Programme, under the authorities given to the Director-General and the

Executive Board by the World Health Assembly for particip_tion in the

3. REITERATES the request 3 to the Director-General and the regional

committees that, in planning and co-ordinating health programmes the_ be guided by the following considerations:

(1) The responsibility of WHO to act as the directing and

co-ordlnating authority for intei-natlonal health work;

(2) The inseparability of health and other factors of social

and economic development:

(3) The major purpose for which assistance is provided; and

(4) The kind of assistance needed and the rate at which it can

be absorbed in orderly development; and

4. REQUESTS the Dlrector-General to report to the Board and the World

Health Assembly on any developments which may affect the participation of

the World Health Organization in the United Nations Development Programme.

Recognizing that trs.[ued manpower is of fundamental importance for health programmes, and realizing that the shortage of teaching and laboratory equipment

in medical and paramedical schools is a great handicap in imparting medical

education, especially in the developing counLries;

Havin_ considered -'.herecommendations of Lhe Executive Board 1o establish

a revolving fund to finance, on a reimbursement basis, the purchase of teaching

and laboratory equipment For medical and paramedical education and training; and

Considering that the establishment of such a revolving fund would provide valuable assistance to Members,

i. DECIDES to establish z revolving fund to finar_ce, on a reimbursable basis,

. without service charse_ requests from governments to purchase teaching and

laboratory equipment for med.i.cal apd paramedical education and training;

2. AUTHORIZF_S +.heDirector-General to accept in reimbursement for such

purchases the national currer,cy of the Member concerned sublet t to the following provisions •

(!) that the full estimated cost of _he requested purchase and shipping costs be deposited wi±h the Orsapization in advance] and

3. AUTHORIZES "the Director-General to exchange the various currencies

accumulated in the fund for convertible currencies available in the regular

budget, provided the Organization can make use of such currencies in its

programmes;

4. DECIDES to include an amount of $ I00 0CO in the Supplementary Estimates

for 1966 as the first'of five instalments to commence operation of the fund;

5. REQUESTS the Director-General to include similar amounts for the same

purpose in the budgets for the years 1968 to 19?l; and

6. REQUESTS the Executive Board and the Director-General _o review and

consider the policies and conditions governing the operation of the f_%d at least once every five years_ however, special review or consideration may be requested by either at any time deemed necessary.

The Nineteenth World Health _.ssembly,

Having considered the report of the Director-General on the development of I

the malaria eradication progrm_me;

Noting that, during 1965, only one additional country b_-_sembarked upon an

eradication programme;

Recognizing. that the advance towards malaria eradication aas -een slower

than had been hoped for and that, in several countries, areas have had to be

moved back from the consolidation phase to the attack phase;

Believing that deficiencies in planning and management snc_ shortage of

material means will continue to be major hindrances to _)etter programmes_ and

that, although technical problems exist, administrative failures and financial

difficulties frequently contribute to them by delaying full implement.abion of

attack or zonsolidation operations;

Believing further that a flexible approach in the financing of programmes

is essential for effectively dealing with technical, administrative and %

operational problems;

Appreciating, however, that additionnl a_eas are now in the maintenance and

consolidation phases and that two more countries have been entered in the _!IIO

official register of areas where eradication _Las been _c_ieved; and

Recogoizing that the success of the wcrld.-w_de malaria eradication progr_nme

_J depends, first, on the su_st_ined effort of governments to pursue their

eradication activities to final aehievemenz and to maintain the vigil_ce

necessary to prevent the :.'e-establishmeut o_' malaria, and secondiy, on the continued assistszlee of multilateral and bilateral agencies,

I. URGES governments of cota_tries that have not _._etembarked on malaria

eradication to intensify plans for nation-wide malaria programmes so that malaria

eradication may be achieved as quickly as possible;

- 2. URGES governments of countries where eradication programrr.es are _Iready in

operation to u_dertake regular annual critical appraisals of theil- programmes and

to review and revise their detailed pZ'uLs of _etion where found necessary to meet

changing situation,s and to overcome technical or administrative difficulties;

3. REQUESTS governmer_ts to take early steps to estahlish those basic health

services which are a prerequisite for eradication, if not already availab!e_

4. REQUESTS the Director-General (a) to provide, on request, -tec_n_icaladvice and assistance for these appraisals, (b) to take all measures to intensify,

within the general framework of the financing of the rlalaria eradication

programme, _nd without impecling operaticns in the field, the total _ork and

research carried on, particularly that of an immunological, entomolo_.'_cal snd _J

chemotherapeutic nature, with a _iew to making the antimalaria campaign more

effective in pl_oblem areas or in those wherc tr_nnsmission still exicts_ and (c)

to pay special attention to the analysis of the _osition of the world-wide

malaria eradication p_-'ogramme and to studv the pess!L.ilities for its fvture

5- REQUESTS the Director-General to increase the Organization's efforts to obtain material assistance with a view to building health infrastructure and to improving programme effectiveness and, in addition, to intensify assistance for the training of national person%el; and

6. URG_ governments and the supporting multilateral and bilateral agencies to continue to accord priority to pre-eradieation and eradication programmes so that all such activities may be accelerated as far as practicable, and to initiate help to those countries where no such help is presently being _iv_l.

i. DECIDES that the participation of the Organization in t_le smallpox

eradication programme should be financed from tile regular budget of the

Organization;

2. URGES countries which plan to strengthen or initiate smallpox eradication programmes to take the necessary steps to begin the work as soon as possible;

3. RE(_UESTS Member States and multilateral and bilateral agencies to

provide adequate material support for the realization of the programme;

4. DECIDES that, in the part of t_,e programme financed by the Organization eit,ter from the regular budget or from the Special Account for Smallpox Eradication_ t ,e following costs may be met:

and extent of the health problems cf seafarers and of the health services i

available to them,

health servizes for seafarers in large ports_

Having considered the report of the Director-General on the community i

water supply programme;

Reaffirming the principles for the promotion and development of national

programmes, as endorsed in resolution WHAI7.40;

Recognizing, that the provision of safer and adequate water supplies not

only is essential for the protects'on and improvement of individual and public

health, but also is _ prerequisite for economic and social advancement, and

particulac&y Jnd_istriai development and housing improvement;

Noting that so.uud!y conceive6 and economically managed water supplies are

becoming _nc_ =o_In_,,ly recognized by international bilateral and national

lending agencies as _._itabie investments;

RecoguizJ_C tb%t the WHO 2esponsibi!ity should lie mainly in the public

health aspects of Community Water Supply Programmes;

Noting the r..sults that have been obtained by k%IO, within the limits of l the staff and finances available, in mobilizing financial and technical support

for pre..investma_.t _urveys and construction programmes;

]{ecogn_zing that Ibese results, thouLh substantial., are inadequate to meet the "incI_.._..]ll_.... _n:_eds_ oC exn. ._nding populations, in addition to the accumulated requirements inherited from past years; and

Considering the great importance of the development of rural water supplies

for the improvement of public health and for economic development, particularly agricultural, as well as for social advancement,

* I. RECOMMENDS to Member States:

(i) that realiszic goals and programmes be defined in each country to rectify present inadequacies and to keep pace with community growth in

the future;

(2) that, wherever necessary, local, regional or national bodies be

estsblishe_, to function in close collaboration with health agencies, for

the planning, construction and operation of water supplies, and that these bodies be vested with the legal, fiscal, financial and administrative

powers necessary to ensure their proper functioning;

(3) that Ministries of Health should continue to encourage and support

the efforts of such other national bodies as are responsible for _he

planning and implementation of community water supply programmes;

()I) that direct communication be established between pl_nning an _; con_unity water supply authorities and Ministries of Health in order to

ensure due consideration of health implications in the planning of community water supply projects;

(5) that maximum advantage be taken of technical assistance and loan

funds available from _nternational end other agencies for the construction

of community water supplies;

(6) that continuing records of needs, and of progress toward sa_i.sfying

those needs, be maintained for comparison with, And periodic review of,

the country's go_Is and progran_es;

2. INVITES Member States to create by international agreement an appropriate

river authority in cases where the water of international rivers has to be

used for human consumption, and

3. REQUESTS the Director-General:

(I) to continue co-operative activities with Member States, and with

international and other agencies, for the stimulation and encouragement of community water supply programmes;

(2) to intensify assistance to Member States for rural water supply

programmes;

(3) to give appropriate attention in future regular programmes and

budgets for sufficient staff and other resources to enable the Organization

to fulfil its leadership role and programme activities, in order to accomplish -the goals recommende4 by the Director-General to the Seventeenth World Health Assembly, and

(_) to report on the progress of the programme to the Twenty-first World

Health Assembly, estimating the amount of sd4itional annual expenditure that would be entaile_.

Considering resolution EB_7.R$ adopte,! bV the Executive Board at its thirty-seventh session; and

Considering the great value ;_nd importance of the reports of the expert

committees of the :Jorld Health Org_'nization,

SUGGESTS that Member States ensure that wide dissemination be given to

recommendations of expert committees through reference to a national e&pert

panel, or otherwise, so that the best use may be made of such recommendations

in the context of the levelopment of their national health programmes.
