Topic 9: ANNUAL REPORT OF THE-DIRECTING COUNCIL TO THE

PAR-TICIPATING GOVERNMENTS: . ...

Background

According to Article 8-E of the Constitution of the Pan American Sanitary Organization, an article that defines the

functions of the Directing Council of the Organization, "the Council shall submit an annual report to the participating Government s."

For this purpose it has been the custom of the Directing Council to appoint a Committee charged with drafting the said Report.

Experience has shown that this Drafting Committee has, in practice, encountered almost insuperable difficulties in per-forming its duties, both because it had little time at its dis-posal and because its members were obliged to attend the plenary sessions and committee meetings at which matters of interest to their respective countries were discussed.

The General Committee of the V Meeting of the Directing Council had to deal with this situation at its Sixth Session, held on 2 October 1951. At this session, the Representative of Argentina stated that if the procedure employed until then was difficult to carry out,another sh6uld be found. The Repre-sentative of the United States suggested that the Final Report containing the resolutions of the Directing Council, together with the Report of the Director, might constitute the Report of the Directing Council to the Governments of the Member

States. This point of view was supported by the Representative of Brazil.

At the eleventh plenary session of the Directing Council the Representative of Guatemala, appointed as rapporteur of the Committee charged with drafting the Report, suggested that the

Final Report of the Meeting of the Directing Council and the Report of the Director of the Pen American Sanitary Bureau be sent in the future to the Governments of the Member States as the Annual Report of the Directing Council.

This proposal of the Representative of Guatemala was

as an Addendum to the Final Report of the V Meeting of the Di-recting Council.
