ORIGINAL: ENGLISH PROPOSED PROGRAM AND BUDGET OF THE PAN AMERICAN HEALTH ORGANIZATION

FOR 1976

The provisional draft of the proposed program and budget of the Pan American Health Organization for 1976 was reviewed at the XIX Pan American Sanitary Conference. The Conference recognized that the pro-visional draft contained much needed projects formulated in cooperation with the national authorities and it requested the Director to use it as the basis for the preparation of the program and budget estimates for 1976, after further consultation with the governments to determine their latest desires and requirements in relation to the health priorities of

the countries. The Conference further requested the Director to reexamine the original estimates for 1976 with a view to reducing the percentage in-crease proposed for 1976. The program has been reviewed with the Member Governments and the results embodied in Official Document 134. This docu-ment was discussed in detail by the Executive Committee at its 74th Meeting. As a result of this review, Resolution XIX (below) was adopted.

During the course of the reexamination of the draft program and budget, it was decided to reduce the percentage increase from 9.5 shown in Official Document 129 to 8.0, and the proposed program was reviewed in this light. However, in December 1974 the General Assembly of the United Nations approved

a new professional salary scale to be effective 1 January 1975. This made it virtually impossible to remain within the planned 8 per cent increase, which was already inadequate to keep up with the inflation and statutory cost

in-crease. Thus, the proposed program and budget for 1976 shows an increase of 8 per cent to cover part of the vegetative costs of the program, plus the cost of the salary increase, making a total percentage increase of 12.8.

estimates of the Pan American Health Organization for 1976 (Official Document 129) had been formulated in cooperation with national authorities;

Considering that the provisional draft is subject to further consultations with and study by the governments to determine their latest desires and requirements;

Having carefully examined the proposed program and budget estimates of PAHO for 1976 (Official Document 134); and

Bearing in mind Article 14-C of the Constitution of the Pan American Health Organization and Article III, paragraphs 3.5 and 3.6, of the PAHO Financial Regulations,
