We are writing to make you aware of the first announcement of a 2-day event on innovation, the construction sector and SMEs in Europe. A subsequent ½ day workshop will allow participants to interact and discuss specific opportunities for further collaboration on a range of related topics in the less formal setting of semi-structured groups. This event is organized by the CONSTRINNONET project, an innovation project of DG Enterprise of the European Commission.

To establish a single point of access where information on national and pan-European construction research projects can be obtained and to promote synergy and cooperation. So far, no specific efforts have been undertaken in Europe at the policy level for construction innovation. However, there are some important policy drivers that affect the sector and the business firm in this sector. Most of the available research is based on FIEC and Euroconstruct sources for broadly derived data at the macro level.

SMEs need to understand that they will lose out in the long run if they do not get involved, even at a small scale level. CCI Bringing Big and Small Businesses Together - Get clients to include SMEs in public procurement policies. A short presentation of this event was carried out as a complementary activity to the COSNTRINNONET activity and as a way of realizing some ideas.

Miguel Angel Garcia exposed an idea for the promotion of a construction innovation and technology network at EU level titled: "European. The ETI tool has been identified as a tool for presenting a proposal, but there are nowadays not open a call to discuss a proposal.The INTERREG program has been identified as important, but we must take into account that it needs the agreement of public bodies and institutions in the partnership.

The most convenient instrument in our case was INTERREG IIIC, which expires on 31 October 2004 and covers regions around the EU. A description of some ongoing networks for the promotion of innovation in the EU was made, as well as the identification of synergies and potential applicability for the construction sector. No positive result was achieved at this time for the definition and promotion of an initiative.

All participants are in a position for future collaboration, but further discussions and approaches will be necessary to identify and advance a project proposal. A deadline of 15 June 2004 was set for deciding not to accept this proposal under the INTERREG programme. Miguel finished the event at 12:30 by thanking the partners for their attendance and interest and expected to be contacted in the future for collaboration opportunities.

In the 6th Framework Programme, a budget of €35 million is available for ETI projects under the 'Research and Innovation' work programme, which aims to create a more innovation-friendly environment across the EU. These activities belong to the special program "Structuring the European Research Area", which was established to eliminate the structural deficiencies that prevent the full exploitation of European research. In the first call for proposals, due to be published in early 2003, projects should focus on the participation of SMEs and groups of SMEs in FP6 priority areas and in integrated projects and networks of excellence.

ETI actions also aim to facilitate the creation of groups or clusters of SMEs that have similar innovation needs, promoting interregional cooperation between SMEs and stimulating networks of industrial incubators.

Information and support services in the field of intellectual and industrial property rights and access to innovation financing. In a knowledge-based economy, economic and technological intelligence is an essential component of competitive research and innovation strategies. In the sixth framework programme, this activity will build on the experience gained in the previous framework programme.

In the first call, projects should focus on the participation of SMEs/Groups of SMEs in the Sixth Framework Programme, especially in integrated projects and networks of excellence. These projects may include technological audits to identify the needs of SMEs and direct them to the most appropriate instruments in the Framework Program and actions to create bridges between the research-innovation interface. With INTERREG IIIC, interregional cooperation will be promoted between regional and other public authorities throughout the territory of the EU and neighboring countries.

The INTERREG IIIC program will be financed from the European Regional Development Fund (ERDF), within the structural funds, and will be co-financed by national project partners. The RFO must include partners from at least three countries, of which at least two are EU member states. Individual projects: A cooperation project involving partners from at least three countries, of which at least two are EU member states, with the exception of border operations.

The ERDF contribution to the individual projects can be from 200,000 to 1,000,000 EUR (an exception is operations on border regions, for which the ERDF contribution can be lower), and no more than 40% of the total. ERDF contribution[2] can go to the Lead Partner (with the exception of operations in border regions where this rate can be higher). It must involve partners from at least five countries, of which at least three are EU member states, an exception being cross-border operations.

The ERDF contribution to the network can be from EUR 200,000 to EUR 1,000,000 (the exception is operations in border regions, for which the ERDF contribution can be lower).
