PROCEDURE FOR THE ADMISSION OF NEW MEMBERS

The Director submitted a report to the 48th Meeting of the Executive

Committee on the steps taken to draw up a procedure for the admission of

new members to the Pan American Health Organization, which might facilitate

the task entrusted to the Council by Resolution IV of the Conference.

After examining all the relevant facts the Committee adopted the following

RESOLUTION XVIII

"The Executive Committee,

Having examined the draft procedure for the admission of new members to the Pan American Health Organization, prepared in accordance with Resolution IV of the XVI Pan American Sanitary Conference,

RESOLVES:

To take note of this draft procedure and to request the Director of the Pan American Sanitary Bureau to transmit it to the Directing Council for its consideration."

In compliance with that resolution the Director has the honor to submit to the Directing Council the draft procedure for the admission of new members annexed to Document CE48/4.

DRAFT PROCEDURE FOR THE ADMISSION OF NEW MEMBERS

The XVI Pan American Sanitary Conference adopted Resolution IV

requesting the Directing Council to study and draw up appropriate procedures governing the admission of States to membership of the Pan American Health Organization.

By the same resolution the Conference delegated authority to the

Council to deal, during the intervals between the meetings of the Conference, with all matters relating to the admission of States to membership of the Organization in accordance with the procedures to be adopted by the Council.

In order to facilitate the work entrusted to the Council by the Conference the Director asked the Legal Service of the World Health

Organization to prepare a draft procedure that could be used as a basis for discussion by the Directing Council.

The draft prepared by the WHO Legal Services (Annex I) contains a simple procedure which, in effect, is along the lines followed by the XVI Pan American Sanitary Conference for the admission of Jamaica.

Although the above-mentioned Conference resolution entrusted the study of this matter to the Directing Council, the Director believes it proper to inform the Executive Committee of the steps that have been taken

in case it deems it advisable to make any observations pursuant to the advisory functions attributed to it by paragraph D of Article 14 of the Constitution of the Pan American Health Organization.

DRAFT PROCEDURE FOR THE ADMISSION OF STATES TO MEMBERSHIP OF THE

PAN AMERICAN HEALTH ORGANIZATION

1. As provided in the Constitution of the Pan American Health Organization, all American States are entitled to membership in the Organization.

2. American States which are not Members of the Pan American Health Organization may apply to become Members and shall be admitted as Members when their application has received the affirmative vote of a majority of the governments present and voting at the Conference or Directing Council.

3. An application made by a State for admission to membership shall be addressed to the Director and shall be transmitted immediately by him to the governments of the Organization. The application shall indicate that the State is willing to assume all the obligations imposed by the Constitution of the Pan American Health Organization, to comply with the provisions of the Pan American Sanitary Code as well as to contribute by means of a quota assessment to the financial support of the Organization.

4. Any such application shall be placed on the agenda of the next session of the Conference or Directing Council provided the application reaches the Director at least thirty days before the opening of the session.

5. The Conference or the Directing Council shall consider and vote upon such application. If the application is approved, the State shall become a Member with effect from the date of such approval.
