Therefore, our website and our methods of sharing information in a fast and efficient way are essential to the effectiveness of the board. Fortunately, we have a new replacement in Mark Griffin and feel the board remains in good hands. This will help steer the Board into a new structure that will reflect changes to Serious Case Reviews and Child Death Review Panels and allow better arrangements to be realized for all of Bradford's safety responsibilities.

Combined with the dedicated staff team of the Board they provide an excellent example of partnership working.

Local Demographics

The Bradford Safeguarding Children Board (BSCB) continues to provide the procedural framework for all partnership work to keep children safe within Bradford and fulfills its statutory responsibility for quality assurance and training. In addition, BSCB plays a role in supporting and planning innovative partnership responses to protect children's challenges, such as the establishment of the multi-agency CSE Hub.

Governance, Accountability and Budget

The BSCB has recognized and responded to the financial challenges for the coming year. This has been achieved through the rationalization of administrative posts, a decision not to develop the proposed post of deputy administrative managers and the withdrawal of the Advisor for the Protection of Faith Institutions, which is now supervised by the local government.

Priorities for 2016/2018

Safeguarding Snapshot

Joint targeted area inspection of the multi-agency response to abuse and neglect in Bradford. Bradford Police Officer Matt Catlow has been highlighted as national best practice and has led to the receipt of two national awards: The Lord Ferrers and the National Working Group Unsung Hero Awards.

Barnardo's NightWatch initiative raised awareness of child sexual exploitation by providing advice, guidance, support and training to businesses, services and the general public.

Achievements and Progress

There are very effective arrangements within the Ministry of Internal Affairs, especially between the police and children's social care, with a dedicated center for domestic violence." The successful broadcast of the educational drama "Someone's Sister, Someone's Daughter" continued throughout the District. Mr Shapeshifter” is currently being rolled out across the Bradford district with the aim of reaching 45 primary schools in Bradford.

Some of these schools will also host other elementary schools at their performances, which should reach more than 60 schools. The program was run across Bradford and involved those working in fast food outlets, hotels and bed and breakfasts, accident and emergency services and security roles (such as door staff). BCSB continues to deliver a comprehensive cross-agency training program, working closely with colleagues from the Adult Safeguarding Committee and the Safer and Stronger Communities Partnership (CSP) Committee.

This included a successful masterclass in West Yorkshire - 'Compliance in Disguise' with input from an academic from Huddersfield University - a lie detector researcher, a professional magician and a children's services manager. BSCB introduced a new CSE course, Child Sexual Exploitation - A Resilient Approach for Families, re-introduced a course on Understanding the Effects of Sexual Abuse and revised neglect training - Neglect Can you spot it, what should you do?" The team also held sessions - "Recognizing and supporting young carers". Awareness of domestic violence and abuse including the impact on children, young people and adults at risk 345.

In 2016, all five West Yorkshire LSCBs held a Safeguarding Week simultaneously for the first time. In collaboration with the local government and Virtual College, the BCSB continues to develop an app for young people, which will be launched in 2017.

Effectiveness of local services

The most prevalent category for referral is physical abuse with 145 referrals in the past year 145 which is 69% of the total. There were decreases in most categories of abuse, excluding emotional abuse, which increased to 14 referrals, 6.7% of the total. Updating the training strategy in line with national requirements (intercollegiate document 2014) and all staff leveled according to their roles and responsibilities within the Trust (including Midwifery).

Health visitor data shows that children are closely observed at home, including taking into account the impact on non-verbal children or those who may not be able to express their feelings. During 2016-2017, the CCG child protection team was expanded to include a specialist clinician (child sexual exploitation) working as part of the multi-agency team within the CSE Hub. Feedback received from partner agencies as part of a review of the role was overwhelmingly positive, with improved information sharing and contextualisation of the health contribution to risk assessment cited.

From September 2016, the Department of Public Health is now part of the Department of Health and Wellbeing in the Council. The overall public health priority continues to be to ensure that the health and well-being of the whole population is improved, particularly those most at risk of poverty. outcomes and inequalities. As well as improving results, we have attracted some very high quality academic sponsors to the district who will lead many of our schools and have one of the most successful domestic multi-academic trusts in the country.

These inspections identified strengths, particularly in the emergency department, in recognizing the impact of an adult's ill health on the child, and also highlighted areas for development including embedding a thinking family approach in maternity care and increasing efforts to protect children. Overview. The Business Planning Group brings together the chairmen of each of the BSCB sub-groups to form the core membership of the Group, together with the chairman and manager of the BSCB. This allows detailed knowledge of each group and ensures that the contributions of the sub-groups and the core functions of the Council are integrated and coordinated.

The sub-group has been proactive in reviewing the group's mandate and reflecting the group's broad remit to conduct lesson reviews and thematic reviews in addition to serious case reviews (SCRs).

Effectiveness of BCSB Sub-groups

A local model for learning lessons has been developed and the relationship between the Case Review Sub Group and other sub-groups such as Leaning and Development and CDOP has been strengthened. One agency review was submitted to the Sub Group by Airedale NHF Foundation Trust in relation to a case of non-accidental head injury. The subgroup will continue to work with other subgroups and agencies to improve and disseminate lessons learned from assessments.

Over the past twelve months, the CSE and Missing Sub-group has continued to work in partnership to improve its responses to CSE and missing referrals, adopting national best practice. This work was greatly assisted by the CSE Specialist Data Analyst, who worked on a Bradford CSE Local Problem Profile, which helped the Subgroup to focus on certain key areas of CSE & Missing. This has been incorporated into the CSE Hub Action Plan and is being addressed across the partnership to ensure that the learning helps shape the future response of the subgroup.

The sub-group welcomed the findings of the joint inspection for targeted areas and the review work undertaken in the Multi-Agency Security Centre. Working around the night economy with Barnardo's and WYP The subgroup will continue to work to work. The data set was agreed by the BSCB on the recommendation of the PMAE group.

The Subgroup has re-provided the Section 11 audit to key agencies for renewal, and has also agreed on the shorter tool for small VCS organisations. The CSE JTAI action plan was moved to the CSE subgroup and the JTAI group moved on to look at the next topic: domestic violence. Attendance among sub-group members was high and sub-group membership is continuously monitored, with attention currently being given to the need to establish post-retirement education and representation of the voluntary sector.

This group is the youngest of the subgroups and is in the process of beginning pieces of work to understand specific topics that affect communities of interest or specific issues identified by either the subgroup or the BSCB.

The View of children and Young People

In order to improve outcomes for children, professionals have often emphasized that the voice of the child must be heard in the child protection process. Bradford is committed to listening to children for the voice of the child to inform planning and design of services from a strategic perspective. In March 2016, Bradford welcomed the Children's Commissioner's visit to explore the experience of growing up in Bradford.

All the young people over 16 involved wanted more opportunities and jobs so they could feel proud and stay in Bradford. Locally, they are working with our colleagues from the Youth Offending Team to improve the experience of young people transitioning from their service to the NPS (Youths in Transition – YIT process). Family Nurse Partnership works with families and children up to two years old and professionals consider the question: “If the child could tell you, what would he/she say about what life is like for him/her in this family? is.

Evidence that the child or young person has been offered the opportunity to see for themselves. Feedback reports from young people (BDCFT service users) for the sole purpose of talking to young people about CSE to find out their views. Family & Friends Test - monthly reports and feedback from children and young people to service managers.

Your Your Future Your Health event held at Bradford City Football has received feedback from young people about health services in the area. A brief data review was undertaken of the MARAC cases determining whether the child's voice was recorded and taken into account.
