The 6th ACFI Task Pillar “Process Simplification” meeting was held on 02nd Nov, 2018 at meeting

room “Wright Brothers”, Ground Floor, Project office, New Udaan Bhawan, IGI Airport, New Delhi

under the chairmanship of Mr. Arun Kumar, Chairman, ACFI Task Pillar- Process Simplification. The

following points were reviewed and decided as under:

Amendments Recommended in Customs Act 1962.

The Task Pillar under the Chairmanship of Mr.

Arun Kumar in its full day meeting held on 10th October, 2018 along with Mr. Rajiv Khanna at

M/s. Jeena & Co. Gurgaon office, decided to recommend 9 out of 23 issues only to CBIC for

amendments in the Customs Act 1962,. These 9 recommendations were further approved by

ACFI Board in its 52nd Meeting held on 30th Oct’2018 and took up with Chairman CBIC.

Airlines related customs issues on import & export cargo.

Mr. Arun Kumar apprised the members

that all the five (5) points submitted by the team of BAR India Cargo-NR have been taken up

by ACFI with the CBEC/ Revenue Secretary. He advised ACFI Secretariat to keep BAR India

Cargo NR informed accordingly. In the absence of Ms. Madhulika Babbal, Mr. Praveen Kumar

from Air India attended the meeting was also advised to keep Ms. Madhulika Babbal

Chairperson Bar India Cargo-NR informed accordingly.

Removal of Impediments in the Delivery of import cargo 24x7

particularly in reference to local

Customs at IGI Airport, issuing instructions for closing of import delivery gates after 10 PM

leaving many import cargo gate passes pending for delivery because of closing of gates by

Customs.

Mr. Rajiv Khanna clarified that there is not much difference in the import cargo delivery

processes followed at Delhi or Mumbai. However the essence of 24x7 clearance of import

cargo in any of the locations in the country is not happening.

After deliberations, it was decided that once again Mr. Arvind Aggarwal Chairman ACFI Delhi

Chapter will take up in the next CCFC meeting requesting the Chair to consider complete

delivery of import cargo till late hours of the day for which gate passes have been issued

based upon the Customs out of charge issued during the day.

Centralized Processing of Import Export documents by customs through a Centralized

Assessment pool (CAP) like Income Tax filling and processing

As informed by Mr. Dinkar Singh in the last meeting of this pillar that National Committee on Trade

Facilitation (NCTF) meeting held on 27th August 2018 chaired by the Revenue Secretary,

members had 1st Time discussed on the concept of processing EXIM trade through Centralized

Assessment Pool (CAP) similar to processing of Income Tax papers by the centralized system of

Income Tax department.

Members expressed their happiness that the ACFI proposal of 2016 taken up at the apex

committee i.e. ICS Advisory sub-committees on Air Trade has been considered and discussed in

the NCTF.

For more clarity Members desired that let Mr. Dinkar Singh provide the minutes of the above

meeting of (NCTF) and then ACFI take suitable action.

Customs System should have a Provision of facilitating delivery of part/short landed Cargo in

Air Import, prepared by Mr. Arun Kumar/ Mr. R.K. Malhotra for onward submission to the

regulatory authorities

Members desired that the ACFI letter along with the said proposal sent to CBIC for

consideration should be followed by Task Pillar Policy and Advocacy for early solution

Centralized Registration of Customs Broker License.

A White Paper prepared by Mr. Arun Kumar on centralized Registration of Customs Broker’s

license was approved by ACFI Board and has been taken up with Chairman CBIC for

consideration.

Members desired that the said proposal of Task Pillar on Process Simplification sent to CBIC

should be followed by Task Pillar on Policy Advocacy for early solution.

Amendments in Customs Notification 36/2018 NT 11/05/2018 – Regulation 6

Members desired that the proposal of bringing amendments in the Customs Notification

36/2018 NT 11/05/2018 prepared by the Task Pillar on Process Simplification which has been

sent to CBIC for consideration should now be followed by Task Pillar on Policy Advocacy for

early solution.

Standardization of Clearance Processes of Human/ Mortal Remain (HUM) consignment at the

Airports of the country, A proper Assistance Service at each gateway airports of the country

for the clearance of HUM is required in India – raised by Mr. Arun Kumar, MD – Insynergy Supply

Chain

It was decided that ACFI Secretariat will collect information about the existing practices at

airports for the clearance of HUM consignments and then a core team of ACFI members

comprising one each from CTOs and National Carrier (Mr. Parveen Kumar Air India) along with

setting up of an Assistance Cell at each gateway airports and the future action points shall be

as under:

First Step –

Clearly List out the process involved (Create a Process Document)

Second Step –

List out the involvement of the concerned ministries, MoEA, MoH besides Mo CA

& Customs, discuss the same with them for alignment

Third Step –

Prepare the ground – Literature and POS material, sharing the concept with all

member airports and CTO, getting the dedicated helpline with all CTOs, list of invitees from

concerned ministries and Press

Final Step –

Launch in the ACFI Event of 6th Feb’2019.

The 7th ACFI Task Pillar on Process Simplification meeting was held on 07nd Dec, 2018 at meeting room no. 4, 1st Floor, New Udaan Bhawan, IGI Airport, New Delhi under the chairmanship of Mr. Arun Kumar, Chairman, ACFI Task Pillar - Process Simplification wherein minutes of the 6th meeting of ACFI Task Pillar “Process Simplification” were reviewed. In addition, one more point on latest changes in the implementation of e-waybill was pointed out by Mr. Yashpal Taneja was discussed. After discussion, it was decided that Mr. Taneja will submit further inputs on the subject matter. Thereafter a meeting with Mr. Upender Gupta, Commissioner (GST Council) will be fixed by ACFI Secretariat to short out the issue.

ACFI Taskforce Pillar on Skill Development meeting was held on 13th Nov’ 2018, 1st Floor, M/s.

Delhi Cargo Service Center Pvt. Ltd., Cargo Terminal 2, IGIA, New Delhi under the Chairmanship of

Mr. Vipan Jain, Chairman, ACFI Task Pillar- Skill Development and Chief Operating Officer, M/s.

Delhi Cargo Service Center Pvt. Ltd. course program & faculty members were finalized by the

pillar and it was decided that the first Air Cargo Advance training Program shall be held on

11-12th Dec’2018.

Mr. Tushar Jani, President - ACFI, Mr. Cyrus Katgara, Vice President - ACFI, Mr. K. S. Kunwar, Director General - ACFI and Mr. Rajiv Khanna from Jeena & Co., attended the meeting called by Mo CA on “Draft National Air Cargo Policy” held on 16th Nov 2018 at Rajiv Gandhi Bhawan, New Delhi. This meeting was chaired by Ms. Vandana Aggarwal, Economic Advisor - Mo CA. The Draft Version 2.8 of National Air Cargo Policy prepared by the Ministry of Civil Aviation was deliberated among members and members were advised to forward more inputs on the points discussed.

MOCA MEETING ON NATIONAL AIR CARGO POLICY

Mr. K. S. Kunwar, Director General - ACFI attended the Meeting on “PHD - 4th Air Cargo Summit - 2018 held on 20th Nov’ 2018 at PHD House, New Delhi.

The said summit was aiming at Enabling Continued Growth of Air Cargo in India. The PHD Air Cargo Summit - 2018, invited all stakeholders of the air cargo industry to come together and recommend the required policy changes for the Air Cargo Industry's exponential growth, which in turn will boost the trade and economy of our country further! Mr. Suresh Prabhu, the Hon’ble Minister of Civil Aviation was the Chief Guest, Mr. Jayant Sinha, the Hon’ble Minister of State Civil Aviation and Mr. Rajiv Nayan Choubey, IAS Secretary Civil Aviation were the Guest of Honors of the summit.

Industry experts deliberated on measures that would enable a continued double-digit growth for air cargo.

Mr. Suresh Prabhu, Union Minister of Commerce & Industry said that the Air Cargo Policy is on anvil and with this new policy in place, the solutions to critical issues relating to agriculture and manufacturing output and their supplies, including exports, would be sufficiently explored. The possibilities of making improvements in such an integrated policy still exist even in future.

Delhi International Airport Limited (DIAL) registered ‘One Million Metric Tons’ cargo in a year (Nov 2017 to Oct 2018) and also handled highest ever monthly air cargo tonnage of 1, 00,091 MT in a single month - October’18. This has placed IGIA’s Cargo handling at 28th position globally.

On this occasion DIAL invited the members of air cargo trade associations and the officials of both the cargo terminal operators i.e. Celebi & DCSC thanking them for their support and contribution in achieving this mile stone. Mr. K. S. Kunwar, Director General, ACFI attended this celebration meeting congratulated on behalf of ACFI to DIAL Cargo Department for this grand success. The celebration meeting was held on 4th Dec’ 2018 at Export Conference Room, Celebi Cargo Terminal Export Building.

Mr. K. S. Kunwar, Director General, ACFI was invited by FICCI to attended the inaugural function of its 91st Annual General Meeting (AGM) on 14th December, 2018 at Pravasi Bharatiya Kendra, Chanakyapuri, New Delhi. A brief report presented by Mr. Kunwar was as

under;-The Chief Guest of this function was Mr. Arun Jaitley the Hon’ble Finance Minister GOI. In appreciation of Mr. Jaitely’s special position in the Cabinet of present government as Finance Minister, Mr. Rashesh Shah, President, FICCI in his welcome speech said that at present when the news channels giving screaming headlines, and there is so much cacophony and misinformation all around us Mr. Jaitley is there providing a very calm and balanced leadership in these turbulent times. It is good to have someone like Mr. Jaitley providing rational and balanced views in a calm manner.

About FICCI Mr. Rashesh Shah said that FICCI was founded in 1927 and in this 91 years, FICCI’s relevance to the industry and to the country continues to grow with every passing year. FICCI has been always vital to the industry and its ability to continuously evolve and adapt to the changing times. FICCI has consistently managed to identify and tackle the most relevant threats facing industries. FICCI has been focusing on MSMEs, on startups, on women issues via FLO, amongst others have truly allowed members to be sensitive to the heterogeneous needs of FICCI’s diverse stakeholders.

Mr. Arun Jaitely in his address to FICCI members said if the current growth rate is maintained and if our global position is retained, India will be able to get out of the range of 7-8 per cent growth. He further said that in order to achieve this high growth target it was important to identify several unreformed sectors such as state road transportation, railways, dealing with urbanization, focusing on science & technology and research.

PHD Chamber of Commerce program on the topic ''India Towards a Shared Prosperity,

Economic Agenda for the next Five Years” addressed by Dr. Ajay Chhibber, Former

Economist, World Bank.

On the invitation of PHD Chamber of Commerce, Mr. K. S. Kunwar, Director General, ACFI attended a program organized by PHD Chamber of Commerce on 18th Dec' 2018 at 3.30 PM onward to deliberate on the topic “India Towards a Shared Prosperity, Economic Agenda for the next Five Years” specially addressed by Dr. Ajay Chhibber, Former Economist, World Bank, visiting Scholar Institute of International Economic Policy,

George Washington University, USA. As per Mr. Kunwar the main highlights of his deliberations and valuable inputs given by Mr. Chhibber to the queries of audience were as under

• India, needs reforms in many fronts to achieve the target of $6-7 Trillion Economy by 2030

• To achieve the above target India needs to address challenges of competitiveness to compete in the global market on many fronts with the economic and administrative reforms along with transformation in health, education, lab our, finance, police and judicial reforms.

• There is a need for India strengthen itself to compete the challenging global environment and succeed. • India is under spending in education and health which need to be addressed by increasing spend in

these two sectors by 3% on health and 6% on education of India’s GDP. Also, enhance public spent in the infrastructure sector,

• India's share in world trade is very low which needs to be strengthened and adding that India is not in global value chain which needs to be addressed in framing industrial policy of the country.

• The logistics cost in India is very high (13 - 14% of GDP) and should be brought down to 7-8%.

• As per the macro-economic situation and the high interest rates there is a need to reduce repo-rate by 100 basis points.

• India is under-performing hugely in tourism and mobility sector which needs to be focussed upon as the sector has the potential to create immense employment opportunities.

In his welcome remarks, Mr. Rajeev Talwar, President - PHD Chamber said that India in order to achieve the target of $6 - $7 Trillion Economy in the next 2030, country's Economic Agenda for the next 5 years should include reforming labour laws, reducing interest rates and reducing the cost of land which would enhance the growth in the manufacturing sector significantly.

ACTIVITIES OF “ACFI CHAPTERS”

ACFI Delhi Chapter meeting was held on 26th Nov’ 2018, Board Room, 3rd Floor, M/s. Skyways Air Services Pvt. Ltd, Mahipalpur, under the Chairmanship of Mr. Arvind Aggarwal. After deliberations, it was decided to organize half day awareness event on 24.01.2019 at DCSC, Cargo Terminal-2, IGIA, New Delhi. ADC has been invited to be the Chief Guest. Approximately 50 no’s of stakeholders are likely to attend the same.

After successful conduction of one day “Basic Cargo Awareness Program (BCAP)” on PAN India basis, ACFI covering almost 3000 trainees, the Task Pillar on Skill Development comprising of senior industry personnel, prepared a module of two days “Advance Air Cargo Training Program (AACTP)” comprising 10 sessions covering topics on the roles/ activities of the entire air cargo logistics segments i.e. Freight Forwarders, Customs Brokers, Cargo Terminal Operators, Airlines and the Customs processes/ documentation of Import, Export and Transshipment cargo. The concept and course contents of this training program was already launched by the than Hon’ble Minister of Civil Aviation Shri Ashok Gajapathi Raju Pusapati for the benefit of Air Cargo Industry in India contributing to Government of India’s Skill India plans.

The 1st ACFI Air Cargo Training Program (AACTP) was conducted on 11-12th December 2018 at Celebi Training Center, 1st Floor, Import Building II, International Cargo Terminal - 1, IGI Airport, New Delhi for the benefit of the entire air cargo logistics stakeholders.

The training program was inaugurated by the chief guest Ms. Vandana Aggarwal, Economic Advisor, Ministry of Civil Aviation (Mo CA). In his welcome address Mr Tushar Jani President ACFI thanked Ms Vandana Ji for sparing her valuable time to inaugurate this important training course and giving encouragement to the trainees from all the segments of the cargo trade. Ms Vandana Aggarwal in her inaugural speech sighted the importance of the skill training courses in the quality of processing & faster movement of international trade at the air gateway points of the country. She also desired that these cargo training courses should be affiliated with the Aerospace & Aviation Sector Skill Council (AASSC) and spread at all the airports across the country .

The above training program was attended by 38 nos. of participants from the entire air cargo logistics trade and were provided the course materials and training tools. The successful trainees were conferred certificates for having successfully completion of ACFI AACTP training program fruitfully. As per feedback received, all the participants appreciated ACFI AACTP training program which would help them to improve their day working. The scenario was aimed for the benefit of Air Cargo Industry contributing to Government of India’s Skill plans in the country.

M/s. Zeal Global Services Pvt. Ltd. joined the ACFI as General Sales and Service Agent and authorized representative Mr. Nipun Anand, Director. Zeal Global Services Private Limited is a Private incorporated on 13 February 2014. Zeal Global is a general sales agent (GSA) that looks after sales of all products including flight tickets and cargo space for its airline partners. As GSA to many airline units, zeal manages numerous responsibilities including insurance, rent, general office expenses and any travel within the country or region needed to promote and sell the product.

Achievements Released by DIAL as

under;-Delhi Airport recorded 1 Million Metric Ton Cargo handling in a year.

This feat is the result of several new initiatives undertaken by DIAL, such as dedicated Transshipment facilities, expansion of Cargo Terminal facility, development of Airport Cargo Logistics Centre (ACLC), Digitization and Technology advancement. Significant investments have been made in up-gradation and modernization of air cargo handling facilities at Delhi Airport in the last 10 years.

The significant growth in Civil Aviation and air connectivity over the years have also played a prominent role in facilitating cargo movements throughout the world. IGIA connects to 75 International and 67 Domestic destinations, served by around 64 Air Carriers and 16 Freighter airlines.

Commenting on the achievement, Mr. Videh Kumar Jaipuriar, Chief Executive Officer, DIAL, said, “Delhi Airport has been recognized as India’s Air Cargo Gateway for its handling capacity, efficient processes and service standards.

DIAL thanks and extends its sincere gratitude to all the Stakeholders and Trade partners for achieving this significant milestone. We look forward to working closely with our partners and stakeholders to sustain this growth and achieve bigger ones as we go along.”

DIAL is also recognized as the “Authorized Economic Operator Certified Airport” by Central Board of Excise & Customs’, Ministry of Finance, GoI, for making a significant impact amongst its stakeholders in promoting Delhi Airport as Cargo Hub Airport for the region and the world.

As per a report by ASSOCHAM, Air cargo contributes about 20% of Airlines revenue and involves a wide variety of service providers and employs nearly 70,000 persons in the country. Delhi Airport contributes 17.89% to the GSDP (Gross State Domestic Product), according to National Council of Applied Economic Research (NCAER).

Delhi International Airport Limited (DIAL) has been certified in Dec 2018 as “India’s First eAWB360 compliant Airport” by International Air Transport Association (IATA). This prestigious certification has been offered by IATA for DIAL’s continued pursuance of driving digitization in its air cargo handling processes.

While conferring the certificate to DIAL, Rodney D’Cruz, Assistant Director – Passenger & Cargo Services (India, Nepal & Bhutan), IATA, said, “Delhi Airport is the first Airport in the country to facilitate the adoption of eAWB360, which is a community approach to successfully growing eAWB penetration in a region”.

This magnificent achievement of DIAL in the new digital world, is a path breaking accomplishment for Air Cargo Industry and a glorious moment for the nation.

The e-Air Way Bill (e-AWB) solution allows the electronic filing of transportation document of an air cargo shipment to a Carrier or an Authorized Agent by a Freight Forwarder. E-AWB is an industry-wide initiative by IATA to replace paper Air Waybill (AWB). Among the documents, AWB or Air Consignment Note is the most important piece of non-negotiable transportation paper document in air cargo transportation issued directly by a carrier, or through its authorized agent.

DIAL always has strong focus towards digitization and automation of the processes to bring efficiency in entire air cargo supply chain at the DEL Airport and serve as Air Cargo Hub of the region with all-inclusive engagement of its Stakeholders and Regulatory Bodies.

Jet Airways promoter Naresh Goyal has agreed to sell his controlling stake in the cash-strapped

airline and give up operational control, multiple sources familiar with the matter told CNBC-TV18

on Wednesday.

"After multiple conversations with prospective investors, it's clear that investors would not want to

invest in Jet if Goyal retains his control over the company- operationally and from an equity

perspective," said a source familiar with the development.

Dark clouds for the Indian aviation industry will continue to hover around for around next four

years, according to ICRA. In a mid-yearly analysis, the credit rating agency said the domestic

aviation industry will need approximately 35,000 crore of equity infusion through turbulent times

ahead. Kinjal Shah, Vice-President and Co-Head, Corporate Sector Ratings, ICRA, “Listed airlines

like SpiceJet, Jet Airways and Indigo have reported a combined net loss of 3,640 crore in H1

FY2019 and together have lost 20 crore per day during H1 FY2019.”

In the last one month, budget airline IndiGo (InterGlobe Aviation Ltd) announced two discount

sales applicable on travel up to 15 April. The deals seemed attractive, with flight ticket prices

starting at 899, and one million seats on offer for each sale event. The announcements came at a

time when airlines operating in India approached the government to help them get unsecured

credit from oil companies and airports. More importantly, Jet Airways (India) Ltd, the country’s

oldest private airline, is struggling to keep flying, thanks to its high debt, bloated cost structure

and cash burn at current yields.

The government on Tuesday approved 100 per cent stake sale in state-owned airline Air India’s

ground-handling company Air India Air Transport Services Limited (AIATSL). The approval comes

at a time when the government is working on ways to revive the fortunes of Air India — estimated to

have debt burden of more than Rs. 500 billion, including sale of non-core assets.

DARBHANGA: Union Minister of Civil Aviation Suresh Prabhu Monday said the Centre would soon

announce the new Integrated Logistics and Air Cargo policy soon taking into account the interest

of all the stakeholders.

Hon’ble Minister of Civil Aviation Mr. Suresh Prabhu while addressing a function organized on the

occasion of laying foundation stone of Civil Enclave at Darbhanga Airport here, said the new

Integrated Logistics and Air Cargo policy will be formed considering every minute detail

pertaining to logistics and cargo to the best of the satisfaction of all stakeholders.

The Centre's proposal for strategic sale of Air India's profit-making ground-handling subsidiary

AIATSL has come as a shocker within the national carrier amid reports of government working on

ways to revive the fortunes of Air India. Sources said while the government machinery prevented

the sale of loss making ground handling arm AI-SATS that has an investment from Singapore, the

plan is to see that the proceeds from the sale of AIATSL are used to pay-off part of Air India's debt

that has a burden of more than Rs 50,000 crore including sale of non-core assets. AIATSL and

AISATS are two ground-handling companies of Air India.
