Subject: FEMALE EUROPEAN CHAMPIONSHIP – PROGRAM AND CALENDAR

Dear Sirs:

During the last CERH General Assembly and under a request presented by Mr. Xavier Moyano, the Spanish Federation (RFEP) representative, in charge of the Organization of the 12th. Female European Championship of Rink-Hockey, CERH has obtained the following information:

a) 6 Federations confirmed its presence: France, Germany, Italy, Portugal, Spain and Switzerland; b) 3 Federations confirmed that they will be no present: Andorra, Austria and Israel;

c) The English Federation mentioned that a final decision will be taken later.

Note: The Federation of Holland it was not represented in this meeting. Nevertheless, I confirmed with its President

that no inscription would be sent by his Federation for this Championship.

On the 23rd_{. of October 2013 , I received an e-mail from Mr. Keith Allen, the English Federation President stating that its team will not}

participate in this event. On the 28th_{. of October 2013 , I received an e-mail from Mr. Peter Stroucken, from the German Federation ,}

informing CERH that the German Federation has decided not participate in the Female Championship, position that was confirmed on the 30th_.

of October by Sr. Harro Strucksberg, President of the same Federation.

Finally, on the 20th_{. November 2013}_{(that is, two days ago)}_{, I received an e-mail from Mr. Jean-Baptiste Piemontesi, the Swiss Federation}

President, stating that it was been decided to renounce the participation of the Swiss team, due to the absence of financial support.

Meanwhile, Mr. Carmelo Paniagua, the RFEP President, took the initiative to report all this situation to the CERS President, Mr. Fernando Claro, having in mind that – according to the information collected during the referred CERH General Assembly about the Federations that were willing to participate - the Spanish Federation, together with the “Town Hall” of Mieres, has already invested a lot of money in the organization of this Championship.

Then, the CERS President has decided that the 12th. Female European Championship of Rink-Hockey must take place,

even though we have only 4 Federations (France, Italy, Portugal and Spain), decision that was already transmitted to me and to Mr. Carmelo Paniagua, the President of the organizing Federation.

Besides that, the CERS President has also instructed me in order to:

a) To promote the approval of new rules for the organization of the European events, in order to put an end to the current situation,

establishing sporting and/or financial sanctions for all those Federations or Clubs that, after assuming their presence or pre-inscription in an event, have later decided not to participate;

b) To make clear to all Federations and clubs that, according to the CERS Statutes, the mission of CERH (as well of all the other European Technical Committees) is “ensuring, under the direction of its President, the management of the sports activities, such as planning, scheduling and organization of events and competitions”. It is time that all the Federations and clubs understand that the CERH is not a bank, and could not be responsible for providing any financial support to any particular Federation or club that wants to participate in any sporting event, which is not only illegal but also a clear discrimination of those Federations or Clubs that were not equally supported.

These last instructions will be object of analysis and decision of the next meeting of the CERH Executive, to be held during the next Female European Championship.

In conclusion:

1. The 12th. Female European Championship of Rink-Hockey will be held in Mieres (Asturias), Spain, according to the following schedule:

1.1 All National teams should arrive on Monday, the 16th_{. of December 2013.}

1.2 The competition, including the “open ceremony”, will start on Tuesday, the 17th_{. of December 2013}

During the morning, all National teams will their training session for adaptation to the rink of the competition.

1.3 The competition will end on Saturday, the 21st_{. of December 2013, after the “closing ceremony”.}

During the morning, CERH will organize a clinic/debate about the “present” and the “future” of the female rink-hockey

1.4 All National teams should leave on Sunday, the 21st_{. of December 2013.}

In the annex of this Communication, it is established the “program” and the “calendar” of this event, including the definition of each competitive phase.

2. The Referees that were designated by CERH to participate in this Championship are the following:

4. As already informed, all teams will be accommodated at the “RESIDENCIA UNIVERSITARIA CAMPUS MIERES” 5. Finally, I want to recall you that all the questions related with the organization of this event should be addressed to.

Assunto: CAMPEONATO EUROPEU DE CLUBES – PROGRAMA E CALENDÁRIO Exmºs Senhores:

Durante a última Assembleia Geral do CERH e a solicitação do Sr. Xavier Moyano, que se encontrava em representação da Federação de Espanha (RFEP), que está encarregada da Organização do 12º Campeonato Europeu Feminino, o CERH obteve a seguinte informação:

a) 6 Federações confirmaram a sua presença: França, Alemanha, Itália, Portugal, Espanha e Suíça; b) 3 Federações confirmaram que não iriam estar presentes: Andorra, Áustria e Israel;

c) A Federação Inglesa mencionou que uma decisão final seria tomada mais tarde.

Note: A federação da Holanda não estava representada nesta reunião. Apesar disso eu pude confirmar com o seu

Presidente que nenhuma inscrição seria enviada pela sua Federação para este Campeonato.

No dia 23 de Outubro de 2013, recebi um e-mail do Sr. Keith Allen, Presidente da Federação de Inglaterra, definindo que a sua equipa nacional não iria participar neste evento. No dia 28 de Outubro de 2013, recebi um e-mail do Sr. Peter Stroucken, da Federação da Alemanha, informando o CERH que esta havia desistido da sua participação no Campeonato Europeu Feminino, posição confirmada em 30 de Outubro de 2013 pelo Sr. Harro Strucksberg, Presidente daquela mesma Federação.

Finalmente, no dia 20 de Novembro de 2013 (ou seja, há apenas dois dias), recebi um e-mail do Sr. Jean-Baptiste Piemontesi, Presidente da federação Suíça, explicitando que tinha sido decidido renunciar à participação da equipa Suíça, devido à falta de apoio financeiro.

Entretanto, o Sr. Carmelo Paniagua, Presidente da RFEP, tomou a iniciativa de reportar toda esta situação ao Presidente da CERS, Sr. Fernando Claro, tendo em atenção que – em função da informação recebida aquando da realização da referida Assembleia Geral do CERH sobre as Federações que se haviam comprometido a participar - a Federação de Espanha, conjuntamente com a “Ayuntamiento” de Mieres, já tinha investido muito dinheiro na organização deste Campeonato.

Assim sendo, o Presidente da CERS decidiu que o 12º Campeonato Europeu Feminino de Hóquei em Patins teria de ser

realizado, apesar da inscrição de apenas 4 Federações (França, Itália, Portugal e Espanha), decisão que foi me foi entratneto transmitida e ao Sr. Carmelo Paniagua, Presidente da Federação organizadora.

Para além disso, o Presidente da CERS President também me transmitiu as suas instruções no sentido de:

c) Promover a aprovação de novas disposições regulamentares relativamente à Organização de eventos Europeus, para por um fim á

situação actual, estabelecendo sanções desportivas e financeiras para as Federações ou clubes que, depois de assumirem a sua presença ou pré-inscrição num evento, decidam mais tarde que não irão assegurar a sua participação;

d) Tornar claro para todas as Federações e clubes que, em conformidade com os Estatutos da CERS, a missão do CERH (assim como dos demais Comités Técnicos Europeus) é a de “assegurar, sob a direcção do seu Presidente, a gestão das actividades desportivas, tais como o planeamento, agendamento e organização de eventos e competições”. Chegou a altura de todas as Federações e clubes compreenderem que o CERH não é um banco, não podendo ser responsável por assegurar qualquer ajuda financeira a qualquer Federação ou clube em particular, que queira participar em qualquer evento desportivo, o que não é só ilegal como também constituiria uma clara discriminação daquelas Federações ou clubes que não fossem igualmente apoiados.

Estas últimas instruções vão ser objecto de análise e decisão na próxima reunião do Executivo do CERH, a realizar durante o próximo Campeonato Europeu Feminino.

Em conclusão:

1. O 12º Campeonato Europeu Feminino de Hóquei em Patins terá lugar em Mieres (Astúrias), Espanha, em conformidade com o seguinte agendamento:

1.1 Todas as equipas Nacionais devem chegar na 2ª Feira, 16 de Dezembro de 2013.

1.2 A competição, incluindo a “cerimónia de abertura”, inicia-se na 3ª Feira, 17 de Dezembro de 2013

Durante a manhã, todas as equipas Nacionais terão a sua sessão de treino de adaptação à pista da competição.

1.3 A competição terminará no Sábado, 21 de Dezembro de 2013, após a “cerimónia de encerramento”.

Durante a manhã, o CERH organizará um debate sobre o “presente” e o “futuro” do hóquei em patins feminino

1.4 Todas as equipas Nacionais devem regressar no Domingo, 21 de Dezembro de 2013.

No Anexo deste Comunicado, está definido o “programa” e “calendarização” deste evento, incluindo a definição de cada uma das suas fases competitivas.

2. Os Árbitros designados pelo CERH para participação neste Campeonato são os seguintes:
