RESOLUTION

CD19.R36

FINANCING OF THE TEXTBOOK PROGRAM, PAN AMERICAN

HEALTH AND EDUCATION FOUNDATION

THE 19th DIRECTING COUNCIL,

Having studied the report and recommendations presented by the Director in Document CD19/16,

Addendum;

Bearing in mind the urgent need for full implementation of the textbook program, the purpose of

which is to improve the quality of medical education and provide students as well as medical

libraries with modern textbooks on terms suited to their financial possibilities;

Considering the essential role that would be played by the Pan American Health and Education

Foundation in the financing of the textbook program as well as in the support of health and

education programs in the Americas; and

Recognizing the need for interim financing to continue gradual implementation of the program

pending approval of loan funds,

1. To reaffirm the importance for medical education of the textbook program, and to approve the

steps taken so far.

2. To instruct the Director to continue negotiations with the Inter-American Development Bank.

3. To support and approve the activation of the Pan American Health and Education Foundation.

4. To authorize the Director, until such time as the textbook program is functioning under the Pan

American Health and Education Foundation, to make temporary advances from the Working

Capital Fund for the purchase of books under the textbook program. Such advances will be subject

to approval by the Executive Committee in specific instances and will be repaid with the earliest

proceeds from the sale of books.
