he only recommendation included in the Olympic Agenda 2020 document that directly relates to the Paralympic Movement is recommendation 7 ´Strengthen relationships with organisations managing sport for people with different abilities´. IOC President, Thomas Bach, has reportedly claimed that some priorities, including a continuation of the strong relationship between the IOC and the IPC, were not included because they were already accepted and in motion (insidethegames, 2015). In the same article IPC President, Philip Craven, states that there ´has been a definite deepening and strengthening in our (IOC & IPC) relations.

However, these statements display an underlying assumption that a closer and stronger working relationship between the IOC and the IPC is indeed the best way forward for the Paralympic Movement. This is an assumption that has never thoroughly been debated, either aca-demically, or within the Paralympic Movement itself, although some academics have at least begun to debate this point (cf Brittain, Legg & Wolff, Under Review). However putting this issue aside it would appear that the forty Olympic Agenda 2020 recommendations con-tain things that could be both very positive for the Paralympic Move-ment or, on the flipside, potentially damaging, especially with regard to issues of power and control. This is particularly important if the Paralympic Movement is to maintain the more socially oriented as-pects of their strategic plan that lie outside the sporting arena e.g. changing societal attitudes towards disability in a positive manner, although it has to be noted that these claims have already come under strong criticism by disability rights activists (cf Braye, Dixon & Gibbons, 2013).

How Agenda 2020 recommendations will impact on the Paralympic Movement will become more clear in the fullness of time with the strength of the impact largely dependent upon the amount, the ways in which and the level to which the IOC and the IPC relationship de-velops over the coming decade.

Besides the transactions of understanding and management that can occur within the IOC-IPC relationship, there are both opportuni-ties and challenges for research focused on autonomy and on the de-velopment of the Paralympic Games that will have the chance to be implemented within the period of activity of Olympic Agenda 2020. In this sense this short chapter displays questions related to seven Olympic Agenda 2020 recommendations which can generate future studies and investigations.

RECOMMENDATION 2

Evaluate bid cities by assessing key opportunities and risks

Will the cost of ensuring accessible facilities for both athletes and spectators with disabilities lead to bidding cities wishing to host some Para-sport events in other cities or maybe even countries in order to cut down on cost – and in the process destroy some of the potential legacy of the Paralympics by ensuring that there contin-ues to be little in the way of accessible facilities of future potential athletes with disabilities?

Include sustainability in all aspects of the Olympic Games

Will the possibility of legacy monitoring mean that host cities will have to ensure programmes and funding for legacy claims beyond the closing ceremony and will such monitoring include the Paralym-pic Games? Currently legacy promises at both Games are little more than marketing tools to justify the huge expenditure, but as I have already been recently told by several senior leaders of Brazilian sport, when budgets get tight it is the soft programmes like legacy that are the first to go as they are not considered crucial to putting on the Games. As a result of this there are currently no legacy programmes aimed at the Rio 2016 Paralympic Games.

Move from a sport-based to an event-based programme

This recommendation has the potential to be extremely good or a di-saster for some events. It could possibly lead to cherry picking of high profile, media friendly events and the loss of some traditional events from the programme, which in the long run could lead to the event itself, dying out as future potential athletes choose those events on the programme over those that are not. This is equally true for the Olympic or Paralympic Games, but for some Paralympic sports, there are few alternatives for certain types or levels of disability. This rule could also be used to sideline athletes with high levels of disability from the Games as they are often perceived as the ones least depict-ing what people perceive of as elite sportdepict-ing performance.

Foster gender equality ´to achieve 50 per

cent female participation in the Olympic Games´

This is a worthwhile goal, but the interesting thing about this is that there is no deadline set for achieving it. Indeed there has been an IOC goal to achieve gender equality in sports management within the IOC for quite some time, which is still nowhere near being achieved. In the Paralympic Games the issues for women getting involved in sport are even greater, with body image issues and opportunity factors playing an even bigger role for women with disabilities.

Maximise synergies with Olympic Movement stakeholders

Could this involve the further strengthening of links between the IOC and IPC? Could we see a move to IPC becoming simply a division of the IOC? Moves have already been made in the last round of contract talks for the IOC to take over the running of the Paralympic Games and to pay IPC to focus solely upon the development of disability sport at the grassroots to individual World Championship levels. This was strongly rejected by the IPC.

Further involve sponsors in “Olympism in Action” programmes

Does Olympism really include people with disabilities? Certainly the IOC Olympism in Action Report includes some projects that include people with disabilities, particularly in post-conflict zones. The IOC clearly claims that Olympism is an inclusive philosophy and this may be true, but I would argue that Olympic and Olympian are certain-ly not inclusive terms. In addition, the IPC has its own development foundation – the Agitos Foundation – so, how do they ensure that the two bodies do not work at cross purposes and that sponsors are not taken from the Agitos Foundation to cover Olympism in Ac-tion projects that involve people with disabilities simply because the sponsor feels they can gain more kudos by being attached to an IOC initiative?

Foster dialogue with society and within the Olympic Movement: cre-ation of an “Olympism in Action” Congress that would take the pulse of society every four years.

I actually see this more as an opportunity for the IPC than a threat as it will give them access to key players in the world of sport as well as future potential sponsors. They can market Paralympic sport and its opportunities on a global scale and gain feedback from some of the most knowledgeable sports organisers and marketers on the planet.

única recomendação incluída na Agenda Olímpica 2020 direcionada ao Movimento Paralímpico é a de número 7, que sugere ao Comitê Olímpico Internacional-COI o “fortalecimento de relações com organizações que lidam com o esporte para pessoas com habilidades diferentes”. Neste sentido, o presidente do COI, Thomas Bach, tem esclarecido que algumas prioridades – inclusive a continuação do forte relacionamento entre o COI e o Comitê Paralímpico Internacional - IPC - não foram adotadas uma vez que já tinham sido aceitas e estavam em andamento (insidethegames, 2015). Nesta mesma fonte consta que o presidente do IPC, Philip Craven, declarou que “tem havido definitivamente um aprofundamento e um fortalecimento nas relações COI-IPC”. Contudo, essas declarações presumem a existência de posi-ções favoráveis a uma relação mais efetiva entre o COI e o IPC, a qual ao final mostrar-se-ia como o melhor caminho a ser assumido pelo Movimento Paralímpico. Esta percepção

ca foi integralmente submetida a debate, quer na academia ou internamente no Movimento Paralímpico, embora alguns acadêmicos tenham dado início à discussão sobre caminhos a tomar nesta possível associação de propósitos (cf Brittain, Legg & Wolff, Under Review).

Aparte da abordagem de caminhos comuns, entretanto, nas 40 recomendações da Agenda Olímpica 2020 aparentemente há situações que podem ser positivas para o Movimento Pa-ralímpico como também potencialmente prejudiciais, em es-pecial tratando-se de poderes e de controle. Isto é particular-mente importante se o Movimento Paralímpico pretende se manter na orientação social de seu plano estratégico que se situa fora das arenas esportivas. Nestas circunstâncias im-porta dar o exemplo das mudanças de atitudes sociais em re-lação às deficiências físicas adotando-se sentidos positivos, embora estas demandas estejam agora sendo submetidas a fortes críticas por ativistas dos direitos dos deficientes físicos (cf Braye, Dixon & Gibbons, 2013).

O modo como as recomendações da Agenda 2020 irão impac-tar o Movimento Paralímpico tornar-se-á mais claro ao longo de suas implementações desde que a força dos impactos seja nitidamente dependente do nível de relacionamento COI-IPC a ser desenvolvido na próxima década. Além das transações de entendimento e gestão entre ambas as partes, há oportunida-de e oportunida-desafios oportunida-de pesquisas a serem oportunida-definidas com foco na auto-nomia e no desenvolvimento dos Jogos Paralímpicos dentro do prazo de validade da Agenda 2020. Neste particular, a

te contribuição apresenta questões abrangendo sete recomen-dações da Agenda 2020 que poderão gerar futuros estudos e pesquisas, como se pode apreciar a seguir.

RECOMENDAÇÃO 2 - Avaliação das cidades candidatas aos Jo-gos Olímpicos por meio de oportunidades chave e de riscos

A questão implícita nesta proposta reside na possibilidade das cidades candidatas situarem eventos de para-esportes em ou-tras cidades e até mesmo em outros países diante da oportu-nidade de redução de custos. Será que esta realocação de com-petições do atual modelo de candidatura poderá resultar em redução dos legados potenciais dos Jogos Paralímpicos por fal-ta de criação de novas insfal-talações e acessos para atlefal-tas com deficiências físicas?

RECOMENDAÇÃO 4 - Inclui a sustentabilidade em todos os as-pectos dos Jogos Olímpicos

A possibilidade de monitorar legados na perspectiva da susten-tabilidade tem o significado de que as cidades-sede deverão criar e manter programas e fundos para garantir legados pos-teriores aos Jogos Olímpicos como também pós-Jogos Paralím-picos? Atualmente as promessas de legados constituem mais ferramentas de marketing para justificar grandes despesas e neste contexto tenho testemunhado declarações de líderes es-portivos brasileiros quanto à redução de recursos para os Jogos que teriam como efeito o descompromisso com legados. E até

onde estou informado não há hoje programa de legados para os Jogos Paralímpicos do Rio de Janeiro 2016.

RECOMENDAÇÃO 10 - Substituir na organização dos Jogos as competições com base em esportes por competições com base em eventos.

Esta recomendação tem potencialmente a possibilidade de ge-rar bons resultados ou criar situações negativas em determina-dos casos. Isto porque atletas de destaque podem ser atraídetermina-dos por eventos de maior concentração de mídia colocando em se-gundo plano futuros atletas. Este risco pode ocorrer tanto nos Jogos Olímpicos quanto nos Paralímpicos, porém nestes últimos há poucas alternativas de mudanças em certos tipos e níveis de deficiência física. Outra distinção da área paraolímpica incide no fato de que atletas de menor resultado podem se destacar em eventos em que a deficiência física cria maior visibilidade.

RECOMENDAÇÃO 11 - Pôr em destaque a igualdade de gê-neros para alcançar 50% de participação feminina nos Jogos Olímpicos

Esta é uma proposição sempre bem-vinda, mas que nunca teve data limite de implantação da igualdade de gêneros na gestão do COI. Nos Jogos Paralímpicos o tema de mulheres envolvi-das com esporte é até mesmo mais importante, com tópicos de imagens corporais e de fatores de oportunidade tendo papéis mais destacados em mulheres com deficiências físicas.

RECOMENDAÇÃO 13 – Maximizar sinergias com os parceiros (stakeholders) do Movimento Olímpico

Poderia esta recomendação ampliar as conexões já existentes entre o COI e o IPC? Haveria um movimento para o IPC se tor-nar simplesmente uma divisão do COI? Movimentos anteriores já foram feitos para que o COI assumisse a direção dos Jogos Paralímpicos ao passo que o IPC se dedicaria somente ao es-porte para deficientes físicos do nível comunitário até o nível de Campeonato Mundial. Entretanto esta proposta foi fortemente rejeitada pelo IPC.

RECOMENDAÇÃO 33 – Maior participação de patrocinadores nos programas de “Olimpismo em Ação”

O Olimpismo realmente inclui deficientes físicos? Certamente o Olimpismo do COI nos programas referidos inclui alguns proje-tos em que há pessoas com deficiência física, particularmente em zonas pós-conflitos. O COI claramente apresenta o Olim-pismo como uma filosofia de inclusão e isto pode ser verdade, mas se pode argumentar que ‘Olímpico’ não é condição de inclu-são. Além disso, o fato do IPC possuir sua própria fundação de desenvolvimento – a Fundação Agitos – criaria dúvidas entre patrocinadores se apoios dados ao COI abrangeriam também deficientes físicos?

RECOMENDAÇÃO 39 – Fortalecimento do diálogo com a so-ciedade e dentro do Movimento Olímpico: criação de um

gresso ‘Olimpismo em Ação” para tomar o pulso da sociedade a cada quatro anos.

Entendo esta recomendação mais como uma oportunidade do IPC do que uma ameaça desde que dará acesso aos players prin-cipais do mundo do esporte tanto quanto a futuros potenciais patrocinadores. Poder-se-á então oferecer ao mercado de pa-trocínio o esporte paralímpico em escala global e receber retor-nos de alguns dos maiores gestores e marqueteiros de esporte do planeta.
