Introduction ///

RTV Slovenia is a public institute entered onto the court register with the District Court of Ljubljana, entry No. 061/10084900. The basic object of business of the institute is radio and television activity. The founder is the Republic of Slovenia, to which RTV Slovenia is held liable for the assets under management. The bodies of the institute are the Programme Council of RTV Slovenia and the Supervisory Council of RTV Slovenia.

Accounting policies ///

Hereinafter we explain all important policies, assumptions and methods used in the preparation of the 2007 financial report additionally to the underlying accounting principles (accrual basis, going concern and true and fair presentation).

Required financial statements

1. Balance sheet with appendixes on:

balance and movement of intangible assets and tangible fixed assets;

balance and movement of capital investments and loans;

2. a. Statement of revenue and expenses of certain users;

b. Statement of revenue and expenses of certain users by the types of activity;

3. Statement of revenue and expenses by the cash flow principle with appendixes:

statement of account of receivables and investments of certain users;

statement of account of financing of certain users.

Intangible assets and tangible fixed assets

Intangible assets and tangible fixed assets are regularly depreciated individually by using the straight-line depreciation method. Amortisation is accounted in compliance with the Rules on the method and rates of depreciation of intangible fixed assets and tangible fixed assets (Off. Gaz. of the Republic of Slovenia, No. 45/05), where amor- tisation rates used for regular depreciation are defined. The stipulated amortisation rates do not exceed those granted in the accounting of corporate tax.

The following amortisation levels were used in 2007 in compliance with the Rules:

In 2007, several amortisation levels have changed as a consequence of the amended Rules published in the Official Gazette of the Republic of Slovenia No. 120, on Decem- ber 27, 2007. The changes are shown hereinafter.

Tangible fixed assets, the individual procurement value of which does not exceed EUR 500 after the supplier’s accounting, is shown as small tools. Small tools, the individual procurement value of which does not exceed EUR 100 are classified among materi- als.

Tangible fixed assets undergoes amortisation on the first day in the following month after the month when they were first used for the performance of an activity. Small tools are depreciated in full upon procurement.

When the costs of procurement of fixed assets equal the depreciated value of the fixed assets, the amortisation is no longer accounted for, although the assets still re- main in use for the performance of the activity.

Article 10 of the Rules on the method and rates of depreciation of intangible fixed as- sets and tangible fixed assets stipulates that certain users of the unified chart of acco- unts (where RTV Slovenia belongs as well) cover amortisation costs against adequate liabilities, provided the amortisation costs are not included in the price of a product or service or provided that no finance is received from public finance to cover the amortisation costs.

RTV Slovenia does not obtain finance from public finance in order to cover the amor- tisation costs, however, the competent Ministry of Culture provided an explanation that the total amortisation is included in the price of RTV licence fee. It can be deduc- ted from the above that in compliance with said rules amortisation should be charged against the expenses.

Receivables

Value adjustment is made for receivables against operating expenses by the following criteria:

for the receivables from market activities on domestic and foreign markets not settled within 90 days after falling due, in the amount of 100 %;

for the receivables from charged late interests on the domestic market not settled within 90 days after falling due, in the amount of 100 %;

for the receivables from RTV licence fee not settled within 180 days after falling due, in the amount of 100 %.

Inventories

Accounting ledgers pursue the following groups of material inventories: film, scenery and programme material, cleaning and auxiliary material, material for the record la- bel, special and specific material and broadcasts (films, series, serials).

A quantity unit of material inventory is evaluated by the procurement price. When accounting the consumption of material inventory, RTV Slovenia uses:

plan prices for material for the production of record label;

average sliding-scale prices for the remaining material.

Inventories of work-in-progress and products are evaluated by manufacturing costs.

Adjustment of inventory of material is carried out in relation to the age of inventory in the following way:

inventory exceeding one year in the amount of 50 % of the inventory value;

inventory exceeding two years in the amount of 75 % of the inventory value;

inventory exceeding three years in the amount of 100 % of the inventory value.

As far as the inventory of final products of the record label is concerned, the criteria for the creation of provisions of inventory are defined in more detail due to specific production as follows:

inventory older than 1 year in the amount of 50 %; it covers the inventory of articles that saw no reissuing in one year’s period. A prerequisite for reissuing is the critical (security) level of inventory by individual programmes. The inventory also exceeds one year provided the sale to an external partner is lower than 20 % of the inven- tory balance from the day of the last reissuing (except gratis documents, internal accounts, etc.) The initial total inventory (upon reissue) is considered as inventory balance.

inventory older than 2 years in the amount of 75 %; it includes an inventory of ar- ticles that saw no reissuing in a two-year’s time. A prerequisite for reissuing is the critical (security) level of inventory by individual programmes. The inventory also exceeds two years provided the sale to an external partner is lower than 40 % of the inventory balance from the day of the last reissuing (except gratis documents, internal accounts, etc.) The initial total inventory (upon reissue) is considered as inventory balance.

A prerequisite for a reissuing is the critical (security) level of inventory by individual programmes. The inventory also exceeds three years provided the sale to an external partner is lower than 60 % of the inventory balance from the day of the last reissuing (except gratis documents, internal accounts, etc.) The initial total inventory (upon reissue) is considered as inventory balance.
