PROVISIONAL AGENDA FOR THE III SPECIAL MEETING OF MINISTERS OF HEALTH

OF THE AMERICAS

In implementation of operative paragraph 4 of Resolution XXVII of the XX Meeting of the Directing Council the attached provisional agenda of the Meeting of Ministers to be held in Santiago, Chile, in October this year has been prepared, and is submitted to the Executive Committee for

consideration.

It has been drawn up bearing in mind the purposes of this meeting, specifically a regional analysis of the progress made in the health sector in the past decade; an assessment of the prevalent health problems, and their continental implications, in the light of the anticipated socio-economic development in this decade; the establishment of goals for the decade; and the formulation of a strategy for attaining those goals, in-cluding an examination of the financial implications.

It is suggested that the Meeting in plenary session establish the general lines to be followed in considering the _tems submitted to it and that Technical Committees be established to study them in detail.

In preparing the basic documentation it has been possible to make a preliminary analysis of the areas of greatest concern and in particular of the most practical steps that can be taken to bring about the suggested

changes in the decade. In this analysis, the extension of the coverage

of services to populations at present uncovered, the need to make the

maximum use of available resources and_ in general, the urgent need to

strengthen and expand the health infrastructure have been identified as

decisive elements in the development of services to individuals and in the improvement of the environment.

It is therefore suggested that the Meeting first consider this

Finally, a consolidated report prepared by the rapporteurs would be submitted to the plenary session for consideration. This consolidated

document would suggest the goals and the strategy for attaining them and would become the core of the Final Report of the Meeting.
