AMENDMENT TO THE FINANCIAL RULES OF THE PAN AMERICAN HEALTH ORGANIZATION

The Director has the honor to report to the Directing Council that, in accordance with Financial Rule 101.3 he submitted to the

56th Meeting of the Executive Committee for confirmation, the amendment to the Financial Rule set forth in Document CE56/2, which is attached.

After considering the amendment to the Financial Rules, the 56th Executive Committee adopted the following

RESOLUTION V

"THE EXECUTIVE COMMITTEE,

Recognizing the importance of assuring that short-term consultant services planned as a part of the program of the Organization should be provided in full, even when the period of assignment has not been completed by the end of the financial year; and

Desiring to follow WHO practice with respect to obligations for short-term consultants,

RESOLVES:

1. To confirm the amendment to the Financial Rules of the Pan American Health Organization which adds the following sub-paragraph to Article III, paragraph 103.2:

(c) the entire costs relating to short-term consultants whose period of assignment may not have been completed

by the end of the financial year.

2. To request the Director to report this amendment to the

AMENDMENTS TO THE FINANCIAL RULES OF THE PAN AMERICAN HEALTH ORGANIZATION

In accordance with Financial Rule 101.3, the Director has the honor to submit to the Executive Committee for confirmation the amend-ment to the Financial Rules of the Pan American Health Organization

ex-plained and set forth below.

In execution of the program of the Organization it often occurs that short-term consultants planned for a particular year are not avail-able until too late to complete their services before the end of the calen-dar year. A budgetary problem is created since the budgeted funds are not utilized as planned, and in the following year the budget may not make provision for continuation of the consultant services. Under these cir-cumstances it is logical to adopt the procedure already followed by the World Health Organization, namely to permit the obligation of funds during the year when a STC starts to cover the entire period of assignment, in-cluding the portion which may have to be carried out in the succeeding year. It is therefore proposed to amend Article III - Appropriations, paragraph 103.2 of the Financial Rules to include a new sub-paragraph (c), after which the full text of the paragraph (the new portion underlined) would read as follows:

"103.2 Appropriations shall remain available to the extent that they are required to discharge obligations in respect of goods supplied and services rendered in the financial year, and to liquidate any other outstanding legal ob-ligations of the year. The Director is author-ized to charge as an obligation against the annual appropriations:

(a) the costs, including transportation, of operational supplies and equipment and the cost of publications for which

contracts have been entered into by

(b) the full estimated cost of a fellowship;

(c) the entire costs relating to short-term consultants whose period of assignment may not have been completed by the end of the financial year."

In view of the foregoing, the Executive Committee may wish to con-sider a resolution along the following lines:

PROPOSED RESOLUTION

THE EXECUTIVE COMMITTEE,

Recognizing the importance of assuring that short-term consultant services planned as a part of the program of the Organization should be provided in full, even when the period of assignment has not been completed by the end of the

finan-cial year; and

Desiring to follow WHO practice. with respect to ob-ligations for short-term consultants,

-RESOLVES:

1. To confirm the amendment to the Financial Rules of the. Pan American Health Organization which adds the following -sub-paragraph to Article III-, paragraph 103.2:

(c) the entire costs relating to short-term consultants whose period of assignment may not have been completed by the end-of the financial year.
