PROCEDURES FOR TECHNICAL DISCUSSIONS

METHODS OF IMPROVING VITAL AND HEALTH STATISTICS

The procedure planned for the Technical Discussions of this Directing Council is to have the first session a panel discussion of the subject followed by discussions in three groups and a final short plenary discussion of recommended methods.

Panel Discussion in Plenary Session

Each member of the panel will discuss aspects of the problems and methods of improving systems as a summary of his document prepared for the meeting. Also the members of the panel will ask questions of other members of the panel in order to clarify points made.

The panel discussion will begin at 9:00 a.m. and will last until 10:30 a.m. Following the 15-minute coffee break, group discussions will be held.

Group Discussions

There will be three groups of participants so that each member will have an opportunity to participate in developing together methods of improving statistics for the countries in the Continent. These three discussion groups will be held in the following three conference rooms: Room B (East Side) Second Floor; Room C (West Side) Second Floor; and Room D (East Side) Tenth Floor. A suggested distribution

of participants of the Directing Council is attached in accordance with the interpreting facilities provided. These discussion groups would be held from 10:45 a.m. - 12:00 Noon and 3:00 p.m. - 4:30 p.m.

The subject to be discussed is as follows: What approaches (old and new)can be applied to develop as soon as possible statistical

systems and provide the data needed for planning and administration of health programs?

Second Plenary Discussion

The actions recommended by each group will be summarized by the rapporteurs of the groups at a general session from 4:45 - 6:00 p.m.

This will be followed by general discussion of methods for solutions of the problems in collection and analysis of data in the countries. This will give a list of approaches to be applied for the improvement of vital and health statistics.

Administrative Arrangements

A moderator and a rapporteur will be appointed for the Technical Discussions in the Plenary. Also a moderator and a rapporteur will be appointed by each group.

The members of the panel and the Pan American Sanitary Bureau have provided the working papers for these Technical Discussions which are given on attached:page.
