Before you is the Book of Abstracts and Proceedings for the SARM International Conference which is also the final conference of the project entitled "Sustainable Aggregate Resource Management". This Abstracts and Proceedings brochure presents a variety of activities of the SARMα project, as well as contributions from experts outside the SARMα project consortium.

Given the unique features of mining LCAs, this paper presents a common methodology implemented within the EU SARMa project to drive adoption of LCA in the aggregates industry in Southeastern Europe.

Influence of quarrying on flood risk. Case study: modelling and prediction of the natural and anthropic hazard on Ialomita River

The downstream migration of the meander appears to be in response to the constraint imposed by bank armoring and secondarily by the anthropic intervention. The results are useful not only for local and regional land use management programs, but also for preserving the area and preventing the processes caused by natural and anthropic factors.

Providing a Sustainable Supply Mix of Aggregates: State-of-the- art in South-East Europe

The aim of the research conducted from 2001 to 2010 on a river with a length of 2 km was a complex sedimentological study of slopes and alluvial bodies of the Ialomita River (left tributary of the Danube). Thus, a more harmonized approach is highly desirable, and also achievable by adopting some of the best practices identified by the SARMa project.

Rehabilitation of landscapes degraded by stone, clay and sand exploitation – case studies from Serbia

Technical rehabilitation, followed by biological rehabilitation and management of the degraded mining area are the generally accepted methods for eliminating the consequences of mining in nature. To mitigate the harmful consequences of open pit mining development, mining should be followed by biological rehabilitation of mine banks and degraded landscape management in order to establish diverse vegetation and other ecosystems in the tailings piles.

Utilization of Dimension Stone Quarry Waste as Aggregate in Concrete

The paper presents several case studies of possible revitalization and multifunctional uses after mining of small-scale mining of stone, gravel, clay and other raw materials in Serbia.

SWOT Analysis as a tool in the C&D debris management after catastrophic events

In this context, firstly the recycling of earthquake debris and secondly an accurate assessment of the demand for minerals are some proposed solutions. In conclusion, some recommendations are provided to plan the amount of construction materials needed for the reconstruction of the area and to orient post-earthquake policies towards greater environmental protection.

A GIS conceptual model to support aggregates resource efficiency and sustainability

To achieve these goals, a Strengths, Weaknesses, Opportunities and Threats (SWOT) analysis is suggested. Evaluating the advantages, disadvantages, opportunities and threats for the use of natural aggregates (NA) or for the use of recycled aggregates (RA) derived from seismic residues in the reconstruction process allows for a more accurate assessment of the situation and making decisions that could have a greater impact on the territory.

Key requirements for a sustainable aggregate supply and management on the local level

The Aggregates Sector in the Context of Future of European Funding Systems

The partnership for non-energy raw materials for a modern society, as well as within the activities of the European Technology Platform for Sustainable Mineral Resources, the aggregates sector must find its position to face future challenges.

Airborne geophysical survey in Kosova

In a small country like England, with one of the highest population densities in the world, competitive pressures on land make it increasingly difficult for the aggregates industry to find environmentally acceptable places to work. This paper describes the current aggregate supply mix in England, how the managed aggregate supply system is implemented through national and local mineral planning policy, why aggregate supply monitoring is critical to both the supply system and informing policy. future planning, and the current uncertainty over the future of the system.

Management and sustainable development of aggregates quarries examples from center and south of Romania

Quarrying requires a permanent balance between predetermined regulation, adaptation to local realities and initiative by local operators of the quarry being worked. The development plans and the preparation of an effective exploitation documentation represent an essential component of activities carried out in connection with the mining and exploitation of a deposit and aim at the concrete development of the de-rocked areas.

Illegal quarrying – a problem to be solved Marcel MARUNTIU

The companies that study the cases limit the negative impact of the environment through the mining works in the plans of development that include the necessary elements for a completely safe work. Speeding up the licensing procedures which will have a positive side effect in preventing illegal quarrying activities.

Sustainability development of aggregates supply in cross border areas based on the National, Regional and EU Policies

Transparency of licensing procedures and social dialogue can be the way to improve the identification of illegal activities by increasing public interest related to quality of life, properties, environmental quality;.

National mineral resource database as a support for mining sector Duška ROKAVEC 1 , Katarina HRIBERNIK 2 , Jasna ŠINIGOJ 3

The organizational structure of the project was hierarchical, starting from the local level, the quarry level, expanding to the regional/national level and ending with the transnational one. As a result, the project took a bottom-up approach, starting from the level where the most impacts and costs are generated to the level where the most benefits are consumed.

Aggregates Supply in Serbia

Since the project is a strictly time-bound activity, the later activities would start before the early activities were fully completed. The main outputs of the project are the messages placed in one to several pages of the project documents (recommendations, action plans, etc.) which are the result of extensive preliminary work.

Collision of laws Ivana ŠIMIĆ

The majority of igneous rocks are used for road construction (diabase, andesite, dacite), while granite is used for dimension stone and more in the ceramic industry (various varieties of kaolin). In 2009, the EU Commission approved the project entitled "Sustainable Aggregates Resource Management" (SEE/A/151/2.4/X – SARMa), which they jointly finance with the ERDF.

This means that improved access to raw materials must be pursued using a globally balanced approach in which ecological, economic and social factors are fully and equally taken into account. Such a partnership, involving experts, authorities and other stakeholders, would encourage the development of innovative solutions for managing raw materials along the entire value chain, including exploration, extraction, processing, recycling and substitution.

Kosovo Quarry Plan

The Environmental Kosovo Quarry Plan provides a comprehensive inventory of the construction raw materials of Kosova. Expansion of mineral industry to meet the demands of the neighboring countries (strengthening the export potential of Kosovo). The aggregates sector is one of the most important suppliers of non-energy raw materials for the European economy.

One promising way could be the active participation in the framework of the ETP SMR. European Commission Staff Working Paper, SEC Analysis of the competitiveness of the non-energy extractive industry in the EU.

Production of aggregates: In the area of our research (districts of Vlore, Gjirokastra and Korca), there are 73 companies that use aggregates. Transportation is a major factor in determining the delivered price of aggregates – as the cost of transportation from plant to market can exceed the selling price of the product. Limestones are used for local use, the flow of aggregates consists mainly of decorative stones (Berat, Saranda, Gjrokaster).

National mineral resource database as a support for mining sector

Within the framework of the Mineral Resources of Slovenia database, GeoZS in the role of mining civil service has also developed a database of mining concessionaires. It consists of the process of defining the data dictionary and the content of the database. The third stage of establishing the data collection consists of the physical data presentation.
