In accordance with foreign policy guidelines and priorities established by the current Government, Brazilian technical cooperation has increased, intensified and strengthe-ned the country’s presence in the South-South context. The emphasis on cooperation between developing countries, also known as horizontal cooperation, or South-South cooperation, not only results in a greater inclusion of countries benefiting from Brazilian government actions in different continents, such as Africa, South America and the Cari-bbean, Oceania and Asia, but also in the diversity of national partners involved. These include, not only traditional cooperation institutions, such as EMBRAPA, FIOCRUZ, FARMANGUINHOS, SENAI, SEBRAE, but also representatives from the private sector, civil entities, especially, Non-governmental Organisations (NGOs).

In addition to traditional areas of interest, such as agriculture, education, technical trai-ning and qualification, the environment and health, Brazil has increasingly provided co-operation on issues that have become of pressing contemporary importance, such as the prevention of child labour and other areas involving social violence, as well as in matters related to the restoration of citizenship, with projects developed in the area of digital in-clusion.

New issues, such as bio-fuels/ethanol, are now included in the cooperation activities offered to developing countries, which have similar problems to those in Brazil and where the know-how and techniques developed or adapted in this country may be assimilated at a low cost and with a high degree of success.

In this context, this publication aims to describe technical cooperation projects that Brazil has carried out, through the Brazilian Cooperation Agency – ABC, in developing countries, divided by continent and country, so as to provide an overall view of the wide spectrum of Brazilian activities in this area. With this aim in mind, projects already in progress are listed, together with their objectives, the institutions involved in carrying out and coordinating these projects, as well as the relevant funding provided by Brazil.

During the last few years, and without neglecting other regions, the Brazilian Coope-ration Agency - ABC has concentrated its efforts in Latin America and, in particular, in South America. To this end, there are presently 119 projects being carried out in different areas of interest, in Argentina, Bolivia, Colombia, Ecuador, Guyana, Paraguay, Peru, Su-riname, Uruguay, and Venezuela.

Haiti, Jamaica and the Dominican Republic and Ba-sic Cooperation Agreements have been signed, sin-ce 2005, with various English-speaking Caribbean countries: Saint Lucia, the Community of the Baha-mas, Saint Kitts & Nevis, Antigua & Barbuda, Domi-nica, Saint Vincent & the Grenadines and Grenada, and projects already established with Barbados, Ja-maica and Trinidad & Tobago have been increased.

On the African Continent, in addition to traditio-nal cooperation projects with Portuguese-speaking countries, Brazilian cooperation has been extended to include the continent almost in its entirety, reflec-ting the importance being given to this region by the current Government of Brazil, as underlined by the opening of new embassies and official visits by the President of the Brazilian Republic as well as by the Minister of State, which have done much to establish closer and stronger bilateral relations in the region.

In Africa, 125 cooperation projects are being carried out in different areas, covering a wide range of issues, such as measures taken to treat and to prevent the occurrence of malaria, tropical agriculture, the envi-ronment, good government and the strengthening of State institutions, food safety programmes, the ma-nufacture of handcrafts, electoral training, biofuels, the management and handling of solid residues, the construction of cisterns and the collection of rainwa-ter, amongst others.

Countries receiving South-South cooperation in-clude: Angola, Algeria, Benin, Botswana, Burquin Faso, Cape Verde, Cameroon, Egypt, Gambia, Guinea-Bissau, Mali, Morocco, Mozambique, Na-mibia, Nigeria, Kenya, San Tome & Principe, Se-negal, Zambia and Zimbabwe.

Note: International technical cooperation, on its operational level, is carried out by means of projects defined according to specific objectives, carried out one at a time and according to demand, the degree of complexity depending on time restric-tions, the number of persons and funding involved. A specific technical cooperation action or activity may involve a single individual, for a relatively short period, such as a week, or be carried out by large teams, during an extended period. This is why it is necessary to make the distinction between an isolated activity and a project. The first is an instrument created with a well-defined and specific objective, which is complete in itself, a precise undertaking, which aims to meet one single demand, with a reduced budget. It is not linked to any other activity, is less complex, on a small scale and lasts a short period of time.

The second form of cooperation – called a project – is an operational working unit of cooperation activities, by which means external funding is transformed into a joint fund to be used for a single objective, organised and programed to meet previ-ously identified requirements.

In accordance with the United Nations Programme, all projects should include a time limit by which the desired results should be achieved, as well as a working plan, a funding program and an estimate of costs involved.

In Asia, Brazilian cooperation has been present in East Timor, even before its independence, with projects in areas such as professional qualification, business training and social progress; the transfer of coffee production know-how; community lite-racy programmes; long-distance teacher training and programmes student classes via television courses (Telecurso); business and management training; cooperation in HIV/AIDS, and support to strengthen the Justice system.

In the Middle East, 7 initiatives have been developed with Lebanon, involving projects to reconstruct the country.

The Brazilian government expects South-South Co-operation to continue to grow during the coming years, and that this should become an important instrument of foreign policy, to bring Brazil closer to developing countries. The main purpose of Brazilian cooperation is to contribute, as rapidly and effectively as possible, towards the social and economic develo-pment of partner countries, since its main aim is to help strengthen the recipient country’s national ins-titutions, and should not, therefore, be tied to, or be used in any form as a pre-investment, or be linked to any commercial objective since such cooperation is directed by the principle of partnership being used for development.

This publication, which has been prepared with in-formation provided by the Brazilian Cooperation Agency - ABC, proposes to present a wide view of Brazilian activities in South-South cooperation, so as to promote a greater understanding of the efforts being made by Brazil in favour of develo-ping countries.

1) Exploratory Mission of experts at EMBRAPA Vegetable Production Research sector (Brasilia-DF) and the EMBRAPA Semi-Arid sector (Petrolina-PE) with the aim of preparing Brazil-Argentina technical co-operation projects in haiti. This project, which is being coordinated by the Brazilian Cooperation Agency (ABC) and carried out by the Brazilian Agricultural and Livestock Research Corporation (EmBRAPA), on behalf of Brazil, and by the ministry of foreign Relations of Argentina, aims to identify possibilities for Brazil-Argentina technical cooperation in Vegetable Production and the construction of water cisterns to benefit Haiti. Brazilian funding towards this project amounts to US$ ,0.. (A)

2) Exploratory Mission to investigate Opportunities for Brazilian Technical Cooperation in the Manufacturing Area of Diagnostic & Reactive Kits. With Brazilian funding for this project amounting to US$ ,0.00, this mission aims to identify areas with the potential to train technicians in the manufacturing division of diagnostic and reactive kits. In addition to the Brazilian Cooperation Agency (ABC), other institutions participating in this project include the Brazilian ministry of Health the ministry of Health and the Environment of the Republic of Argentina. 3) Definition of a preliminary working agenda for joint activities between the Oswaldo Cruz Foundation - FiOCRUz and the National Administration of Laboratories & health institutions – ANLiS. The objective of this enterprise, with Brazilian funding in the amount of US$ 11,.00, is to establish a preliminary agenda

for technical cooperation activities between fIOCRUZ and the National Administration of Laboratories & Health Institutions (ANLIS). Those involved on the Brazilian side, are the Brazilian Cooperation Agency (ABC), the ministry of Health (mS)/fIOCRUZ and, on the Argentine side, the ministry of Health & the Environment. (A)

4) Develop the Capacity of the National Administration of Laboratories & health institutions (ANLiS). This sub-project, the first phase of which was carried out in December 00, aims to support the institutional development of government health research and technical development organisations in Argentina. Brazilian institutions involved in this project are the Brazilian Cooperation Agency (ABC) and the ministry of Health/Oswaldo Cruz foundation (mS/fIOCRUZ) and, on the Argentine side, the National Administration of Laboratories & Health Institutions (ANLIS). Brazilian funding towards this project amounts to US$ ,8.00 (US$ 0,8.00 from ABC and US$ ,000.00 from fIOCRUZ). (P)

5) Technical Support to Establish/implement a human Milk Bank in the Argentine. As an additional initiative in the health care area, this project aims to establish a Human milk Bank (BLH) of national importance in Argentina by through continued technology transfer and training of professionals to establish human milk banks throughout the country, seeking to establish bases, to form a network that will be able to strengthen the activities of health programs providing maternal and child health care. With Brazilian funding in the amount of US$ 0,.00, this project involves the ministry of Health, on the Brazilian side, and ANLIS on the part of Argentina. (U)

1) Exploratory Mission to establish new technical co-operation projects between Brazil and Bolivia. Jointly coordinated by the Brazilian Cooperation Agency (ABC) and by the National Service of Industrial Learning (SENAI) and carried out by the ministry of Agrarian Development (mDA), on the Brazilian side, and the Instituto Nacional de Desarrollo y Reforma

Agraria (INRA) on the Bolivian side, this project will cover the daily expenses and travel costs for two Brazilian specialists to participate in a mission to Bolivia to establish, in conjunction with their Bolivian counterparts, new technical co-operation projects in the Pando and Beni Departments. Brazilian funding for this project will be in the amount of US$ ,90.00. (A)

2) Exploratory mission to establish new technical cooperation projects between Brazil and Bolivia. The objective of this mission was to meet with Bolivian counterparts to establish new technical cooperation projects in the Pando and Beni Departments. Those participating in these activities, in addition to the Brazilian Cooperation Agency (ABC), were the ministry of Agrarian Development (mDA), the ministry of Labour and Employment (TEm), the Brazilian National Transport Infrastructure Department (DNIT), the National Rural Apprenticeship Training Service (SENAR), the National Institute for Colonial & Agrarian Reform (INCRA), and the Brazilian Agricultural and Livestock Research Corporation (EmBRAPA). Brazilian funding for this project amounted to US$ 10,00.00. (A)

3) Exploratory Mission to Develop Technical Cooperation Projects between Brazil and Bolivia in the Areas of Environment, Agriculture, and health. The aim of this initiative was to move forward in the process to formulate projects that have been conceived in environmental, agricultural, and health areas, within the scope of the Special mission for Brazil-Bolivia Cooperation. Coordinated by the Brazilian Cooperation Agency (ABC), this project also received the support of the ministry of Agriculture, Livestock and Supply (mAPA), the ministry of Health (mS), the Brazilian Agricultural and Livestock Research Corporation (EmBRAPA), the Agricultural Corporation of the State of minas gerais (EPAmIg), the Brazilian Institute for the Environment & Renewable Natural Resources (IBAmA), and the gama filho University (Ugf). Brazilian funding for this project was in the amount of US$ 10,.1. (A)

4) Exploratory Mission to train Bolivian technicians on Biofuels from a Social-Environmental Perspective, at the Meeting of the South-American Community of Nations Meeting. This project, with the support of Brazilian funding in the amount of US$ ,11.00, aims to train Bolivian technicians in biofuels and to identify possible Brazil-Bolivia technical cooperation in this sector. Those involved are the Brazilian Cooperation Agency (ABC), as Brazilian coordinator and executor of the project and the ministry of Agriculture (mA), as the executor institution on behalf of Bolivia. (A)

5) To train technicians on the heart-of-palm crop (Bactris gasipaes) in Chapare – Final Phase. The aim of this initiative is to

provide support, through the transfer of technology in agronomic management, phytosanitary management, processing and commercialization, so as to increase the crop area, in the region of Chapare, and to establish the crop of heart-of-palm, which is of considerable economic importance to the economy of the region, as well as to provide a legal, alternative form of crop for local settlers living in the area. The final phase of this project will receive Brazilian funding in the amount of US$ 1,08.9, and will involve sending Brazilian technicians to visit the region and provide support in the above-mentioned areas. Brazilian institutions participating in this project are the Brazilian Cooperation Agency (ABC), as coordinator, the Executive Planning Commission for Cacao Crop (CEPLAC) / the Cacao Research Centre (CEPEC) and, on the Bolivian side, the ministry of farmers, Agriculture and Livestock (mACA) / Vice ministry for Alternative Development. 6) To provide training for the heart-of palm crop (Bactris gasipaes) in Chapare – implementation of the Pilot Plan. In order to ensure continuity of the above-mentioned project, the implementation of the pilot plan is presently being carried out to provide agronomic management of heart-of-palm in the region of Chapare, as well as to train Bolivian technicians in Brazilian agronomic methods used in the heart-of-palm crop, and in matters related to the dynamics already established within the pilot plan. Brazilian investment in this project will amount to US$ ,.00. (A)

8) Mission to provide Training for Bolivian Farming Experts in Coffee Production and Commercialization. Still in its negotiating phase, this initiative proposes to provide training courses for Bolivian agronomists in coffee production and commercialization management. Brazilian funding towards this project is calculated at US$ 1,11.9.

09) To Control the Boll Weevil in Cotton Plantations and to identify Areas Declared Free of Pests. This subproject, which involves, on the Brazilian side, the Department of Defence & Inspection of Vegetable matter at the ministry of Agriculture, Livestock & Supply (DDVI/mAPA) and, on the Bolivian side by the National Agricultural & farming Sanitation & food Hygiene Service of the ministry of farmers, farming & Livestock Affairs (SENA-SAg/mACA), aims to train Bolivian technicians in the planning, management and use of phytosanitary measures for the prevention and control of the Cotton Boll Weevil, as well as the delimitation and maintenance of areas declared free of pests in Bolivia, along the frontier border regions with Brazil. Brazilian funding will be in the amount of US$ ,99.00. (P)

10) Training and Transfer of Technology for Crops and Processing of Tropical Fruits in the Chapare and Yungas areas. This project seeks to train technicians and transfer technology used in crops, phytosanitary management, processing and commercialization of tropical fruits in the Chapare and in Yungas areas of La Paz, with the aim of increasing the availability of these products in Bolivia. Those involved in this initiative on the Brazilian side, in addition to the Brazilian Cooperation Agency (ABC), are the State University of the Southeast of Bahia, and on behalf of Bolivia, the ministério de Agricultura, ganaderia y Desarrollo Rural (mAgDR)/Vice-ministério de Desarollo Alternativo (VImDESALT). Brazilian funding will be around of US$ ,000.00. (U)

11) Support for the National Programme for the Eradication of Foot & Mouth Disease.

This project, with Brazilian funding in the sum

of US$ 0,000.00, will provide the transfer of technology to help establish strategies for the prevention and eradication of foot and mouth disease, within the programme initiated by Bolivia for the eradication of this disease. It is principally directed towards the Beni and Santa Cruz Divisions, in the border zone with Brazil, where the greatest number of foot and mouth cases have been registered within Bolivian territory. Those participating in this project on behalf of Brazil, are the Animal Defence Department of the ministry of Agriculture, Livestock & Supply (DDA/mAPA), and by the National Agricultural & farming Sanitary & food Safety Service (SENASAg) of the ministry for farmers, farming & Livestock Affairs (mACA) on behalf of Bolivia. (U)

12) Support to Create an Agricultural & Farming Research institution. This project, which will receive Brazilian funding in the amount of US$ 9,0.00, aims to provide technical support to set up a government agricultural and farming research institution, which can respond to Bolivian farming requirements, as well as train Bolivian technicians in this area. Participants in this project on behalf of Brazil, are the Brazilian Cooperation Agency (ABC), as coordinating institute, and, as executor institutions, the Brazilian Agricultural & Livestock Research Corporation (EmBRAPA) and, on the Bolivian side, the ministério de Desarrollo Rural, Agropecuário y médio Ambiente (mDRymA). 13) Strengthening Family Based Agriculture in the Beni and Pando Divisions. The initiative in question aims to identify viable alternatives, that can contribute towards strengthening family Based Agriculture in the Beni and Pando Divisions, as well as encourage the exchange of technology with respect to the elaboration and execution of a support programme to benefit family based agriculture. On the Brazilian side, the institutions involved are the Brazilian Cooperation Agency (ABC), and the Brazilian Agricultural Research Corporation (EmBRAPA) and, on the Bolivian side, the ministério de Desarrollo Rural, Agropecuário y médio Ambiente (mDRymA). Brazilian funding for this project is in the amount of US$ 1,10.00. (U)

Agency (ABC), and by the Vice-ministério de Inversíon Pública y financiamiento Externo, having as its executor, on behalf of Brazil, the ministry of Agrarian Development (mDA) and the Brazilian Institute for Colonisation & Agrarian Reform (INCRA) and, on the Bolivian side, the ministério de Desarrollo Rural, Agropecuário y médio Ambiente (mDRAymA) and the Instituto Nacional de Reforma Agrária (INRA), the subproject aims to provide support to formulate and implement government policies and strengthen Bolivian institutions responsible for areas involving family based agriculture, agrarian reform and the development of rural activities. Brazilian funding for this project is approximately of US$ ,.. (P)

15) Management of Wild Life. Based on examples already established in Brazil, where breeding wild animals in officially recognised animal farms, controlled and monitored by government officials has helped reduce the illegal sale and extinction of certain species, Bolivia seeks to adopt suitable measures to preserve its local wildlife and, at the same time, to provide an economic alternative to create jobs and with great potential for exports based on standards to ensure sustainable biodiversity. This project aims to provide the transfer of know-how on sustainable management of wildlife, especially along the border regions of the country, as well as to train technicians in methods to control and monitor the local fauna. Brazilian institutions participating in this project, are the Brazilian Cooperation Agency (ABC), and the Brazilian Institute of the Environment & Renewable Natural Resources (IBAmA) and, on the Bolivian side, the ministério de Desenvolvimento Sustentável e Planejamento/Vice-ministério de meio Ambiente e Recursos Naturais and the general management for Biodiversity. Brazilian funding towards the project will amount to US$ 0,000.00. (U)

16) Forest Fires. The objective of this project, which has already been concluded, involved Brazilian funding in the amount of US$ 0,000,00, was to train Bolivian technicians in fire warning systems and the monitoring of forest fires. Brazilian institutions involved in this project were the Brazilian Institute of the Environment & Renewable Natural Resources (IBAmA) and the ministério de Desarrollo Sostenible y Planificación / Dirección general de Biodiversidad, for Bolivia. This project might be reactivated by means of an additional agreement to be signed in 00, provided both sides express an interest in doing so. (U)

17) Mission by Bolivian Technicians to Draft Technical Cooperation Projects based on Brazilian Practical Knowledge in the Single health System (SUS). This project, coordinated by the Brazilian Cooperation Agency (ABC), and executed by the ministry of Health (mS) on the Brazilian side, and the ministry of Health & Sports on the Bolivian side, sought to show Bolivian participants, the operational management of the Single Health System (SUS) in loco, as well as to present the ministry of Health’s family & Community Health Projects, so as to prepare technical cooperation projects on the subject. Brazilian funding towards the project was in the amount of US$ ,.1. (A)

18) Mission by specialists to prepare an analysis of the treatment of burn victims in Bolivia. Carried out with Brazilian funding in the amount of US$ ,.1, this mission sought to prepare an analysis of the present treatment of burn victims in Bolivia, with the objective of assisting Brazilian and Bolivian specialists to prepare the framework for the future Central Burn Unit in La Paz. In addition to the Brazilian Cooperation Agency (ABC), other institutions taking part in this project were the gama filho University (Ugf), for Brazil, and the Pro-Centre Burn foundation (fPQC) of Bolivia. 19) Setting up the Main Central Burn Unit in La Paz. Reactivated in July 00, this sub-project aims to update the analysis of the epidemiological burn and care situation in Bolivia, as well as to train, and provide specialist knowledge in the field of human resources in multidisciplinary areas, so as to ensure adequate care for burn victims as well as to provide necessary treatment and rehabilitation. This project also seeks to train health care and burn treatment professionals, to establish a database system and to set-up a Central Burn Unit. Institutions taking part are the gama filho University (Ugf) on behalf of Brazil, and the Pro-Centre Burn foundation and the ministry of Health & Sports representing Bolivia, with a Brazilian investment in the sum of US$ 9,89.00 (P)

The specific objectives of this project are: to organize models, procedures and instruments to prioritize research projects with emphasis on demand, in accordance with the policy guidelines of the INIEA agricultural sector; to identify variables, indicators and verification procedures; produce analytical focal points to verify variables; provide technical assistance in the management of evaluation standards and in methods and instruments designed to prioritize projects; qualify INIEA employees to evaluate standards and procedures and instruments designed to prioritize projects; transfer information technology applications; identify prioritization criteria based on the focal points of demand and as contained in the INIEA and agricultural sector policy guidelines; develop and strengthen procedures and instruments to promote and sustain research and to develop inter-institutional networks and alliances in the public-private sector. 04) Rural Development Programme and Support for the Meriss Plan. The subproject in question involves the Brazilian Cooperation Agency (ABC) and the federal University of Viçosa (UfV) for Brazil, and the Proyecto Especial Regional Plan de mejoramiento de Riego en Sierra y Selva (mERISS Inka), on behalf of Peru, with Brazilian investment in the amount of US$ ,00.00. The objective of this project is to provide professionals involved in the mERISS Inka plan, technical expertise in the areas of strategy, procedures and planning activities, structuring, the execution and follow-up of viable and coherent rural development proposals, as well as to create a significant and sustainable impact on the local population of small farmers through rural development projects carried out by the above plan. 05) Develop Alternative Types of Crops for the Production of Bio fuels. With Brazil’s contribution towards this project in the amount of US$ ,8.00, this subproject aims to stimulate and promote alternative types of crops in Peru, such as the castor oil bean plant

(Ricinus communis), for the production of biofuels, as a means to substitute the crops of illegal, by providing sustainable and profitable alternatives, in accordance with the Peruvian national strategy against drugs. The project also seeks to qualify Peruvian technicians working on programmes that are developing alternatives for the harvesting and processing of castor bean oil and other oleaginous plants. Institutions involved in this project are, on the Brazilian side, the Brazilian Cooperation Agency (ABC) and the Brazilian Agricultural Research Corporation (EmBRAPA) and, on behalf of Peru, the Peruvian Agency for International Cooperation (APCI) and the Comisíon Nacional para el Desarrollo y Vida sin Drogas (DEVIDA).
