatibility between the cost estimation and cost control, and effect on project cost analysis and cost control decisions by the engineer managed by Project Manager.
2.2 Project Time Management
Describing the project time management
processes are required to ensure timely completion of projectand includes the relationship is
defined,estimated duration of
activities,preparation of schedule and timing control.
Including those that seem more important in the study of this process includethe use of software for scheduling and project control such as primavera ability and skill in using manual techniques scheduling and project control,use the
control team workshops and project
scheduling,progress in accordance with the project schedule,belief in or contractor to implement the project schedule.the estimated project duration is estimated to be due to errorif not including those

tastes,management changes,differing priorities,the difference in the attitude of officials,and political issues.
2.3 Project Framework Management
Project Framework Management processes is necessary descriptor to ensure the life of the project includes all activities necessaryand extra work be do not about itincluding theimagine development project,scope development and
control,definition and control it.the most
important issue to be considered in the project scope includeact quickly to appoint a project manager,the contractor to benefit from the knowledge and experience and do the same things with the same ongoing project,changes in workload, changeproject plans ,increase or decrease the objectives of the project.focus on the goals of the project volumes have been considered in reviewing projects under studyfrom this perspective, the action is basedlibrary studies

3. CHECK THE FLAGSHIP PROJECT OF ILAM
The large size of the country's annual budget is spent on the construction or completion of construction projects however, the delay in national development projects and problems in implementing one of the most common issues such projectsthat is why it is essential to identify and analyze the causes of delay.Ilam province as one of the leading provinces in terms of the number of unfinished projects in Iran,so that the life of a number of projects in the province last half-century killing. According to the chief executives there are 73unfinished construction projects in this province.Under the proposed conditions of public information for the six flagship project of Ilam.
3.1 Central Library
The project is being constructed in Ilam. its construction started in 2001 on a land area of 500 meters and a building area of three thousand and five thousand and 710 sq.m andis facing a shortage of creditnow with advances 95%, to
exploit needs to budget more than twenty billion riyalsthe project is not operational after 14 years.
3.2 Olefin Petrochemicals
The project started in 2001,due to the delay of four years, after 14 years are not yet available.the project is creation of jobs and the capacity of oil and gas provincethe reasons for the delay cited lack of funding projects, privatizationand have already been put into operation the first phase andOlefin is on the verge operation.The industrial complex is being built in two phases ,to use all of it, a million tons produced annually andcreates direct employment for 700 people.the plant produces annually460 thousand tons of ethylene, 120 thousand tons of polypropylene and 140 thousand tons of pyrolysis gasoline, 85 thousand tons and 33 thousand tonnes of fuel oil four carbon cuts.
3.3 DehloranPetrochemical
The project that should start in 2001 but has been delayed in 2009after six years, is still in its beginnings.has been delayed due to lack of cooperation from the private sectorwhich have already been privatized to another company.The importance of oil and gas projects due to capacity utilization and employment Dehloran city is four thousand.Executive Petrochemicals Dehloran has started work in an area of 200 hectares, including three large production units olefin and style and offsite units and ancillary services.
3.4 Dehloran cement
The project has not been operational for
years.Cement Dehloran Company was
registeredvn 2002 under number 199 280 in Tehran Companies Registration Office and non-commercial establishments subject of a cement plant with a capacity of three thousand and 300 tons per day in Dehloran, Ilam.despite years of operation of the factory started it is not yet operational.

progress has been closed due to financial problems.
3.5 Kabirkuh tunnel
The project started in 2009. The project is beginning with 400 meters of drilling.after six years of work, the project is still in its infancyimplementation of the project has been halted.KabirKuh tunnel is one of the most important tunnels in Iran withfour thousand and 800 meters long, seven meters high, 12 meters wide and 270 meters secondary tunnel.The project is 30% complete and the budget amounted to trillion riyals.
3.6 Stadium 15 Thousand
Begin construction of the stadium 15 thousand Ilam to 2007 anddespite being opened once before, but it turned out great deficiencieswhich is now stagnant plan.Poject delays due to shortage of funds and lack of official listed. stadium facilities Ilam is billiard hall with an area of 360 square meters, 360 square meters area table tennis hall with an area of 420 square meter shooting gallery, players and referees changing rooms, first aid room, the press table, fire facilities, police
stations, hall 8-lane track interviews and standard and 400 m hall open space office[2] .
4. RESEARCH
FINDINGS
Management and Planning Organization,
discussed long time to run projects since 1970 have been discussed at meetings of the Economic Council has continued until this time.However, so far has failed to provide a solution regulated.the agency has classified the causes of delays in four categories as follows:1-mistakes and inaccuracy in preliminary estimates, 2-added volume or work items ,3-defects, problems in procedures,4-other problems(the role of the employer and the weakness of project managers).
The research is specifically focused on
preliminary estimates and forecasts relevant section in other wordsalso discussed is the
importance of preliminary estimates
projectoperating mistakes and inaccuracy in preliminary estimates project(three project cost, project duration and framework of the project) examined were considered.In Table 1.the results of this article is reflected in the projects studied. 5. SUGGESTED ROUTES: In Ilam these

Planning and scheduling forming unit in the municipality with the city council to determine the appropriate time

6. RESULTS
According to the results of the flagship project was not 100 percent when the project progress according to preliminary forecastsand none of the projects may not be completed in time foreseen.the financial estimate has been made in 83% of projectsand it also means that projects face a shortage of creditand stagnate in the run route.in the case of all projects adhere to the framework of the project andoverall changes were not applied in specific projects.
