REQUEST OF THE GOVERNMENT OF SURINAM FOR ADMISSION IN THE PAN AMERICAN HEALTH ORGANIZATION

The Director of the Pan American Sanitary Bureau is pleased to in-form the Directing Council that he has received a request from the Govern-ment of Surinam for membership in the Pan American Health Organization.

The Director brought this request to the attention of the Executive Committee at its 76th Meeting in June 1976 (Document CE76/9, annexed), which approved the following resolution:

THE EXECUTIVE COMMITTEE,

Having examined the formal request for membership in the Pan American Health Organization made by the Prime Minister and Minister for General and Foreign Affairs of Surinam, on behalf of his Government, in a letter dated 8 March 1976,

RESOLVES:

1. To take note of the request by the Government of Surinam for membership in the Pan American Health Organization, and to instruct the Director of the Pan American Sanitary Bureau to transmit it to the Directing Council of PAHO at its XXIV Meeting for appropriate action.

2. To recommend to the Directing Council that it give favorable consideration to the request of the Government of Surinam for membership in the Pan American Health Organization.

REQUEST OF THE GOVERNMENT OF SURINAM FOR ADMISSION IN THE PAN AMERICAN HEALTH ORGANIZATION

The Director of the Pan American Sanitary Bureau has the honor to advise the Executive Committee that he is in receipt of a letter dated 8 March 1976 from His Excellency Henck A. E. Arron, Prime Minister and Minister for General and Foreign Affairs of the Republic of Surinam, in which, on behalf of his Government and in accordance with the provi-sions of Article 2, paragraph A, of the PAHO Constitution, he requested membership for the Republic of Surinam in the Pan American Health

Organ-ization. A copy of this letter and the reply of the Director are attached.

The Republic of Surinam, which previously enjoyed the benefits of membership in the Pan American Health Organization as a Territory of

the Kingdom of the Netherlands, became a sovereign state on 25 November 1975. It was admitted to membership in the World Health Organization on 25 March 1976.

The Executive Committee may wish to consider a resolution along the following lines:

Whereas a resolution has been adopted at the Second International Conference of American States, held at Mexico City in 1901-02, leading to the

establishment of the Pan American Health Or-ganization;

whereas article 2, paragraph A of its Convention provides that each American State can become a member of the Pan American Health Organization;

whereas the Republic of Surinam, is an American State, its Government deems it desirable that it should join the Organization;

therefore the Government of the Republic of Suri-nam hereby requests that the Republic of SuriSuri-nam be admitted to fullfledged membership of the PAN

AMERICAN HEALTH ORGANIZATION in accordance with article 2, paragraph A, of the Convention of the Pan American Health Organization and hereby de-clares, that the Republic of Surinam accepts the obligations of the above Convention;

In witness whereof, I, HENCK ARRON, Minister for General and Foreign Affairs of the Republic of Surinam have signed and sealed this letter to co stitute an instrument of admission.

Sir,

I would like to acknowledge receipt of your letter of 8 March 1976 which, in accordance with the provisions of Article 2, paragraph A, of the Constitution of the Pan American Health

Organi-zation, requested membership for the Republic of Surinam in this Organization.

It is understood that your letter constitutes a formal in-strument of acceptance of the obligations imposed by the Constitution of the Pan American Health Organization, and compliance with the pro-visions of the Pan American Sanitary Code, as amended by the Additional Protocol of 24 September 1952, as well as willingness to contribute by means of a quota assessment to the financial support of the Organization.

The request of Surinam will be brought to the attention of the Executive Committee at its 76th Meeting in June 1976, and transmitted to the Directing Council at its XXIV Meeting, to be held in Mexico City in September 1976, for formal consideration.

Please accept, Sir, the assurances of my highest consideration.
