Neighborhoods in the outer, more rural parts of the District have higher numbers of older people. The highest proportion of gambling premises are located within the City Ward, followed by Keighley Central and Shipley.

Summary statement

SUMMARY

The report presents an update on progress in the implementation of the District Anti-Poverty Coordination Group's implementation plan, along with a table of key data used to demonstrate: changes in poverty in the district and evidence of intervention effects.

BACKGROUND

This will expand engagement with our diverse communities across the District in the culture and arts. Work experience and work opportunities – The Council works with employers in the district and beyond to provide work and work experience opportunities for young people from all backgrounds in the district.

1 – Different approaches to recovering statutory debt

In December 2019, the Council took a small number of pupils from Shipley and Keighley (Beckfoot and Oakbank schools) to HM Treasury to experience the career opportunities available to them. Child Friendly District - The district has started its ambition to achieve UNICEF 'Child Friendly' status.

2 – Recruitment to entry level jobs

APCG intends to conduct a 'master class' on alternative recruitment mechanisms to be delivered to stakeholders across the district. Work to remove the barriers that keep BAME women out of the workplace continues through the Bradford People Together Programme.

This generated a lot of media interest with news articles on BBC Look North, the BBC's national website, the Guardian newspaper and local papers as well. Our anti-poverty champion Cllr Mullaney is working with Hope Rising Action Group to organize a 'listening' event where people and families on low incomes can share their experiences.

The district has reduced its rates more than England and the region's rates compared to the previous rates, but still has worse rates than both. The rate of benefit sanctions as a percentage of the Universal Credit Sanction rate has fallen across the district and in every constituency, with the exception of Keighley, which has seen a significant increase. Levels in reading, writing and arithmetic in Key Stage 2 (DfE. performance tables) have improved by 1 percentage point and are in line with regional levels, but are still below levels across England (65% ).

The proportion of in-work benefit claimants rose by 0.7% across the district, in contrast to a fall in the rate in England (-1.9%) and the region (-3.6%). The proportion of young people aged 16-24 NEET (NEET and Not Known 2016) has decreased since the previous report and is at the same level as the rate across England (2.8%). The proportion of people of working age qualified to at least A Level has fallen by around 3% across the county with decreases in every constituency except Keighley.

Although this is not positive, the level of attainment gap between groups across England is 14%. The implementation plan includes measures to encourage apprenticeships for those living in the most disadvantaged neighborhoods in the borough and. The Anti-Poverty Coordinating Group looks at the data to demonstrate that the interventions implemented in the district are supporting people who are.

Note, DWP has confirmed: 'DEA events are voluntary and those who attend are doing so because they want support. Key stage attainment rates of those known to be eligible for free school meals compared to those who are not. The attainment rate for those qualifying for an FSM has fallen recently, with rates across England and the region also falling by a similar amount. Across the county, compared to the achievement of those not eligible for FSM, the rate has fallen further (the previous gap of 9.5% is now 10.7%).

The School's formal 3 year budget indicates that the School will continue to overspend significantly in future years. Bradford Council's internal audit was asked to carry out an audit of the School's financial management, processes and procedures. This audit made recommendations which were agreed and are now being taken forward by the School.

The school-confirmed number for Year 7 on census day was 289, which is lower than the expected 300, compared to 284 in October 2018. However, the committee should note that as part of this forecast the authority is assessing the impact of some key matters, such as the cost of schooling for final settlement of PFI BSF utility charges. This means that these restructurings (with the release of safeguards) will not deliver further significant savings to significantly reduce the school's overspending in 2020/21 onwards.

Like voluntary aided schools, the board of primary schools, not the council, employs the staff and is responsible for admissions to the school. The Act requires local authorities to transfer a maintained school's surplus balance when the school is converted to an academy. This will include details of any contract or school board business matters.

It is important to review the work programs so that important or urgent issues that arise during the year are able to be scrutinized. Furthermore, in a time of limited resources, it should also be possible to remove work areas that have become less relevant or timely. It is therefore proposed that the committee's work program is regularly reviewed by committee members throughout the municipal year.

Community Cohesion and Equality related issues are part of the terms of reference for this Committee. A key priority of work for this Committee relates to the Review and Examination of the strategies, plans, policies, functions and services directly relevant to the priority of Safer and Stronger Communities. Work of this Review and Inquiry Committee has ward implications, but this depends on the nature of the subject matter.

It is necessary to regularly review the Mustansir Butt work program in order to prioritize. Education is being given at Melanie McGurk.. schools, explaining the dangers of gambling to young people from Thursday 21. Report specifically focused on the financial position of Ben Middleton/Peter Corporate Overview and Scrutiny of Industrial Keeley.

An update on the school's financial Marium Haque/Chris Corporate Overview and Scrutiny position will be presented to the committee's Chapman/Andrew committee recommendation from . in the new calendar year. Update to also include a specific focus Philip Witcherley/Kevin Corporate Overview and examination of the problems of cohesion in the Brain community. Business overview and consultation process for scrutiny to redesign the committee's recommendation based on the Council's equality goals.
