The XIX Pan American Sanitary Conference, XXVI Meeting of the Regional

I

Committee of the World Health Organization for the Americas, was held in the

Headquarters Building in Washington, D.C., from 30 September to ii October

1974, in accordance with the convocation issued by the Director of the Pan

American Sanitary Bureau and confirmed by the Executive Comittee in

Resolution II approved at its 72ndMeating.

PARTICIPANTS

Barbados, Bolivia, Brazil, Canada, Chile, Colombia, Costa Rice, Cuba, Ecuador,

E1 Salvador, France, Guatemala, Guyana, Haiti, Honduras, J-m-ice, Mexico,

Kingdom of the Netherlands, Nicaragua, Pan-m-, Paraguay, Peru, Trinidad and

Tobago, United Kingdom, United States of America, Uruguay, and Venezuela.

The Executive Co-,-ittee of the Directing Council of the Pan American

Health Organization was represented by its Chairman, Dr. Everardo Gonz_lez

" G_ivez, in accordance with Rule 32 of the Rules of Procedure of the Conference

and Rule 14 of the Rules of Procedure of the Executive Committee. The

Conference was also attended by Dr. H. T. Mahler, Director-General of the

INAUGURAL SESSION

The inaugural session was held on 30 September at 10:30 a.m. The ses

-sion was opened and a speech was made by Dr. Aden Godoy Jim_nez, Vice-President

of the XVIII Pan American Sanitary Conference, pursuant to Rule 22 of the Rules

of Procedure of the Conference. Addresses were then delivered by Dr. Charles

C. Edwards, Assistant Secretary for Health of the United States of America,

AGENDA

In accordance with Rule 9 of the Rules of Procedure, the provisional

agenda (Document C8P19/1, P_v. 2), presented by the Director, as amended to

include an additional item on "Creation of a Standin 8 Committee for Relief

_'_ in Emergencies", in accordance with Rule i0 of the Rules of Procedure, was

approved at the second plenary sessien.

WORKING GROUPS

Seven working groups were established. The first, composed of the

Delegates of Ecuador, Jamaica, and the l_ited States of America, considered

the question of the implementation of Article 6-B of the Constitution in

respect of countries which were over two years in arrears with their co

n-tributions. The second, composed of the Delegates of Costa Rica, Honduras p

and Venezuela, was appointed to study the draft resolution submitted by the

in emergencies, with a view to preparing a new draft resolution incorporating

the views expressed in the course of the discussion. A third group, composed

" of the Delegates of Cuba, France, Honduras and Venezuela, met to reconcile

in a new resolution the various comments made during the discussion. A fourth

group was responsible for ex-m_ning proposed topics for the Technical Di

scus-sions to be held during the XXIII Meeting of the Directing Council of PAHO,

XXVII Meeting of the Regional Committee of the World Health Organization for

the Americas. It was composed of the Delegates of Bolivia, Nicaragua and

Trinidad and Tobago.

The fifth, composed of the Delegates of Cuba,France, Honduras and Venezuela,

had the task of reconciling the points of view put forward during the di

scus-sion on the draft resolution PR/4, Rev. 2,relating to the creation of a st

and-ing committee for relief in emergencies. The sixth working group was appointed

at the eleventh plenary session with a view to preparing a draft resolution on

a future study of the technical discussions. It was made up of the delegates

of Costa Rica, Cuba and the United States of America. Finally, the seventh

group, composed of the delegates of Jgm-ica, Uruguay and Venezuela, undertook

to round off a draft resolution proposed by the Delegation of Uruguay on a

study of the problem of blood and its derivatives in the Region of the Americas.

- TECHNICAL DISCUSSIONS

The Technical Discussions, which were held on 4 October 1974, dealt

with the topic of "Studies and Strategies to Reduce Morbidity and Mortality

from Enteric Infections"_ which had been selected by the XXIII Meeting of

the Directing Councll held in 1973. The officers of the Technical Discussions

REQUEST OF THE GOVERNMENT OF THE CONMONNEALTHOF THE BAHAMAS

FOR M_4BERSHIP IN THE PAN AMERICAN HEALTH ORGANIZATION

THE XIX PAN AMERICAN SANITARY CONFERENCE,

Having examined the formal request for membership in the Pan American

Health Organization made by the Minister of External Affairs of.the Commo

n-wealth of The Bah-m-s on behalf of his Government, in a letter dated

26 February 1974;

Considering that the Government of the Commonwealth of The Bahamas

has declared its willingness to assume all the obligations set forth in

the Constitution of the Pan American Health Organization, to comply with

the provisions of the Pan American Sanitary Code as modified by the A

ddi-tional Protocol of 24 September 1952, and to contribute by means of a

quota assessment to the financial support of the Organization; and

Bearing in mind the recommendation of the Executive Committee co

n-tained in Resolution I of its 72nd Meeting,

RESOLVES:

i. To approve with satisfaction the request of the Commonwealth of

The Bah-m_s for membership in the Pan American Health Organization.

To instruct the Director to transmit this decision to the

. Governments of the Organization.

Having examined the Annual Report of the Chairman of the Executive

Committee, Dr. Everardo Gonz_lez G_ivez, Representative of Panama (Document

CSP19/22), on the work of the Committee from October 1973 to the present,

during which period its 71st and 72nd Meetings were held; and

Bearing in mind the provisions of Article 9-C of the Constitution

of the Pan American Health Organization,

RESOLVES:

To approve the Annual Report of the Chairman of the Executive Com

-mitteeD Dr. Everardo Gonz_lez G_ivez, Representative of Panama (Document

CSP19/22), and to commend him together with the other Members of the Co

QUADRENNIAL (1970-1973) AND ANNUAL (1973) REPORTS OF THE DIRECTOR

OF THE PAN AMERICAN SANITARY BUREAU

THE XIX PAN AMERICAN SANITARY CONFERENCE,

Having examined the Quadrennial (1970-1973) and Annual (1973)

Reports of the Director of the Bureau, on the activities of the Pan American

Health Organization during the period between the XVIII and XIX Pan American

Sanitary Conferences (Official Document 131); and

Considering the terms of Article 4-F of the Constitution of the

Pan American Health Organization,

RESOLVES:

To approve the Quadrennial and Annual Reports of the Director of the

Bureau (Official Document 1317 to the Governments of the Pan American Health

Organization, to commend him on the work accomplished in the past four years

and on the form of presentation of the Reports, and to extend its commendation

to the staff of the Bureau.

CHANGE IN QUOTA ASSESSMENT FOR THE UNITED KINGDOM

THE XIX PAN AMERICAN SANITARY CONFERENCE,

Recognizing that the Commonwealth of The Bahamas has been independent

during all of 1974; and

Bearing in mind that the quota assessment for 1974 for the United Kingdom

included an amount for the Commonwealth of The Bahamas,

RESOLVES:

To reduce the net quota assessment for the United Kingdom from $55,247

_'_ to $43,415 for financial year 1974.

QUOTA CONTRIBUTION FOR THE GOVERNMENT OF THE BAHAMAS

THE XlX PAN AMERICAN SANITARY CONFERENCE,

Having approved the request of the Commonwealth of The Bahamas for

admission to membership in the Pan American Health Organization;

Recognizing that Financial Regulation 5.8 provides that new Members

shall be required to make a quota contribution for the year in which they

become Members, and,

Bearing in mind that the quota assessment should be based on an

"equivalent percentage" in relation to the scale adopted by the General

_._ Assembly of the Organization of American States, in accordance with

Article 60 of the Pan American Sanitary Code, but not in excess of the

per capita contribution of the largest contributor,

RESOLVES:

i. To base the quota assessment for the Commonwealth of The Bahamas for 1974 on an "equivalent percentage" of .06.

2. To establish the net assessment for 1974 at $11,832.

Whereas, Member Governments appearing in the scale adopted by the Council of the Organization of American

States are assessed according to the percentages shown in that scale, in compliance with Article 60 of the tk=. Pan American Sanitary Code; and

Whereas, other Member Governments and Participating Governments ere assessed on the basis of percentages which would be assigned to such countries if they were subject to the OAS scale; now, therefore,

(2) This column includes the OAS percentages adding to 100% and the quivalent percentages applicable to other Member Governments and Participating Governments. The OASscale minimum assessment is 0.19% or per capita contribution equal to that of the largest contributor, whichever is smaller. The OAS scale was approved by Resolution AG/RES.147(IV-0/74) at its Fourth Regular Meeting of the General Assembly. (5) This column includes estimated amounts tobe received by the respective Member Governments in 1975 in

respect of taxes levied by them on staff members' emoluments received from PAHO, adjusted for any di f-ference between estimate and actual for the second preceding year. For the United States of America,

the $1,603,000 represents an estimate for 1975 of $I,010,000 plus $593,000 to cover requirements which were underestimated for the years 1969 through 1974.

ELECTION OF THE DIRECTOR OF THE PAN AMERICAN SANITARY BUREAU

THE XIX PAN AMERICAN SANITARY CONFERENCE,

Bearing in mind Article 4, paragraph E, as well as Article 21,

paragraph A, of the Constitution of the Pan American Health Organization,

which provide that the Pan American Sanitary Bureau shall have a Director

elected at the Conferenceby the vote of a majority of the Governments of

the Organization;

Bearing in mind Article 45 of the Rules of Procedure of the Co

nfer-ence, which provides that the Director of the Bureau shall be elected by

any number of votes greater than half the nigher of the Governments of the

Organization;

Bearing in mind Article 4 of the Agreement between the World Health

Organization and the Pan American Health Organization, and Articles 49 and

52 of the Constitution of the World Health Organization, which establish

the procedure for the appointment of the Regional Director of the World

Health Organization; and

Seeing that the election of the Director of the Bureau has been held

in accordance with the aforestated procedure,

RESOLVES:

i. To declare Dr. H_ctor Acu_ Monteverde Director of the Pan American

Sanitary Bureau for a period of four years to begin 1 February 1975.

2o To inform the Executive Board of the World Health Organization

of the designation of Dr. H_ctor Acu_a Monteverde_ for appointment as

Regional Director for the Americas.

REPORT ON THE COLLECTION OF QUOTA CONTRIBUTIONS

THE XlX PAN AMERICAN SANITARY CONFERENCE,

Having considered the report of the Director on the collection of

quota contributions (Document CSP19/3 and Addendum);

Having heard the report of the working party appointed to study, the

application of Article 6-B of the Constitution in the case of countries in

arrears more than two years; and

Bearing in mind the importance of prompt and full payment of quota

contributions to assure financing of the authorized program and budget and

to maintain the Organization in a sound financial condition,

RESOLVES:

i. To take note of the report of the Director on the collection of

_'_, quota contributions (Document CSP19/3 and Addendum).

2. To approve the report of the working party, as well as its

recommendation that the Delegates of Bolivia, Haiti, and Paraguay be

permitted to vote during the XIX Pan American Sanitary Conference.

3. To thank the Governments that have already made payments in 1974

and to urge the other Governments to pay their outstanding balances of

arrears and current year quotas as soon as possible so that the work of

the Organization can continue and the financial burden of its program be

fairly spread among all Members.

4. To again direct the attention of Governments to the provisions

of paragraph 5.4 of Article V of the Financial Regulations of PAHO which

in part reads as follows: "Contributions shall be considered as due and

Considering that the Governments of Bolivia, Jamaica, and the

United States of America were elected to the Executive Committee on the

termination of the periods of office of Barbados, Canada, and E1 Salvador,

RESOLVES:

i. To declare the Governments of Bolivia, Jamaica, and the

United States of America elected to the Executive Committee for a period

of three years.

2. To thank the Governments of Barbados, Canada, and E1 Salvador

for the services rendered to the Organization by their representatives on

the Executive Committee.

REVIEW OF THE FIFTH GENERAL PROGRAM OF WORK OF WHO, 1973-1977,

RELATING IT TO THE TEN-YEAR HEALTH PLAN FOR THE AMERICAS

THE XIX PAN AMERICAN SANITARY CONFERENCE,

Having heard the report of the Director (Document CSP19/14) on the

evaluation of the Fifth General Program of Work of the World Health Organiz

a-tion, 1973-1977;

Considering that the WHO Fifth General Program of Work was used as

the basis for the preparation of the Ten-Year Health Plan for the Americas;

and

_'_ Emphasizing that the Ten-year Health Plan includes not only the areas

of major importance of the Fifth General Program of Work of WHO but also

establishes quantitative goals and suggests strategies for reaching them,

RESOLVES:

i. To advise the Director-General of the World Health Organization

that the Fifth General Program of Work constitutes the basis of the Ten-year

Health Plan for the Americas.

2. To emphasize that the policy of the Pan American Health Organization

is aimed entirely at assisting the countries in order to achieve the objectives

established in the Plan.

3. To point out that the difficulties encountered are primarily due

to financial and organizational problems which the national authorities and

the Organization's Governing Bodies are endeavoring to overcome.

4. To request the Director-General of WHO that, in the preparation

of the Sixth General Program of Work of that Organization, he take into

account the Ten-year Health Plan for the Americas since it contains more

specific and definitive objectives.

THE XIX PAN AMERICAN SANITARY CONFERENCE,

Havin8 examined Document CSP19/17, Ray. 1, containing certain reso

lu-tions of the Fifty-third Session of the Executive Board of WHO and the Twent

y-seventh World Health Assembly, presented to the Conference as Regional Committee

of WHO for the Americas; and

Taking note of the information furnished by the Director of the Pan

American Sanitary Bureau on the activities being carried out in the respective

fields,

RESOLVES:

i. To take note of the resolutions of the Executive Board and the

World Health Assembly contained in Document CSP19/17, Ray. 1.

2. To transmit to the Director-General of WHO the information on

the activities being carried out with reference to these matters in the

Region.

3. To request the Director of the Bureau to continue to provide the

country health authorities, in coordination with WHO, with the aid they need

in order to intensify and expand their activities in the specific fields

referred to in the above-mentioned resolutions.

Having taken note of Resolution EB 53.R.38 of the Executive Board

Bearing in mind the importance of health education in enlisting the

effective support of the community for health programs,

RESOLVES:

i. To recommend to the Governments that they introduce the teaching

and practice of health education at all levels of education, from primary

school to university.

2, To request the Director to provide assistance to the countries

that request it.
