O programa FSE+ pode ser um ótimo ponto de partida na melhoria dos cuidados de saúde e nas reforças necessárias para tornar os sistemas de saúde mais eficientes e resilientes, mas está essencialmente assente em incentivos financeiros para cada país individualmente. Um dos objetivos específicos do atual Programa de Saúde da UE é proteger os cidadãos da UE contra graves ameaças sanitárias transfronteiriças como a pandemia COVID-19 (Commission, 2020c). Contudo, tal como observado a ajuda financeira parece não ser suficiente para o cumprimento dos objetivos propostos com um aumento da despesa per capita em saúde a relacionar-se com aumento do número de casos por COVID-19.
No entanto, o modelo econométrico apresentado pode apresentar várias limitações devido ao facto de haver outras variáveis socioeconómicas, não apresentadas, que possam influenciar o número de casos por COVID-19. A literacia em saúde da população pode ser um fator que influencia diretamente o grau de mitigação das medidas governamentais, especialmente aquelas sem carácter obrigatório, que são apenas forças de recomendação. O modelo em questão não usou medidas socioeconómicas que podem influenciar o estado geral de saúde e predispor a doença como a taxa de empregabilidade e o nível de escolaridade (que nem sempre se relaciona diretamente com a literacia em saúde). Características demográficas também podem influenciar o outcome estudado nomeadamente a percentagem de população mais jovem (abaixo dos 25 anos) que parecem ser frequentemente assintomáticos e por isso um grande veículo transmissor de doença COVID-19.
Esta dissertação permitiu ainda pensar sobre eventuais linhas de investigação futura de forma a colmatar as limitações anteriormente apresentadas. Assim. sugere-se uma avaliação de outras variáveis com possível peso na evolução da pandemia COVID-19, como a revisão da literacia em saúde nos países da EU; uma colheita de dados referentes ao acesso a plataformas de informação e seu correto manuseamento. O conhecimento da organização dos cuidados de saúde primários e o nível de cobertura nacional de cada país também seriam bons indicadores de estudo para avaliação em contexto de epidemias tal como sugerido pela OCDE.
Em conclusão, os resultados deste trabalho, nomeadamente a ausência de fator protetor nas medidas de mitigação da pandemia COVID-19 adotadas pelos diferentes países da UE e Reino Unido espelham a necessidade de se repensar as políticas europeias de saúde e a organização dos sistemas de saúde para que estes sejam mais eficientes na forma como lidam com ameaças transfronteiriças como as epidemias.
