This report provides an update for members on conditions in the private rented sector in Bradford County and the impact of legislative changes on the sector, including those relating to energy performance certification. Fuel poverty affects 15% in the owner occupied sector, 28% in the private rented sector and 18% in social rented (10% income definition). The highest concentration of all HHSRS hazards and fuel poverty is found in the wards of City, Manningham and Bowling and Barkerend.

It can be difficult for private landlords to make a business case to justify investing in shares at the lower end of the PRS market, as it tends to provide low rents and any energy efficiency improvements to the property are unlikely to attract a higher rent or significantly increase the potential sale value. Improving housing conditions in the district will positively affect those groups and individuals who suffer multiple disadvantages related to poor quality and inadequate housing. The interventions that the Housing Standards team undertakes to improve the quality of private rental stock will help create a more sustainable housing stock for the borough.

SUMMARY See Summary Statement

The format for the publication of the draft strategy and the long-term annual report (for the action plan and KPI) are presented to the committee in the proposed final form. The improved structure of the cycle strategy uses three key areas relating to environment, promotion and cooperation, focusing on different objectives. The presentation of the cycle strategy as presented to the committee is expected to be finalized subject to comments from members.

The first of these will be the Cycle Cities Conference on 11 and 12 May 2017. Please see the attached document 'Action Plan - Top 10 Priorities' for full details of key issues. Some of the actions of the Action Plan can lead to the creation of other documents that can be formally approved by the authority and in turn attached to the strategy (eg Road Network Strategy) subject to appropriate political consideration .

This means that the content is not binding on the authority, but also that the partnership behind it has relative freedom to set out their ambitions for bicycle development. As a document that is only endorsed rather than adopted, the strategy has reported only to Environment and Waste E&D. As an approved document, the Cycle Strategy does not impose any direct obligations on the authority in terms of finances or resources.

It is likely that partners' expectation of delivery will increase in conjunction with this document, but this will be managed as set out in section 5 below. An important part of the strategy is improving cycling safety by improving infrastructure and training opportunities.

The drop between the two years is largely a reflection of the move from delivering works on site to designing new schemes (design is a lesser expense). The seemingly severe difference between the two years is mainly due to an ongoing cycle delivery program entering a design phase where 5km of work is to be delivered with on-site work commencing in the 2017-18 year. 2016-17 was a year where cycling promotion activities saw a huge boost with the huge success of the Cycling UK Big Bike Revival and the rise of the 'Capital of Cycling'.

An important part of the CityConnect program (which CS1 built and is working on the further 5 km of routes), this program started in 2016-17. It will be boosted in the year 2017-2018 by being part of the Access Fund program. The Sky Ride and Breeze programs are run by British Cycling and aim to get the population more active.

As space is at a premium in the valley's corridors, we must therefore work harder to make sure cycling is a safe and attractive activity in these busy environments. All the above factors require us to develop a strong strategy to understand what infrastructure is required. In turn, we need to deliver that infrastructure to make that network a great place for bike rides that can be undertaken with confidence for everyone from 8 to 80 years old and at all levels of physical ability.

The Schematic Network Map provides a first indication of how a Cycle Network Map and the individually numbered routes of that network begin to take shape with continuous direct routes providing cycle journeys through the district's various urban and rural settings. Each route is numbered and would have relevant signage on the route to make travel and destinations across the county easy and accessible. The above route map and ambitious destination development ideas provide a vision for a bespoke cycling network of the future.

With the CityConnect program we see a step change with national leading ambition in the delivery of the Cycle Superhighway between Leeds and Bradford, on the Canal Road Corridor and with further improvements to the Leeds-Liverpool Canal towpath. But there are still many gaps that make our network disjointed and some journeys remain difficult for many to get on a bike with confidence. Of course, we must also recognize that where infrastructure is developed, its ongoing maintenance is just as important.

Surface improvements, street cleaning, parking issues, winter maintenance, positive volunteer ranger engagement and the long-term sustainability of hubs are all vital considerations in a long-term approach to delivering a great cycling network. In addition to improving roads and sites, we need to improve information on how to navigate the local network. We know this vision is just the beginning and with our Action Plan we will tackle the issues in order to deliver a high quality cycling network that is accessible to all.

This map gives an indication of our understanding, at the time of publication, of the Bradford Cycle Network, what has already been delivered and where we need to make further investment to deliver that commissioned network. This report presents an overview and work program of the environmental and waste management control committees for 2016/17.
