STANDING COMMITTEE ON NONGOVERNMENTAL ORGANIZATIONS

According to the Principles Governing Relations between the Pan American Health Organization and Nongovernmental Organizations, "The Executive Committee of PAHO will appoint three Members to the Standing Committee on Nongovernmental Organizations, whose terms will expire simultaneously with the expiration of their terms on the Executive Committee."

The present members of the Standing Committee are Antigua and Barbuda, Ecuador, and Nicaragua.

1. Review of the Nongovernmental Organizations (NGOs) in Official Relations with PAHO

Paragraph 4.8 of the Principles states that "Every six years, the Executive Committee, through the Standing Committee, will review the list of NGOs with which PAHO has official working relations and, based on the results of the biennial work plans and activities undertaken during the period in which official working relations were in operation, shall determine the desirability of maintaining these relations."

There are 13 NGOs in official relations with PAHO. Six of those are subject to review in 2000. Accordingly, the Standing Committee will review the following NGOs at its meeting in June and recommend to the Executive Committee, in each case, the continuation or not of official relations:

- Inter-American College of Radiology

- Latin American Confederation of Clinical Biochemistry - Latin American Federation of Hospitals

- Pan American Federation of Associations of Medical Schools - Pan American Federation of Nursing Professionals.

2. Applications Received

Paragraph 4.4 of the Principles states that during the June meeting of the Executive Committee, the Standing Committee will consider applications submitted by NGOs (in accordance with the criteria established in the Principles) and will make recommendations to the Executive Committee.

Documentation was completed for the following applicant by January 2000—the deadline for applications to be considered in 2000:

- Latin American Association of Pharmaceutical Industries.

The Standing Committee will consider this application at its June meeting and will make a recommendation thereon to the Executive Committee.

3. Principles Governing Relations between the Pan American Health Organization and Nongovernmental Organizations

The Secretariat is proposing a revision to the Principles Governing Relations between the Pan American Health Organization and Nongovernmental Organizations, adopted by Resolution CD38.R6 (1995), in order to introduce editorial changes and improvements in the order of the text. In addition, the Secretariat is proposing the introduction of the following two more substantive changes:

- reduce the period between review of an NGO by the Standing Committee from six years to four years;

- provide for the termination of official relations by either party (PAHO or the NGO) at any time with one month’s notice, in writing, to the other party. Such terminations would be reported to the Executive Committee through the Standing Committee.
