1. PURPOSE AND SCOPE OF USE

1.1. These Regulations are introduced in order to effectively use living space, ensure high level of living culture of students, trainees and interns (hereinafter – students) in the dormitories of SHEI “Ivano-Frankivsk National Medical University”

(hereinafter – University).

1.2. These Regulations are the main normative document that regulates the procedure of settlement and accommodation of out-of-town full-time students of the university.

1.3. Issues concerning the accommodation of students in university dormitories are addressed by the accommodation commission (hereinafter – commission), according to the number of places in university dormitories for the academic year, the number of students at faculties at the beginning of the academic year and the order of priority of settling students in the dormitories.

1.4. The regulations are obligatory for familiarization in the Acknowledgement sheet by the administration of dormitories and accommodation commission.

2. REGULATORY REFERENCES

The instructions are developed with reference to requirements of the following external regulatory documents:

a) Law of Ukraine “On Higher Education”;

b) Housing Code of Ukraine

c) Regulations on dormitories approved by the order of the Ministry of Regional Development, Construction and Housing of Ukraine No. 84 dated 27.04.2015 d) Model regulations on a student dormitory of a higher educational institution

approved by the order of the Ministry of Education and Science of Ukraine No.1004 dated 13.11.2007

Besides, instructions refer to internal documents of the SHEI “IFNMU”:

a) Instruction on paperwork management in the SHEI “IFNMU”.

3. TERMS, DEFITNITIONS AND ABBREVIATIONS In current instructions the following abbreviations are used:

4.1. University Authorities are responsible for the implementation of these

5. TERMS OF SETTLEMENT IN THE DORMITORIES OF THE UNIVERSITY

5.1. The main document that gives the right to a student to settle and live in a dormitory is an order on accommodation issued by the commission and signed by the head of students’ trade union committee. The order is issued to the student personally, in the presence of their application according to Annex 1, passport and student ID card.

Issuance of orders to first-year students is carried out from August 25 to August 31.

5.2. The commission ensures printing of orders and accommodation in university dormitories according to the orders.

5.3. It is forbidden to accommodate outsiders in university dormitories.

5.4. An accommodation agreement is signed with each dormitory resident according to Annex 2.

6. BASIC PRINCIPLES OF SETTLING AND LIVING OF UNIVERSITY STUDENTS

6.1. Settling university students in the dormitory is carried out by the commission.

6.2. 2nd – 5th year students who have stated their willingness to settle in a dormitory or continue living in this dormitory during the next academic year, must file an application according to Annex 1 and submit it to the commission for consideration by April 15 of the current year.

6.3. The Commission prepares rating lists of 1st year students who are recommended for settlement and announces the schedule of issuing orders for their settlement.

In order to settle the 1st – 6th year students of medical, dental and pharmaceutical faculties, the faculty of foreign citizens training, interns and trainees of the educational and research institute of postgraduate education, the commission consisting of the following members must be formed:

Chairman of the accommodation commission for settlement in dormitories;

Deputy Chairman of the Commission;

Head of the Student Parliament of the University;

Dean of the Faculty of Foreign Citizens Training;

Director of the Educational and Research Institute of Postgraduate Education;

Heads of the student councils of dormitories 1, 2, 3, 4;

6.2. The chairman of the commission is personally responsible for the settlement of students.

7. RESPONSIBILITIES OF THE STUDENT COUNCIL AND AUTHORITIES OF THE UNIVERSITY DORMITORIES

7.1. Control students’ compliance with established rules and regulations.

7.2. Hold meetings monthly or as frequently as circumstances dictate to address urgent issues etc.

8. PROCEDURE OF SETTLEMENT OF THE 1st-YEAR STUDENTS 8.1. Grounds for settling an out-of-town first-year student in a dormitory are their application and registration at place of residence beyond Ivano-Frankivsk.

8.2. Privileges for settlement belong to:

8.2.1. Following categories have privileges for settling:

- students from the list of persons who, in accordance with the Law of Ukraine “On the status of war veterans, guarantees of their social protection” are granted such a right;

- orphans and children deprived of parental care, as well as persons of the same category aged 18 to 23 in accordance with the Resolution of the Cabinet of Ministers of Ukraine “On improving the education, training, social protection and financial support of orphans and children deprived of parental care”No. 226 dated April 5, 1994;

- disabled persons of groups I and II and disabled children under 18 in accordance with the Law of Ukraine “On the basis of social protection of disabled people in Ukraine”;

- students from the list of persons who, in accordance with the Law of Ukraine “On the Status and Social Protection of Citizens Affected by the Chornobyl Accident”

are granted such a right;

- students from the list of persons who, in accordance with the Law of Ukraine “On Increasing the Prestige of Mining Work” are granted such a right;

- children of servicemen of the Armed Forces of Ukraine, other military formations, law enforcement agents who died in the line of duty, in accordance with the Decree of the President of Ukraine “On Additional Measures to Improve Care for Defenders of Ukraine, Their Legal and Social Protection, and Improvement of Military-Patriotic Education” No. 157 dated February 21, 2002;

- members of the families of miners and rescuers who died as a result of an accident that occurred at the rental company “Mine named after O.F. Zasiadko”, according to Annex 4 to the Resolution of the Cabinet of Ministers of Ukraine “On some issues of social protection of family members of perished miners and rescuers” No.

6 dated January 9, 2008.

8.2.2. Following categories have priorities for settling:

- students from the list of persons who in accordance with the Law of Ukraine “On Child Protection” are granted such a right;

- students from the list of persons who, in accordance with the Law of Ukraine “On the Basis of Social Protection of the Disabled in Ukraine” are granted such a right;

- students from the list of persons who, in accordance with the Decree of the President of Ukraine “On Additional Measures to Improve Care for Defenders of Ukraine, Their Legal and Social Protection, and Improvement of Military-Patriotic Education” No. 157 dated February 21, 2002 granted such a right;

- students from the list of persons who in accordance with the Decree of the President of Ukraine “On the decision of the National Security and Defense Council of Ukraine as of September 4, 2007 “On the main directions of financial support for

measures to improve living standards in 2008” No. 849 dated September 12, 2007 are granted such a right;

- students whose one parent has died (perished), or deprived of parental rights.

- students living in remote areas of Ukraine (remote areas do not include Rivne, Lviv, Zakarpattia, Ternopil, Chernivtsi, and Volyn regions).

8.3. Criteria for providing places in the dormitory is the remoteness of permanent residence from Ivano-Frankivsk, which is determined by cartographic service and technology in accordance with the vacant places.

8.4. Students who haven’t been settled due to lack of places left in the dormitory, are included in the rating list for the settlement, in which on the same grounds for accommodation as mentioned above, they are ranked according to the remoteness of permanent residence from Ivano-Frankivsk. These rating lists are kept by the commission.

8.5. The 1st-year students should be settled in renovated rooms if possible.

9. ORGANIZATION OF SETTLEMENT OF THE 1st-YEAR STUDENTS:

9.1. By August 10, the dormitory authorities and commission of each dormitory shall develop a schedule of arrival and the number of first-year students who will settle in dormitories;

9.2. By August 15, the admission committee submits detailed lists of first-year students to the faculties;

9.3. By August 20, the commission (guided by the orders and instructions on the settlement, privileged categories and on the basis of submitted applications) in accordance with the approved accommodation map forms a rating list of first-year students recommended for settlement in dormitories.

9.4. First-year students who haven’t been settled due to lack of places left in the dormitory, are included to a waiting list for settlement formed by the commission.

9.5. A first-year student must arrive for an organized settlement on the day indicated on information stands, but not later than August 31.

10. THE PROCEDURE OF SETTLING 1st-YEAR STUDENTS IN THE DORMITORIES

10.1. On the basis of the commission decision it is necessary to receive the order for settlement and pass to a dormitory, to be registered in the list of settled students (the passport should bear a mark on the change of permanent residence in the passport).

10.2. Students liable for military service must be put for military records.

10.3. Once yearly housing fee has been paid, it is necessary to hand over an order, a notation bearing a mark made by the passport registration officer (a notation bearing a mark made by the military commissariat – for those liable for military service) to the commandant of the dormitory for settlement.

10.4. Conclude an accommodation agreement according Annex 2 with the dormitory authorities, familiarize with the Internal Rules and Regulations in student dormitories of the university and fire safety rules.

10.5. Settlement begins on August 25 of the current year.

11. PROCEDURE OF SETTLEMENT OF THE 2nd-6th-YEAR STUDENTS OF THE UNIVERSITY

11.1. The basis for settling out-of-town 2nd-6th-year students in a dormitory is their personal written application to the chairman of the commission and permanent registration at place of residence outside of Ivano-Frankivsk.

11.2. The procedure of settlement for the 2nd-6th-year students of the university:

11.2.1. The elders of floors in dormitory 1, 2, 3 and 4 during the first week of each month conduct a census of the residents of the respective floor and submit it to the head of the student council of the dormitory.

11.2.2. According to the schedule developed by the commission, the head of the student council submits the above-mentioned documents to the commission.

11.2.3. The main criterion for the settlement is a ranking system, which involves all types of student activities during the year, including study, social work both at the university and dormitory levels (for those who live there), compliance with internal rules and regulations of the university and dormitory, possible remarks and violations.

11.2.4. A settlement order based on a photocopy of the passport and payment receipt must be obtained from the students’ trade union committee.

11.2.5. Conclude an accommodation agreement and get familiarized with Internal rules and regulations and fire safety rules in dormitories.

11.2.6. With the accommodation agreement and settlement order it is necessary to address the dormitory commandant (the dormitory number is indicated in the order).

12. PRIORITY OF STUDENT ACCOMMODATION DURING THE CURRENT ACADEMIC YEAR

12.1. Settlement of students is carried out in the following order:

- students who have privileges (disabled, orphans, victims of the Chornobyl accident, low-income persons);

- 2nd-6th-year students of who are transferred to the next year of study according to the university order and students who have started studying after academic leave or repeat the course;

- 1st-year students;

- all other students, applicants if vacant places are available (those who resumed their studies after expulsion; transferred from other educational institutions, etc.).

12.2. During the academic leave, repeated course of study place of accommodation is not preserved.

13. PROCEDURE OF SETTLING FOREIGN STUDENTS

13.1. The Faculty of Foreign Citizens Training agrees on the distribution of housing (in terms of the need to provide housing for foreign citizens) during annual approval of the total housing stock of the faculty in university dormitories according to the calculations of the faculty as a property complex.

13.2. In the structure of the housing stock allocated to the faculty, suggested places for settling foreign students are indicated (specifying room numbers and the number of places of accommodation).

13.3. When concluding an agreement for delivery of learning services with a foreign student, the Faculty of Foreign Citizens Training refers foreign citizens to settle within the part of the housing stock of the faculty, which is planned for settling this category of students.

13.4 By August 25, the dormitory authorities and the Faculty of Foreign Citizens Training have to provide a reserve of accommodation places (at the expense of the places vacated by the graduates of the previous year) for immediate settlement.

13.5. Foreign students studying at the university settle for the next academic year in the rooms they lived in during the previous academic year.

13.6. The decision on further use of accommodation places that become vacant due to the expulsion of foreign students from the university is taken by the commission.

13.7. Foreign students are settled in dormitory 2.

14. PROCEDURE OF EVICTION OF STUDENTS

14.1. Students who have lost the right to live in dormitories are obliged to return received textile products and hard inventory within a week, to take their personal things from a room and a storage room, to hand over the pass, to settle accounts at the accountants’ office, to put their name to the eviction in the register of dormitory inhabitants.

14.2. Students who resume their studies at the university after expulsion, settle on a general basis.

14.3. The one-week eviction period starts from:

expiration of the established period of residence;

issuance of the order on expulsion from the university;

order of the dormitory commandant to terminate the Accommodation agreement.

14.4. Personal responsibility for the timely vacating of places by students who have lost the right to live in dormitories rests with the dormitory commandant.

14.5. Housekeeping staff of the dormitory:

- receives textile products, issued to the student for the period of residence in the dormitory;

- in case of detection of shortage (damage, destruction) of the property issued for use, reports to the commandant for the compensation of material losses;

14.6. Commandant of the dormitory:

- withdraws the pass on the date of the actual vacating of the place but not later than the deadline set for eviction in the presence of the persons on duty;

- receives hard inventory that was issued to the student for use during their stay in the dormitory and checks the room in which they lived.

- takes measures to ensure a reliable bypass regime for persons who have lost the right to live in a dormitory.

14.7. In cases when a student who lost the right to live in a dormitory due to termination of the Agreement or expiration of the established period of residence, does

not vacate the place in time and continues to use the dormitory illegally, the commandant reports in writing to the Pro-Rector for educational work and Dean of the respective faculty to take measures and influence the violator (including a request for expulsion from the university for violation of discipline) and at the same time to take measures to evict them by the dormitory administration by force.

15. ORGANIZATION AND PROCEDURE OF STUDENTS

ACCOMMODATION IN DORMITORIES DURING SUMMER HOLIDAYS 15.1. In order to stay in the dormitory during summer holidays (July-August), students must submit an application.

15.2. Students who remain in the dormitory during summer holidays must register with the dormitory commandant.

16. PROCEDURE FOR THE INTRODUCTION OF AMENDMENTS TO THE REGULATIONS ON SETTLEMENT IN STUDENT DORMITORIES

16.1. The regulations shall be replaced by new ones in case of change of the name of the institution by their complete republishing and shall be subject to review every five years.
