FINAL ACT OF THE XII PAN AMERICAN SANITARY CONFERENCE
The 7111 Pan 7_nerican Sanitary Conference began at Caracas oh the 12th of January, 1947, with _JPrep:Jratory Session, ut which the Pre-sident of the Conference _as elected. Dr. A1va:indo Castillo Plaza,
President of the Organizing Con_mittee, vJas n_ned by acclamation, but declined, explaining that the Presidency of this Committee had actu-ally passed into the h_,nds of the highest dignatary of public health in the Republic of Venezuela, Dr. Edmundo Fern_.ndez, l_linister of Health and Social Security because of which, he asked that Dr. Ferndn-dez be appointed President of the Conference. This suggestion was accepted by accl_m_ation and at the same time it was provided that on those occasions when Dr. Ferndndez could not occupy the Presidency_ Dr. Castillo Plaza would serve as Alternate.
Drs. Santiago Ruesta and A_istldes _oli were selected as Secre-taries General_ both of whom were already acting in this capacity in the Preparatory Session, in accord with the provisional rules of the Conference.
His Excellency, Sr. R6mulo Betancourt, Chief of the Governing Committee of the Republic of Venezu61a, was acclaimed Honorary Pre-sident, and the Presidents of the Americ_m Re:publics, Honorary Vice-Presidents of the Conference.

The formal Inaugural Session took place on the evening of the 12th of January and was presided over by his Excellency, Sr. R6mulo Betancourt, Chief of the Governing Committee of Venezuela, who in-vited the following to accompuny him: Dr. Edmundo Fern£ndez,

Conference; Dr. Hugh S. Creaming, Director of th_ Pan A_erican Sanitt_ry Bureau; Dr. A_aando Castillo Plaza, President of the Organizing Com-mittee; His Excellency, the rL_mbassudor of Bolivia, Dr. Luis Felipe Lira Gir6n; the Minister of Hygiene of the Republic of Colombia, Dr. Forge Bejarano; the Minister of Hygiene and Sociol _ervice of
the Republic of Ecuador, Dr. Adolfo Yurado; and Drs. Santiago Ruesta and Aristides Moil, Secretaries General of the Conference, while the other Chiefs of Delegation occupied seats of honor on the stooge.
His Excellency, the Presidsnt of the Governing Co_aittee of Venezuele, opened the session, during _vhich talks were given also by Drs. Edmundo Fern_mdez, A_m_ando C_stillo Plaza and Hugh S. Cun_uing. These are included in the General Proceedings of the Conference.

The work of the Conference was c_rried out, for the first time in the history of the Organization, through a series of committees, each with its special field of responsibility. The system, in general, gave excellent results, and its use in future conferences is recormmended.
The Conference chose its executive officers _nd all the chiefs
of delegation present to form the Con_nittee on Votes nnd Resolu-tions, in accordance with the rules and regt_lations.
On the proposal of Dr. Jorge Bej_rano, of Colombia, a com-mittee on the Heorganization of the Pan 7_mericnn Sanitary Bureau was formed, composed of the chiefs of delegations.

RESOLVES (I) To defer approval of the droft revision of the Pan ±_erican Sanitary Code presented by the Pan _erican Sanitary Bureau, and to recommend that the modifications therein approved by the respective Sub-Committee should be submitted to all the
countries for study by their experts, with the request that observation and suggestions be forwarded to the Pan American
Sanitary Bureau so that they may be taken into account at the next meeting of the Directing Council, which will be called for
that purpose within the year';
(2) Expresses the hope that final action will be taken at the said meeting;
